8. Clauses and provisions from the FAR and supplements thereto are incorporated into this document by reference and in full text. Those incorporated by reference have the same force and effect as if they were given in full text.

9. The USG intends to award two or more contracts pursuant to this solicitation. The award(s) will be made to the offeror(s) whose proposal offers the best overall value to the USG based on the integrated assessment of non-price and price evaluation factors. The evaluation factors include: Technical, Cost/Price, Past Performance, and Small Business Participation.

10. Offerors are cautioned to ensure their proposals are fully complete, including all fill-ins and blanks in the RFP. Any offeror submitting a proposal agrees by submission that its proposal and the prices contained therein will be valid for 250 days after receipt of the proposal.

11. Offerors are cautioned to read all of the solicitation and attachments carefully to ensure that any proposal submitted in response to this solicitation and any issued amendments includes all Technical, Cost/Price, Past Performance, and Small Business Participation information required by the solicitation.

12. Subcontracting Plan Requirement: Note for Other than Small Businesses ONLY. Separate from Small Business Participation, Other than

Small Business Offerors shall also submit a Small Business Subcontracting Plan as required by FAR 19.7 (FAR Clause 52.219-9, Small

Business Subcontracting Plan). The Small Business Subcontracting Plan will be reviewed when the apparent awardee is determined. In addition, offerors shall submit ceiling prices for each FAT and Modified FAT for all three tabs (light blue cells). When each cell is filled in and completed, the first tab (Summary) will populate automatically. If continuous production can be achieved, FAT may be waived. Offerors should not assume FAT will be waived and must provide FAT costs as required to be considered for award. This is a competitive procurement action; although offerors are required to submit not to exceed ceiling prices, these prices must be determined fair and reasonable to be considered for award.

14. The Minimum Guaranteed Amount (MGA) is $5,000.00 for a process map for each awardee. The MGA will be awarded concurrently with the basic IDIQ contract on the first delivery order to the offeror(s) receiving award. The process map shall be submitted within 30 days of the delivery order award for the MGA. The USG is under no further obligation to place any additional orders.

The USG must be able to access information along with any submitted changes within proposals readily and easily and will not be responsible for not being able to view necessary information that was not submitted in accordance with the instructions set forth in the solicitation.

20. This RFP should not be discussed with any USG employee except the PCO, Ms. Sabrina Lowe or representative, Mr. Adam Geneva. Failure to adhere to this restriction may be grounds to declare Offerors firm ineligible for consideration of any award resulting from this competitive acquisition. Any formal communications such as request for clarifications, discussions, and/or information concerning this

24. The USG reserves the right, at time of award, to request a detailed pricing breakout to be used for planning purposes. This is not a required submission at this time, however if it becomes a required submission, the USG will provide further detail.
