The purpose of Amendment 0003 to Request for Proposal (RFP) W52P1J-21-R-0005 is to do the following:
1. Provide answers to the following questions that have been received by the U.S. Government (continued from Amendment 0002):
Question 18 - ECP 074-E-0001; ECP files indicate that there should be a total of 23 NORs included in this ECP. NORs 03, 04, 05, 06 do not appear to be included in the TDP files. Can these NORs be provided by the Government?
Answer 18 - NOR 04 was included in the TDP. NORs 03, 05, and 06 of R20A2018 were missing. After further review, it became apparent that NORs from R20A2019 and R20A2020 were also missing. Below is a summary of the missing NORs. To remedy this, an update was made to the Section C within the bidding website to include the missing NORs.
ECP R20A2018 23 NORs total. Missing NORs 03, 05, and 06.
ECP R20A2019 15 NORs total. Missing NORs 08, 12, 13, 14.
ECP R20A2020 12 NORs total. Missing NORs 01-06.
Question 19 - ECP 0743-E-001 NOR 01 of 23; Change states that new Booster cup O-ring part 13083275 has been added to the design but the drawing has not been included in the TDP. Can this O-ring drawing be provided?
Answer 19 - Yes. The O-ring drawing is included in NOR 03 of R20A2018.
Question 20 - ECP 0743-E-001 NOR 01 of 23; Change references NOR 03 but NOR 03 has not been included.
Answer 20 - NOR 03 and the other missing NORs have been provided in updated Section C on the bidding website.
Question 21 - ECP 0743-E-0001 NOR 04 of 23; ECP 0743-E-0001 states that the S&A Module and Retainer Assembly PN changed from
12973185 to 13083267 in order to reflect the updated S&A module assembly design (M739A1). This change does not appear to be reflected in the current TDP as drawing 13083267 was not included in the TDP files. Can the Government confirm that this change should be incorporated into the TDP?
Answer 21 - Yes this change should be incorporated into the TDP. New drawing 13083267 is included in NOR 05.
Question 22 - ECP 0743-E-0001 NOR 04 of 23; ECP 0743-E-0001 refers to NOR 05 but it does not appear that NOR 05 was included in the
TDP files.
Answer 22 - NOR 05 has been posted to Section C of the bidding website as discussed above.
Question 23 - The manufacturer for part numbers 12964676 13011243 requires a LOA in order to obtain pricing. Can the Government provide a LOA so that these parts can be quoted?
Answer 23 - The U.S. Government will provide a Letter of Authorization upon request to the Contract Specialist, George Lingris
(George.R.Lingris.civ@mail.mil).
Question 24 - Part 12984991-12 Motorola (now ON Semi) obsoleted the part MMBZ5254BL. Should contractors assume that a drawing update will be made to allow for the use of RoHS-compliant version MMBZ5254BLT1G?
Answer 24 - NOR 06 of R20A2019 updated 12984991-12 with a new P/N.
Question 25 - Part 12984991-13 Motorola (now ON Semi) obsoleted the MMBD914L. Should contractors assume that a drawing update will be made to allow for the use of RoHS-compliant version MMBD914LT1G?
Answer 25 - NOR 06 of R20A2019 updated 12984991-13 with a new P/N.
Question 26 - Part 12964403 Vendor is stating that this part is now obsolete. Can the Government provide a replacement part number?

Answer 26 - NOR 14 of R20A2019 eliminated the ATMEL detonator delay IC when changing the detonator delay circuit. The new drawing
13096370 does not have the 12964403 listed.
Question 27 - Part 12973189 Manufacturer has informed the contractor that this part is no longer available. Can the Government provide a replacement part number?
Answer 27 - P/N 13011243 can be used a replacement for 12973189.
Question 28- Can the USG skip ordering fuzes in Ordering Period 1 and go straight to ordering fuzes in Ordering Period 2?
Answer 28 - Yes. Fuzes will be ordered from the ordering period applicable at the time of the delivery order award.
Question 29 - Can an electronic copy of the IMS Microsoft project file in a pdf format be submitted with the technical volume as supplemental information and a collapsed version of the IMS be imbedded into the technical volume?
Answer 29 - No supplemental files or information will be reviewed outside of the technical volume.
Question 30 - When reviewing the TDP provided by SAM on 6 July 2021 our team noticed that the TDP as provided incorporates known obsolete parts that will prevent a compliant proposal that allows for full and optimal execution of the contract. We are aware that there are two MOFA ECPs, R20A2019 and R20A2020, that were developed and proven to specifically to resolve obsolescence issues. NG formally requests that these ECPs be incorporated into the TDP to allow us to submit an executable proposal to benefit the USG and allow for production and delivery of usable compliant product. Can you confirm that this will be the case?
Answer 30 - Yes, a recent update to the TDP was made to address the missing NORs from ECPs R20A2018, R20A2019, and R20A2020.
Question 31 - Since all bidders are required to perform Initial FAT and there is 100% chance the USG will incur these costs, why is it weighted only 20% in pricing Matrix vs 100%?
Answer 31 - It is only weighted 20% since the U.S. Government would only award initial FAT once during the life of the contract, whereas subsequent FAT may be awarded more than once (possibly once per ordering period if necessary depending on production schedule).
Question 32 - Section E of the RFP, Page 11, discusses Initial FAT and Subsequent FAT. It's stated that the "Initial FAT is the FAT awarded at the start of the contract" and the last sentence says that it will be awarded no more than once per contract per item. If all bidders are required to perform Initial FAT and there is 100% chance the USG will execute this line, why is Subsequent FAT required in OP1 and why is the Initial FAT required in OP2-5?
Answer 32 - Subsequent FAT is required in OP1 in case there is a production break of more than 90 days and a subsequent FAT is deemed necessary. Initial FAT is required in OP2-5 since there is no guarantee of Initial FAT and quantities being awarded in OP1.
The only guarantee is the minimum guarantee as specified in the RFP.
2. Revise the RFP closing date and time from August 23, 2021 at 12:00 P.M. Central Time to August 30, 2021 at 12:00 P.M. Central Time
(noon). Offerors may continue to submit questions via email to the Contract Specialist, Mr. George Lingris
(George.R.Lingris.civ@mail.mil). Questions received after 12:00 P.M Central Time on August 12, 2021 may not be answered.
All other terms and conditions remain unchanged.
