About this file
This modification amends a solicitation for 60mm, 81mm, and 120mm high explosive load, assemble, and pack (HE LAP) cartridges. The solicitation seeks to procure these cartridges from a contractor capable of producing up to 200,000 cartridges of a single 120mm configuration per delivery order. The Department of the Army Materiel Command Joint Munitions Command issued the solicitation, which had an original closing date of January 19, 2022 for receipt of offers but was amended to include an Economic Price Adjustment clause and respond to contractor questions on technical issues and government furnished materials for the cartridges.

*** End of Narrative A0000 ***
Amendment 0003 incorproates the following Questions and Answers 3 and changes:
Q1. We have been experiencing a major uptick in price of materials; due to the increase in the price of raw materials, we have not been able to secure firm pricing from some of our suppliers/vendors. Would it be possible to include an EPA clause (such as 52.216-4 Economic
Price Adjustment-Labor and Material) or add language that would allow for a "reopener" to revisit the unit price.
A1. 52.216-4 Economic Price Adjustment-Labor and Material is being added.
Q2. Could you please provide the GFM listing for CLIN 13 & 14 (120mm One piece). Please confirm if the one piece shell body is a GFM component.
A2. The one piece shell body will be a GFM component. The GFM list is the same as the standard two pieced configuration except the shell body and fuze adapter will not be provided/needed. Instead of those two pieced, the one piece shell body will be provided as GFM. Please see updated GFM Attachment 0001.
Q3. Reference ECP R21J2012, Page 1, lists the latest revision of Insert Adapter 12991154 as D, but the drawing provided on page 24 of the ECP is revision C. Please clarify.
A3. Revision D is the correct Revision.
Q4. Reference Attachment 0008, M821A4. Please verify that the packaging for the GFM Body 13064714 will be reusable and that the
Contractor will not be required to provide new packaging to package the Body Paint Assembly 13064713 IAW Note 6 of that drawing after the Contractor converts the Body to the Body Paint Assembly.
A4. The drawing numbers mentioned (13064713 and 13064714) are both component level drawings. USG component contract supplies painted
M821A4 assemblies IAW drawing 13064713. There is no need for the unpainted body to be converted to a painted body assembly by the LAP contractor. USG contractor will supply painted assemblies with VCI bag and appropriate packaging. Contractor will not need to re-use any packaging.
Q5. Reference W52P1J-22-R-0007, Section E, Page 46; MIL-DTL-70548 Table III and para 4.5.2; and Attachment 0008, 81mm - MIL-DTL-70548 requires Ballistic Testing as part of the FAT for the Obturator Ring. The solicitation does not identify that as a test that will be performed by the USG and Attachment 0008 does not identify the test Cartridges nor control Obturating Rings as GFM.
a. Is the Contractor responsible for the cost of this test and can it be performed at a USG facility?
A5a. The USG pays for the ballistic test at Yuma Proving Grounds
b. Is the Contractor responsible for providing the Cartridges and control Obturating Rings?
A5b. The contractor provides sample cartridges, control cartridges with Obturator rings assembled to the cartridges. If no older, previously accepted obturator rings are available to the contractor, the control samples would have to be supplied with FAT sample obturator ring and the USG would have to have them replaced at the time of the test with USG assets.
Q6. Reference W52P1J-22-R-0007, L.4.3.2(3), Page 120. RFP refers to "critical hardware/services". Does this term mean hardware or services that contain or create a critical characteristic as defined by the applicable Detail Specification or does it have some other meaning?
A6. No, it does not need to create a critical characteristic. It is asking for key hardware or services that will be contracted out to subcontractors. These key hardware and services are important to assembling the cartridges. This demonstrates that the Contractor understands what important hardware or services are required. These do not need to create a critical characteristic.
Q7. Reference L.4.1.3.a, Page 118. The solicitation says "Provide a complete Process Flow Diagram of the proposed assembly line...This separate Process Flow Diagram can be submitted in a separate pdf file...". Is it acceptable for each cartridge to be shown in a separate process flow diagram? If so, can they be provided as separate pdf files or must they be combined into one?

W52P1J-22-R-0007
Name of Offeror or Contractor:
PIIN/SIIN MOD/AMD
A7. Yes, it is acceptable for each cartridge to be shown in a separate process flow diagram. If possible, for ease of review, they should be combined into one. Otherwise, separate pdf files are acceptable.
Q8. Reference Amendment 0002, Q8 and A8, and Amendment 0002, Attachment 0011. The USG response says that the USG will supply the PBXN-12 and the contractor is responsible for making it into a pellet. But the GFM listing provided 81mm M821A4 shows the GFM is "PBXN-12
Pellet" per "13028660" and not "PBXN-12 Explosive" per "MIL-DTL-32280". Will the USG be correcting this apparent inconsistency?
