Yes
5 If roadway/parking lot bores must be sleeved, can SDR11 poly be used as a sleeve 2” pipe sizes larger? Or does it need to be sch 40 wrapped pipe?
Must use steel wrapped sch 40 pipe
6 Will concrete valve pads be required at tie-ins? No 7 Will gas markers be required on laterals like on existing gas main?
No
8 Will PBA provide BTU loads for new gas meters per buildings?
See SOW item 2
9 Who will be responsible for relighting? PBA 10 Per scope of work page 2, #18 Contractor shall replace existing gas meters with smart meters at the buildings identified in Appendix A per PBA standard installation and manufacturer’s recommendations. Per this Appendix, are these the only meters we are replacing?
Those are the only meters being replaced
11 When covering disturbed ground, is it the Government’s intent that grass seed can be used? Or is hydroseeding or sod required?
See SOW item 14
12 Will one call have access to base? See SOW item 3 13 If not, will contractors line locator be granted to suit the base needs for hooking up to existing lines and tracing them?
See SOW item 3
14 Will contractors be able to get water from base?
Overhead filling station north of tracks already hooked up and being used would be ideal, if not there, may contractor use fire hydrants?
Yes, water can be obtained on post if needed
15 It states in contract documents to dispose of all material on base in designated area. Concerning tailings from drilling and hydro vac, do we need to set up containment or dig a pit?
See SOW "Conditions: Disposal of Excess Removed Materials"
16 May we get a DWF version of prints (read only file for AutoCAD document)? If not, may we get a more detailed set of prints blowing up areas pertaining to work eliminating confusion and guessing on supplied PDF’s?
AutoCAD files will not be provided
17 With conditions of existing asphalt, may cold patch be used for replacing cuts in asphalt?
Cold patch can not be used
18 When core drilling roads and parking lots being drilled to identify existing buried utilities depths what type of plate and design of said plate would base like used to cover hole until filled and asphalt is patched?
Core drilling in pavements will not be permitted
19 May flow fill be used to fill in said holes for daylighting aforementioned core drills?
Core drilling in pavements will not be permitted
20 More detailed dwg’s would be nice for clearer understanding of tying in new to existing lines, will these be made available to contractor?
Detailed site maps cannot be provided until post-award
21 Do you need budgetary quotes at this time? I see the line sizes in Appendix A but without pressure and flow rates contractor would be forced to quote just a line size meter for budgetary purposes.
Budgetary quotes are not required at this time
22 Buildings with multiple line sizes listed would there be a meter at each line size?
Yes
23 SOW, bottom page 4, #3: Company has recently tested for and applied for Licensure as is defined below but we are a few weeks away from that being completed. Once we have that would it be enough to meet the requirement as listed above? Would our Subs then fall under us? Any input/direction you can provide would be very helpful. In the meantime, we will investigate the use of local contractors but Company is very serious about quality of work, safety, and timeliness and would feel more confident and secure with proven Subcontractors.
Page 4 item #3 requires the selected vendor to obtain all licenses and certifications required by applicable environmental agencies in order to ensure compliance of this project to federal, state, and local environmental laws and regulations. It will be the duty of the vendor to determine which, if any, licenses, certifications, and permits are required for the performance of this work.

See SOW "General Statement of Work"
29 If no external meters were found, but Attachment A indicates to replace the meter, is it to be assumed there is a meter on the inside of the building? If not, will a new meter setting need to be installed on the exterior of the building?
