| Addendum+0001+-+Performance+Work+Statement.pdf | 6.3.1 Travel Approval Requests | Page 23 | Will the contract cover the expenses and labor for any time a contractor must spend at the CRC prior to deployment? Including travel from regular work location to the CRC. | It is assumed by the Government that should a future customer require onsite training or support in a designated area that requires attendance at CRC, that the requirement will be identified in the specific RFP for that requriement and the winning offeror will incorporate the necessary costs associated with attending CRC in their proposed pricing for that effort. |
| Addendum+0001+-+Performance+Work+Statement.pdf | 6.3.3//6.3.1 Travel Approval Requests | Page 23 | Will the contract cover the expenses and labor for any time a contractor must spend at the CRC prior to deployment? Including travel from regular work location to the CRC. | Previosuly addressed in Cell E81 |
| Addendum+0001+-+Performance+Work+Statement.pdf | 6.3.3 OCONUS Travel & 6.3.4 Special Country Requirements for Overseas Performance | Page 23-24 | Can the Government provide which OCONUS locations currently allow for Government housing for Contractors? |
Currently not required as AESMS does not have any personnel stationed overseas in support of ETMS2 customers. This will be determined as future customer requirements emerge.
Addendum+0001+-+Performance+Work+Statement.pdf 6.3.3 OCONUS Travel & 6.3.4 Special Country Requirements for Overseas Performance Page 23-24 Do any of the OCONUS locations allow for use of Government facilities (dining facility, gyms, medical/dental clinics)? If so, which locations?
Currently not required as AESMS does not have any personnel stationed overseas in support of ETMS2 customers. This will be determined as future customer requirements emerge.
| Addendum+0001+-+Performance+Work+Statement.pdf | 11.2 Transition Out | Page 32 | "The Contractor shall fully cooperate in providing all documentation to the incoming Contractor." | ||
| What knowledge base and document formats, as well as assistance, will the outgoing contractor provide to the new Contractor | The Government will consider revising the RFP necessary. | ||||
| Addendum+0001+-+Performance+Work+Statement.pdf | All | All | Will the new ETMS2 need to run concurrently wit the legacy system/software/solution? | The Government will consider revising the RFP necessary. | |
| Addendum+0001+-+Performance+Work+Statement.pdf | 4. Required Services and Task Management | Page 3 | “Note: Training requirements will not exceed current operational tempo and expectations of the current task management solution.” Can the Government provide the current optempo for training requirements? | Previosuly addressed in Cell E75 | |
| Addendum+0001+-+Performance+Work+Statement.pdf | 4.1.4 Searches | Bullet #8 & #9 | Item 4.1.4, bullet number 8 of the ETMS2 Addendum+0001+-+Performance+Work+Statement.pdf mentions a “ ‘Viewable by’ screen” and an “inquiry restriction”. Our understanding is that: |
- The “Viewable by” screen shows each individual who can view a tasker
- When an inquiry restriction is in place, only those users explicitly listed can see the tasker
- But who can see the tasker when there is no inquiry restriction? Is that also only the people explicitly listed, or some other group.
| Can the government elaborate on these features? | All users within an organizational instance would be able to see the tasker. | ||||
| Addendum+0001+-+Performance+Work+Statement.pdf | 4.1.3 Tasking | Bullet #10 & #11 | Is the proposed system expected to directly manage print for users? If users accessed the proposed system via a web browser, would it be acceptable for each user to manage printing via their own web browser’s print capabilities? | The proposed system must be able to mange print jobs. | |
| Addendum+0001+-+Performance+Work+Statement.pdf | 4.1.3 Tasking | Bullet #5-7 | Item 4.1.3, bullet numbers 5-7 reference a “Task Control Document”. |
Should a Task Control Document only contain those 4 items mentioned in 4.1.3, bullet 7?
| Request the government provide format or sample Task Control Document. | Desired Formats and Data Elements can be provided to the winning offeror. | |||
| Addendum+0001+-+Performance+Work+Statement.pdf | 4.1.8 Software Configuration | Paragraph 1 | 4.1.8 Software Configuration, Paragraph 1, Page 10 requires the solution to execute "complex configuration requirements" - |
| Request the government provide specific examples or references for these complex configuration requirements? | The Government will consider revising the RFP necessary. | |||
| Addendum+0001+-+Performance+Work+Statement.pdf | 4.1.10 Database Management | Bullet #6 | 4.1.10 Database Management, bullet 6 references replication in a classified management system. |
Can the government confirm that the 'replication' requirement is in reference to the format consistency?
