About this file
This document contains an amendment to a solicitation for the replacement of natural gas lines and gauges at Pine Bluff Arsenal in Pine Bluff, Arkansas. The U.S. Army Contracting Command - Rock Island issued the two-step sealed bid solicitation seeking a firm fixed price contract as a 100% small business set aside. The amendment provides answers to questions from industry regarding technical requirements such as the placement of service regulators, whether lift and lay or filling of abandoned lines will be required, and the power supply for smart meters. No changes were made to the response deadlines for the technical proposals in step one of 28 May 2021 or the price bid deadline in step two of 21 June 2021. The points of contact are identified for any additional questions.

QUESTIONS AND ANSWERS 02
1. The purpose of Amendment 0002 is to answer questions received for industry.
43 Original Question: Can all service regulators be located on the meter settings?
43 Original Answer: Can you be more specific?
43 New/Added Info/Question: Services have regulators to cut the pressure from 45 psig to either 2 psig or 7” water column for the “domestic” use. PBA does not indicate a standard of where service regulators are placed. Federal regulations require regulators protected from damage. The safest, and aligned with industry would be to place the regulation at the meter setting in lieu of the tap location by streets/walkways.
43 New Answer: Service regulators can be placed at meter settings.
48 Original Question: Do any areas require lift and lay?
48 Original Answer: Can you be more specific?
48 New/Added Info/Question: In the industry there are times where the utility operators do not wish to leave the abandoned facility in the ground due to specific concerns they may have. In those events, the facility is dug up, removed and a new line is placed.
48 New Answer: Lift and lay will not be required by PBA.
56 Original Question: Where is the power supply for meter operations coming from?
56 Original Answer: Can you be more specific?
56 New/Added Info/Question: The literature provided for the smart meter requires electric. If the capabilities of the meter requiring electric are not being used by PBA, then no electric is required. If it will be used, then the bidders will need to know the specifics on the electric supply so it can be included in the technical approach and safety planning.
56 New Answer: PBA does not intend to utilize the smart capabilities at this time; therefore, no electric required.
60 Original Question: What is the procedure for abandoning facilities?
60 Original Answer: Can you be more specific?
60 New/Added Info/Question: When new gas plant facility is commissioned, some natural gas pipeline operators may go above 49 CFR 192.727 abandonment or deactivation of facilities with procedures to fill the line being abandoned with inert material. It is not required by regulation to do this, but if PBA wants the abandoned lines filled, that is a requirement for bidding purposes. If no specific requirements, 49 CFR
W52P1J21B3000
192.727would be followed for the abandonment or deactivation of facilities to ensure federal regulations are adhered to.
60 New Answer: No fill will be required for abandoned facilities, follow the normal procedure for abandonment.
2. The deadline for Technical Proposals (Step-One) remains unchanged at: 28 May 2021 @
