ENTERPRISE TASK MANAGEMENT SOFTWARE SOLUTION (ETMS2)

RFP Identifier: W52P1J-20-R-ETMS

Amendment 01 4 December 2020

The purpose of Amendment 01 is to provide updated solicitation documents as a result of the Questions-Answers received, provide responses to the Questions- Answers, and to extend the closing date of the solicitation to 1:00pm CT 23 December 2020.

The Army Contracting Command- Rock Island hereby issues this Request for Proposal (RFP) for Enterprise Task Management Software Solution (ETMS2); a tracking and correspondence system and to provide a managed service where the Contractor administers the application and database. The Government is seeking a Commercial off the Shelf (COTS) total Software as a Service (SaaS) solution. The Awardee will be required to provide the required personnel, supplies, transportation, tools, materials, supervision, and other items and non-personal services necessary to deliver an ETMS2 SaaS offering and perform the planning, installation, configuration, deployment, accreditation support, training, adoption support, and sustainment, except for those items specified as Government- furnished property and services.

The Government intends to award one (1) Firm Fixed Price (FFP) Contract from this RFP in accordance with (IAW) the Performance Work Statement (PWS), Addendum 0001 of the RFP. In addition, the award will include evaluated options. All CLINs, as provided in the Price Matrix set forth in Addendum 0004, will be evaluated as part of the award decision for this requirement. The Government reserves the right to execute these CLINs at a later date depending on need and funding. The ETMS2 Period of Performance is a one (1) year base and includes four (4) evaluated options for a total of five (5) years.

Notice to Offerors:

1. This RFP will result in an award that will be made in accordance with the terms and conditions as outlined in FAR Part 12. The solicitation process will utilize Department of Defense (DoD) Source Selection procedures outlined in FAR Part 15, DFARS 215 and AFARS 5115, as well as term defined in this RFP. The Government reserves the right to conduct meaningful exchanges, or not to conduct them, as well, reserves the right to request additional pricing information.

2. An award of a Firm Fixed Price (FPP) contract to a single awardee will result from this RFP. The award will be made to the Offeror who is determined to be the Best Value to the Government, based on the information outlined in the Instructions to Offerors & Evaluation Criteria of this RFP (Addendum 0002). The Government reserves the right to award no contract at all, depending on the quality of the proposals, prices submitted and the availability of funds. An award under this RFP in no way obligates the Government to obligate additional dollars or option years.

3. All Government provided documents must be handled in accordance with the markings and restrictions contained on each document.

4. PROPOSALS ARE DUE NO LATER THAN: 1:00 p.m. CENTRAL TIME (CT) 23 December 2020 and shall be submitted to: Contracting Officer: Babette Murphy at babette.r.murphy.civ@mail.mil and Contract Specialist: Jennifer Smith at jennifer.l.smith974.civ@mail.mil.

Note: In order to be considered timely, proposals must be received by 1:00 p.m.

CT 23 December 2020, and receipt acknowledged by one of the above individuals. Offerors are encouraged to confirm receipt of submissions with the above individuals. Failure to do so risks untimely filing and elimination from the competition. Third party cloud file services, or a Drop Box are not acceptable for delivery of proposals.

5. Interested Offerors shall contact the Contract Specialist: Jennifer Smith at jennifer.l.smith974.civ@mail.mil with a copy furnish to the Contracting Officer:

Babette Murphy at babette.r.murphy.civ@mail.mil to obtain an alphanumeric Offeror code. This code will be your identification code during the procurement process. This code is to be used for Volume II: Technical Approach and Volume III: Management Approach only and shall be used throughout your proposal in lieu of your company’s name or logo. The code shall be clearly identified on each volume/section of your proposal. Please note that a separate cover sheet shall accompany your redacted/Offer code only proposal and contain your company’s contact information. If Offeror’s fail to obtain an alphanumeric code, they will be considered non-compliant and may, at the sole discretion of the Government not be eligible for award.

a. All questions/requests for clarifications (RFC) must be submitted utilizing the ETMS2 Question and Answer form set forth in (Addendum 0007).

RFC’s that result in specific information necessary for the development and submittal of proposals will be provided to all Offerors. RFC’s shall not be marked with restrictive legends and shall not include proprietary or other confidential information. The Government is not obligated to provide responses to RFC’s, but will take them into consideration and will incorporate changes into the RFP as deemed necessary. When submitting a RFC, the Offeror shall ensure their company name appears in the title of the electronic file.

All RFC’s must be submitted no later than 1:00 p.m. CT 17 November 2020. The RFC shall be emailed to the Contracting Officer and Contract Specialist to the email address provided above.

b. Offerors shall provide information by addressing each factor in the format and sequence identified in the RFP. The Offerors must provide information in sufficient detail to allow the Government to make its best value assessment. Proposals that do not contain the information requested in the RFP risk being determined unacceptable by the Government. The Government will not assume the Offeror possesses any capability, understanding, or commitment not specified in the proposal.

c. Proposals may be withdrawn by written notice at any time before award.

Withdrawals are effective upon receipt of notice by the Contracting Officer.

d. Proposals in response to this RFP will be valid for a period of 180 days from the closing date of the RFP.

e. Unless specified elsewhere in the RFP or allowed by amendment, alternate proposals will not be considered, and will be rejected.

f. If this RFP is amended, all terms and conditions that are not amended will remain unchanged. Offerors shall acknowledge receipt of any amendment to this RFP by the date and time specified in the amendment(s) and in its proposal submission. Failure to acknowledge and respond to an amendment will result in an Offerors proposal not being considered for award.

g. Offerors are responsible for submitting proposals and revisions by the date and time specified in this RFP. Any proposal, modification, or revision received after the time specified for receipt of proposals will be considered late and will not be considered for award.

Organizational Conflict of Interest (OCI) Concerns:

In accordance with FAR subpart 9.5, Organizational and Consultant Conflicts of Interest Offerors are to pay special attention to the OCI concerns:

• Offerors are advised that employees assisted the Government in the development of the ETMS2 acquisition package that are from the following companies:

o Tenacious Solutions, LLC o Mission 1st Group, Inc.

All Government support contractor personnel involved in ETMS2 have signed a Non-disclosure, Conflict of Interest and Rules of Conduct Certificate.