| Can the government elaborate on the frequency in which replication is to occur? | Replication is in reference to format consistency between NIPR and SIPR and is required whenever new formats/document templates are required. | |||
| Addendum+0001+-+Performance+Work+Statement.pdf | 4.1.10 Database Management | Bullet 16 | 4.1.10 Database Management, bullet 16 reference "retrieval of information from the inactive database" |
| Can the government confirm that this requirement is intended for the purpose of accessing historical taskers in the system? | Yes | ||||
| Addendum+0001+-+Performance+Work+Statement.pdf | 4. Required Services and Task Management | All | Will the government maintain the existing instances outside of this procurement. In other words will the existing systems be treated as GFE/GFI ? | The existing systems will not be treated as GFE/GFI. | |
| Addendum+0001+-+Performance+Work+Statement.pdf | 4.1.2 Data Entry | Bullet #5 | Request the Government define how long a deleted document should be retrievable | Previously addressed in Cell E16 | |
| Addendum+0001+-+Performance+Work+Statement.pdf | 4.1.3 Tasking | Bullet #22 | Request technical definition or description of the GAL interface format. |
| Does the GAL represent all potential users in the system or only those that are currently allocated a license? | The Global Address List (GAL) contains work contact information for all mail.mil email addresses. The Global Address List is displayed in the Address Book of the Microsoft Outlook email program, and in some cases, other email programs. | |||
| Addendum+0001+-+Performance+Work+Statement.pdf | 4.1.5 Notification | Bullet #3 | This bullet references the "capability for the system to issue an electronic notification to be made to a designated agency point of contact or to a designated point of entry into an agency" |
Does the government have an explicit definition of point of entry?
Do points of entry change over time?
| Does the government expect the maintenance of these points of entries to be done without contractor involvement, and if not by whom? | The recipient or point of entry for an agency may be an individual, role, or a valid group ID used by select members of the organization. | ||||
| Addendum+0001+-+Performance+Work+Statement.pdf | 4.1.6 Reporting | Bullet #12 | Are Super users expected to be a specific user role within the system, or users with elevated permissions within their own organizations? | Users with elevated permissions within an organization | |
| Addendum+0001+-+Performance+Work+Statement.pdf | 4.1.10 Database Management | Bullet #4 | Requirements seems to imply a federated architecture versus a cloud based architecture. Request the government provide examples of the structure and content of "another control system's database" |
| Request government define or provide explicit examples of the pertinent data structure | The Government is not providing specified information, the solution is up to the vendor to propose. | |||
| Addendum+0001+-+Performance+Work+Statement.pdf | 3.3 Working Hours | Page 2 | Considering this is to be bid as FFP, in instances as stated in the last line of this section, "personnel will be on call to support such operations to restore ETMS2 services" - Can the Government provide historical downtime of current operations to be used as a baseline for estimating hours above and beyond the 40 hour work week stated in the beginning of the section? |
The government expects the system to be fully oprational with less than 2% downtime. Offerors are expected to know the staffing and management of their proposed system and be able to compute the man-hours required to maintain 98% uptime. Maintenance and management plan should include scheduling of scheduled maintenance to occur outside routine working hours.
Addendum+0001+-+Performance+Work+Statement.pdf 4.1.9 Hosting Page 10 Given the Contractor should propose a SaaS solution that shall include methodology for centralized hosting of their ETMS2, are the requirements to have personnel stationed overseas needed since this would be only for training, which could be done remotely?
Hosting will be conducted within CONUS. There is no OCONUS travel or stationing requirement associated with hosting. Training on the proposed solution will be provided by the winning offeror and is mutually exclusive from the hosting.
Addendum+0001+-+Performance+Work+Statement.pdf 4.1.9.1 Government Provided Hosting Page 10 What is the Government Provided Hosting currently/or planned to be available as an option?
The Government currently hosts the solution in the ALTESS environment.
Addendum+0001+-+Performance+Work+Statement.pdf 4.1.9.2 Contractor Provided Hosting Page 10 Regarding section 4.1.9.2, will NIPR traffic to a contractor hosted environment have to be routed via a government Cloud Access Point (CAP) or will a strictly commercial path be sufficient?
