About this file
This statement of work outlines requirements for inert cutaway models and full inert models of the M782 Multi-Option Fuze for Artillery (MOFA). The contractor shall fabricate and deliver inert cutaway models with a 90-degree cross-section exposing internal features, replacing explosives with inert materials and omitting sensitive components as approved by the government. The contractor must also deliver full inert models consisting of a functional assembled fuze with inert replacements for explosives and hazardous materials, as well as omitting lubricants and adhesives preventing disassembly. Components revealing sensitive data must be altered or omitted as approved. All models must be permanently marked as inert per government policy. The contractor shall modify drawings as necessary and obtain government approval for the final designs prior to fabrication. Models will be shipped to the specified address when quantities are requested. This supports an ongoing IDIQ contract between the contractor and Department of the Army Materiel Command Joint Munitions Command for the M782 MOFA program.

STATEMENT OF WORK FOR
INERT M782 MOFA Models
1. OBJECTIVE
The objective of this Statement of Work (SOW) is to enable the U.S. Government to purchase INERT cutaway models and full-up INERT models in support of ongoing IDIQ contracts. Deliverables under the IDIQ contract will be for INERT Cutaway models and INERT models, part of CLINs 0002 and 0003
2. BACKGROUND
The U.S. Government requires INERT models of the fuze system to brief the fuze design to team members, program management, and the user community under the production IDIQ contract being awarded.
3. APPLICABLE DOCUMENTS
3.1 DRAWINGS
The M782 MOFA TDP is applicable for this SOW. The MOFA models shall be fabricated in accordance with the following drawings from the Technical Data Package (TDP):
| 12984952 | M782 MOFA |
| DTL12984952 | DTL SPEC: M782 |
| 8864492 | BOX, AMMO, FOR ARTILLERY FUZES |
4. REQUIREMENTS
4.1 Inert Cutaway Models
4.1.1 The contractor shall fabricate and deliver to the Government inert cutaway models.
4.1.2 The inert cutaway model shall consist of a full-up assembled fuze with a 90-degree cross section of material removed to expose internal features and subassemblies. The following internal subassemblies are not subject to cross sectioning: transceiver, inductive coil, safe and arm device. With Government approval, the following internal subassemblies are not subject to cross sectioning: potted control processor, battery, detonator delay. The battery assembly shall have its hazardous materials, such as electrolyte and lithium, replaced with compatible non-hazardous materials or omitted with Government approval. The cross section shall be oriented to minimize destruction of internal features. Unnecessary lubricants or adhesives shall be omitted. Components which are difficult to install or cross section, such as O-rings, shall be omitted upon Government approval. Explosives shall be replaced with inert, non-hazardous, compatible materials with an equivalent final form. Components or features which when present reveal sensitive data or permit reverse engineering, shall be altered or omitted to prevent disclosure of sensitive data; Government approval of the altered design is required. The model shall be engraved or have a non-removable permanent marking to identify the assembly as inert per Government policy. The model shall be delivered with a display stand fixture to securely hold and display the model. The model shall not be permanently attached to the fixture. The final design shall be compliant with the security classification guide and approved by the Government prior to fabrication.
4.1.3 The contractor shall modify drawings as necessary for fabrication of the cutaway inert models. The contractor shall deliver the modified drawings to the Government for review and approval before work is started on the sectioned models.
4.2 Inert Models
4.2.1 The contractor shall fabricate and deliver to the Government inert models.
4.2.2 The inert model shall consist of the functional full-up assembled fuze with compatible, mass equivalent, inert material used in place of explosive materials. Additionally, the battery assembly shall have its hazardous materials, such as electrolyte and lithium, replaced with compatible, non-hazardous, mass equivalents. Lubricants and adhesives which prevent disassembly shall be omitted. Components or features which when present reveal sensitive data or permit reverse engineering, shall be altered or omitted to prevent disclosure of sensitive data; Government approval of the altered design is required. The model shall be engraved or have a non-removable permanent marking to identify the assembly as inert per Government policy. The final design shall be compliant with the security classification guide and approved by the Government prior to fabrication. The models shall be delivered in standard fuze packaging in accordance with the drawing.
4.2.3 The contractor shall modify drawings as necessary for fabrication of the inert models. The contractor shall deliver the modified drawings to the Government for review and approval before work is started.