A8. This was corrected in Attachment 0011, it now reads PBXN-12 Explosive.
Q9. Reference Amendment 0002, Q9 and A9, and Amendment 0002, Attachment 0011. Attachment 0011 does not list either the one piece Body
12953514 or the Insert Adapter 12991154. Is the Contractor responsible for providing these components?
A9. No, the shell body and adapter will be provided as GFM is a two pieced configuration is procured. Also, the one piece shell body will be provided as GFM if a one piece configuration is procured.
Q10. Reference W52P1J-22-R-0007, I-128 page 75, and Amendment 0002, Attachment 0001. Please clarify the maximum quantities that a
Contractor must be capable of delivering. For example, on the 120mm, is a Contractor now required to be capable of producing up to
a. 800,000 Cartridges (i.e., 200,000 each of the 4 configurations), or
A10a. Only one 120mm CLIN would be awarded at a time. Either a two pieced configuration would be awarded or a one piece configuration would be awarded. Both would NOT be awarded at the same time.
b. 400,000 of any combination of the 4 configurations with a maximum of 200,000 of any single configuration, or
A10b. Only one 120mm CLIN would be awarded at a time. Either a two pieced configuration would be awarded or a one piece configuration would be awarded. Both would NOT be awarded at the same time.
c. 200,000 of any combination of the 4 configurations?
A10c. Only one 120mm CLIN would be awarded at a time. Either a two pieced configuration would be awarded or a one piece configuration would be awarded. Both would NOT be awarded at the same time.
Q11. Reference Amendment 0002, Attachment 0001. Because Amendment 0002 doubled the number of 120mm CLINs, it has essentially doubled the
120mm effect on the total evaluated price. Would the USG consider applying some ratio between the various 120mm configurations (such as
50% / 50% or 25% / 25% / 25% / 25%) to more closely reflect the effect on the program?
A11. Only one 120mm CLIN would be awarded at a time. Either a two pieced configuration would be awarded or a one piece configuration would be awarded. Both would NOT be awarded at the same time. The USG would like the items still priced out fully for each cartridge as no ratio will be utilized at this point.
Q12. Reference Attachment 0006, Statement of Work (SOW), page 6, paragraph C.3.3.12 and W52P1J-22-R-0007, page 118, paragraph L.4.1.4.a.
How should the Contractor reflect the adhesive replacement effort in the IMS, since it would impact the Contractor's ability to order adhesive and develop and prove-out a process but the effort is not entirely in a Contractor's control?
A12. The adhesive replacement schedule should not be included in the IMS. If the USG moves ahead with a contractor determined adhesive replacement, a separate SOW will be provided and a price will be negotiated
Q13. Reference ECP21J2012. Where can NORs 5 through 9, 15 and 18 of ECP R21J2012 be found?
A13. NORs 5 through 9, 15 and 18 of ECP R21J2012 pertain to a different end item so they have been removed from the ECP and will not be included in this RFP.
Q14. Reference ECP R20J2012. Note 14 of both revised drawings appears to contain an error. The torque is specified as 130-135 in-lbs. We believe this was meant to be 130-35 in-lbs as per M889A4 drawing 13029016 which ECP R21J2013 recently clarified to 95-130 in-lbs.
A14. If the ECP being referred to is R21J2012; the assumption is correct, there is a transcription error, the torque should be 130 +0/-
35 in-lbs. Or a torque range of 95-130 in-lbs.
Q15. Reference ECP R21J2012 NORs 1 and 2, Note 14 on red lined drawing 13013454 and NOR 2 red lined drawing 12977141. In the phrase
"while adhesive is wet", does "adhesive" refer to the adhesive placed on the Insert Adapter or does it refer to both the adhesive on the
Insert Adapter as well as the adhesive between the Insert Adapter and Fuze? In other words, can the Insert Adapter be assembled onto the Fuze, the adhesive allowed to cure, and then adhesive applied to the subassembly which is then torqued into the Body?
3 6
Name of Offeror or Contractor:
PIIN/SIIN MOD/AMD
A15. All adhesives must be wet at time of torqueing. The adhesive in the cured subassembly might break its bond when torqued into the body. Therefore the torqueing action should occur when all the bonds have uncured adhesive.
Q16. Reference W52P1J-22-R-0007 C.2 (the solicitation TDP). Would the USG please add recently approved ECPs R21J2008, R21J2010 and
R21J2013?
A16. Yes, these are now uploaded on Sam.gov.
Q17. Can the USG provide step files?
A17. The USG is only able to provide the drawings as outlined in the TDP. The contractor is to create the product in accordance to the
2D TDP.
18. The closing date and time for receipt of offers is 3:00 P.M. Central Time on January 19, 2022.