The connection must be routed via a Government Cloud Access Point if contractor provided hosting is proposed as part of the offeror's solution.
| Addendum+0001+-+Performance+Work+Statement.pdf | 4.2 System Administration | Page 12 | States: "to ensure systems will be restored to full operational status within 24 hours of any system outage…" - can historical outage length of time metrics be provided? | Previously addressed in Cell E100 |
| Addendum+0001+-+Performance+Work+Statement.pdf | 4.2.2 System Security, Access Restriction, and Protection | Page 14 | For this section, what software is being referred to by the statement, "any software must be approved on the Approved Products List (APL)"? Is this referring to the ETMS2 solution software? |
All software that is used to build and support the solution must be on the Approved Products List and the entire solution must be capable of obtaining an Authority to Operate.
Addendum+0001+-+Performance+Work+Statement.pdf 4.4 Training Page 15 Addendum+0001+-+Performance+Work+Statement.pdf States that "organizations will afford appropriate training space for instruction" - is it expected that training participants will have their own laptops or is it expected that the Contractor shall provide laptops for use during training?
Any physical equipment required to be used by trainees will be provided by the Government organization requiring the training.
Addendum+0001+-+Performance+Work+Statement.pdf 11.1 Transition In Page 31 What is the incumbent solution/system that this would be replacing?
The Task Management Tool a proprietary solution owned by Accenture Federal Services.
Addendum+0001+-+Performance+Work+Statement.pdf 11. Transition Page 31 Would the Gov't consider more relaxed transition windows, such as 60 Days CONUS and 90 Days OCONUS given the Addendum+0001+-+Performance+Work+Statement.pdf states "The Contractor must plan for the transfer of work control, delineating the method for processing and assigning tasks during the phase-in/phase-out periods. The transition for CONUS sites shall NOT exceed thirty (30) calendar days. The transition for OCONUS sites shall NOT exceed sixty (60) calendar days."
| Does transition consist of User stand-up and training AND all data migration, or is it satisfactory to have the functionality operating with ongoing data synchronization between the legacy and new systems? | The Government will consider revising the RFP necessary. | |||
| Addendum+0001+-+Performance+Work+Statement.pdf | 6.3.3 OCONUS Travel & 6.3.4 Special Country Requirements for Overseas Performance | Page 23-24 | Can the Government provide the number of current OCONUS positions by location? |
Currently, there are no positions in OCONUS locations. OCONUS positions may be identified in future individual customer requirements.

| RFP | page 1, Paragraph 2, Line 1. | Fixed Firm Pricing | Fixed Firm Price is indicated as a requirement. But in Addendum 0001, page 21, Sec. 6.1 (invoicing) , paragraph 4, bullet 6 and 7 reference T&M. If the offeror determines that T&M pricing could be beneficial for certain portions of work (as listed on Addendum 0004, Pricing Matrix, is T&M a plausible pricing alternative? | The Government will provide revisions with the PWS notated by Track Changes within Addendum 0001. |
| Addendum 0004, Pricing Matrix | WKST 1 | Pricing Assumptions | In reference to "Baseline Users", can you provide a breakdown of the roles these users will be assigned to? This will help to determine if there should be a charge for a license or if it already included as part of the base price of the SaaS offering. For example, Planners or worker licenses would have a cost where as a reviewer or requester would be included | The Government is not providing specified information, the solution is up to the vendor to propose. |
| Addendum 0004, Pricing Matrix | WKST 2 | Pricing Assumptions | based on the number of organizations listed, is there a preference to group all organizations into one instance or have them work in multiple instances? | Multiple Instances within a consolidated environment |
| Addendum 0004 Price Matrix | Is it the Government's desire to consume ETMS2 in a SaaS Model and pay on a per seat charge? The detailed pricing requests (additional tabs) can impact & delay evaluations. Also, attributes to consider in a SaaS model would include: |
- Project based model or included in a subscription fee.
- Operations and Maintenance - project based model or included in a subscription fee.
| - Licensing: Ownership of licenses will need to be determined | The Government is not providing specified information, the solution is up to the vendor to propose. | ||||
| Addendum 004 - Pricing Matrix | SAAS Pricing Tab | All Line Items | How does the Government plan on administering invoicing for per user counts as user counts increase or decrease? Meaning if 1,000 users are active on January 1, and 2,500 are active (in aggregate) on January 15, how would invoicing for January time period be calculated? Prorating on a daily or actual basis will create burden and risks for both the Government and the Contractor. | The Government is not providing specified information, the solution is up to the vendor to propose. | |
| Addendum 004 - Pricing Matrix | LCATS | All Line Items | The labor categories to perform the work are hard coded by the Government.
