Statement of Work Light Pole Replacement

NOTE: Edit this paragraph for your specific project.

1.1 LOCATION AND BACK GROUND

NOTE: Edit this paragraph for your specific project.

The site of work for this project is Har Karen, Negev Desert, Israel.

1.2 SCOPE OF WORK

The work to be performed under this construction contract consists of furnishing all labor, material, equipment, tools, quality control, supervision, transportation and associated services necessary to perform and complete the requirements herein, in strict compliance with the specifications stated below.

1.3 DESCRIPTION OF WORK

This contract is for the replacement of the Area Lighting System (ALS). Work will be performed with limited interruption of the existing ALS functions and with limited interruptions of normal site operations. The objective is to place a new pole as close as possible to the wooden pole being replaced; this will allow for connecting the new pole to the same location in the ALS network. During the connection of the steel pole to the ALS, it is acceptable to remove the wood pole from the ALS to permit utilization of the existing power conductors. Once the new steel pole is connected, then the wood pole can be disposed of. Underground cabling is not required unless the contractor damages the existing underground network or other cabling. Installation is to be complete within 90 days of execution. If additional time is need due to concrete curing it will be annotated in contractor proposal. The contractor will have a fluent English speaker on site, but may have a limited level English speaker on site if a fluent English speaker is readily available by phone.

Specifications:

1. Install 18 new poles rated for local wind max gusts and continuous wind load plus 20%. Poles must also be rated for local environment conditions such as but not limited to temperature, soil conditions, solar exposure and seismic activity.

2. Top of pole, including foundations, will be minimal of 8.2m, but no more than 8.5m from ground level.

3. The new poles will allow for the attachment of the existing ALS light fixture mounting cross arm at a point 0.6m from the top of the pole. Photos of cross arm are available upon request. Note the pole mounting brace is 12.8 cm diameter.

4. New poles will be placed as close as possible to existing wood poles, but not further then 2m centered.

5. Special care to avoid underground cables or water lines will be taken. This will require use of cable and or metal detection equipment.

6. In the case that the existing underground cabling is damaged by the contractor, the contractor will repair it by way of proper COR-approved splicing techniques.

7. The bond between the new steel pole and the existing grounding grid will be exothermically welded or bolted using appropriate bolts, clamps and or terminations that are required for connections between the copper ground cables. If mechanical bonding is used it must be exposed so that it may be inspected by the government.

8. Once the replacement pole is connected to the ALS grid the old wood pole will be removed.

9. Old wood poles can be ether cut off at ground level or pulled from ground if done so without effecting surrounding facilities or underground cables or pipes. Any damages and or filling/compacting of holes will be the responsibility of contractor.

10. Disposal of old wool poles will be the responsibility of contractor.

11. Steel poles and all mounting hardware will be corrosion resistant and or will be treated with appropriate corrosion inhibitors. Ground bonds will not be painted, but will be treated if need be.

12. Base/Foundation design and or materials. The base or foundation must be able to support pole or tower and be able to be inspected in that catastrophic failure or deterioration of pole can be identified and or mitigated.

13. Direct burial of an appropriate portion of pole can be an option if longevity and detection of pending failure of pole can be adequately illustrated.

14. Additional conditions:

a. Four wood ALS poles have fallen. These and any other additional fallen ALS wood poles will be treated the same as a pole still standing. Disposal remains the responsibility of contractor.

b. Two ALS existing wood poles also support low voltage cable less than 4cm in diameter. During the removal of these two poles the contractor will carefully remove the support of cable and assist in the attachment of the cable to the replacement pole. The contractor will only give lift support for the attachment of the low voltage cable to the new steel pole. No materials or design is required. Photos available upon request.

c. Three existing ALS poles are in or next to concrete. Two replacement poles are able to be placed just off the concrete. One pole will need to be replaced in concrete. Photos available upon request.

15. The contractor will provide and install a 4 pole Manual Transfer Switch (MTS) inline and ahead of the 100 amp main breaker of the 400vac 50 Hz compound area main panel located just inside the US access control point. The MTS will be in a weatherized dust and drip proof outdoor metal enclosure to be mounted to the side of the existing compound area main panel. The operation of the MTS can be performed without opening of the MTS enclosure. The MTS will facilitate the connection of a backup generator to be installed and connected by others. While the contractor is not the installer of the backup generator or the cabling to the backup generator, the new MTS will allow for the connection of a 5x50mm2 power cable and the MTS enclosure will have the cable access gland for the later installation of a 5x50 mm2 power cable. See attached one line diagram.

16. The contractor will transfer over the light fixtures of the remaining standing ALS pole (14 currently) with mounting cross arms to new ALS poles. Photos available upon request.

17. The contractor will transfer over the cross arms of the 4 fallen ALS poles to the new The ALS poles.

18. The contractor will install new light fixture replacements for the 4 fallen ALS poles. New light fixtures will be the same or as close as possible to the existing light fixtures. Photos available upon request.

19. The contractor will install a new connection and light fixture breaker pole panel on each ALS pole on each pole.

a. Panel cabinet will have and be installed to a minimal of IP54 enclosure rating.

b. The panel cabinet will have an IP54 panel cover that allows easy of access to light fixture circuit breakers but does not expose power connection bus when opened.

c. All cables in will be at the bottom or low on the sides of cabinet and use cable glands that will maintain IP 54 rating of cabinet.

d. Each pole panel will have a connection bus to allow for a 5 wire 16mm2 (3 phases, Neutral and a ground) power feed in and 5 wire 16mm2 ( 3 phases, Neutral and a ground) power feed out and tap to support for 4 each C16 two pole breaker. One for each light fixture. Photos available upon request. The configuration will have two phases having one light fixture and one will have two light fixtures. The phase with two light fixtures will be rotated between light poles. Thus giving relative phase balance for each ALS circuit.

e. New pole panel will be mounted 1 to 1.5 m above ground level, but can be mounted lower if existing power cable is to short.

f. The contractor will install a 2.5mm2 single phase circuit from new pole panel up the pole to each light fixture. 2.5 mm2 cables will be rated for full exposure.

g. The contractor will connect in the existing 5 wire 16mm2 light circuit power cable. This connection will have one in a one out except for the last pole on that circuit.

h. There may be one ALS pole panel that may have a requirement for one 5x16mm2 cable in and two 5x16mm2 cable out.

20. The ALS has three separate 32 amp circuits. ALS connection currently connected to and on existing wood poles can be transferred to replacement steel poles by section.

21. All 16mm2 cables in and out of pole panel cabinets will be protected by conduit in and out till at lease ground level.

22. The cabling between pole panel cabinet and the light fixtures will be protected in conduit to the level of the fixture cross arm.

23. The locations for the new pole sites will be tested with a cable and or metal detection equipment to verify the absence of ether cables of other below surface facilities and then the site will be approved by Site Command staff with coordination with tenant site organizations.

24. The acceptance testing will be in accordance with IEC and host nation, but at a minimal will include loop impedance tests of line, neutral and ground circuits, insulation test of all conductors after insulation, but before connection to light fixtures and installed functional test of light fixtures. These tests will be documented as well as with type and calibration dates noted for test devices. All tests will be performed in the presence of a United States Government representative.
