Question ONE: Could you please tell me if this is a new requirement, or if there is a current or previous contractor who has preformed similar services? If available, can you please sent along the incumbent contract or task order number?

Reference RFQ Document:

(include paragraph number and page number)

NOT PROVIDED

Answer: This is a new initiative, therefore no incumbent exists.

Question TWO: The Instruction to Offerors, Section 3, specifies that "Phase 1 is limited to seven (7) pages to include the answers to the Past Performance Questionnaire found at Attachment 0011, and the responses to these questions along with supporting documentation of Past Performance." Further, Question 2 and Questions 5- 10 of the Past Performance Questionnaire ask us to provide "Performance Work Statements (PWSs)/Scopes of Work (SOWs)" for examples cited. However, many of the PWSs for our examples are each more than 7 pages. Can you clarify whether PWSs/SOWs submitted as required by the Past Performance Questionnaire count toward the 7 page limit, and/or whether PWSs/SOWs are indeed required?

Reference RFQ Document:

(include paragraph number and page number)

In the above question

Answer: Expectation is that the Offeror only provides the portion of the PWS/SOO that is applicable to past work which is relevant to and aligns with the current effort. Additionally, see Amendment 0002 for increasing the page limit to 10.

Question THREE: Paragraph 11 of the solicitation states that "All questions regarding the Technical Experience and certification portion shall be submitted...no later than 12:00 p.m. on July 20, 2020." I did not find any mention of any other question period or deadline for questions related to the other portions of the evaluation or proposal. Can you confirm that the July 20 deadline applies only to questions regarding Phase 1 of the evaluation / Section 1 of the proposal, and if so whether you will accept questions regarding Phase 2 of the evaluation / Sections 2 and 3 of the proposal after July 20? Or must any and all questions related to this solicitation be submitted by July 20?

Reference RFQ Document:

(include paragraph number and page number)

In the above question

Answer All questions regarding the Technical Experience and certification portion shall be submitted no later than 12:00 p.m. on July 20, 2020. To clarify: questions pertaining to the current portion of the solicitation due by 24 July 2020, which is the Technical Experience and Certification (Past Performance) portion, shall be submitted no later than 12:00 p.m. on July 20, 2020. Questions submitted thereafter will not be considered unless otherwise stated. If an offeror has been deemed acceptable, and moves onto Oral Presentations, the Government reserves the right to allow questions pertaining to the Oral Presentation section of the solicitation at that time to which all acceptable offerors will be notified.

Question and Answer's

Question FOUR: Was the recently completed operational assessment done by an outside vendor? If yes, who was the vendor and will they be allowed to bid on this RFP?

Reference RFQ Document:

(include paragraph number and page number)

N/A

Answer This is a new competitive requirement to provide the AMC community with expertise and tools to develop End-to-End process documentation solutions that focuses on optimizing the Organic Industrial Base and comes out of a basic recommendation made during the 2018 WIlson Perumal & Company (WP&C) study.

In accordance with FAR Part 9.505-2, WP&C did not write an actual specification or a Performance Work Statement nor anything approaching a work statement or specifications. The specifications are not built around a specific WP&C method. The slides that are provided for this effort are generic and do not utilize any proprietary WP&C methods that would give them an unfair advantage. Based on this, WP&C will be allowed to compete on solicitation W52P1J-20-R-0087.

Question FIVE: Would you share how this initiative would work with and integrate with other AMC initiatives/activities? This would allow us to understand how we can collaborate with AMC and its LCMCs leadership and programs, align activities in a standard way, and put forth our best effort in leading/facilitating/coaching the planning and execution of the projects as outlined in the opportunity matrix.

Reference RFQ Document:

(include paragraph number and page number)

N/A

Answer This is a stand alone initiative to document processes to better AMC and their subordinate command's business/operational execution. Previous data that has been compiled by the government may be applied/integrated towards this initiative. The goal is to streamline much of processes being evaluated/documented across the AMC community, but where applicable. AMC manages a diverse portfolio that can not be managed with a single/ all encompassing processes solution.

Question SIX: Is there a desire for the proposer to have some familiarity or understanding of the AMC structure?

Reference RFQ Document:

(include paragraph number and page number)

N/A

Answer All requirements can be found within the RFP and supporting documents. Basic understanding of government organizational structure, specifically DoD, is strongly desired. There are tremendous nuances between the private sector and government, therefore the offeror must be able to understand these differences up front. Specific understanding AMC structural understanding is not required.

Question SEVEN: The Past Performance Questionnaire asks for experience with OIB/LCMC. Is this a requirement or will similar experiences be acceptable?

Reference RFQ Document:

(include paragraph number and page number)

N/A

Answer All requirements can be found within the RFP and supporting documents. Similar experience is acceptable, the key is understanding how the DoD operates and familiarity with ERP systems utilize. An offer will not automatically be rejected if they can't show direct OIB/LCMC experience

Question EIGHT: Applicable Question: Pl let us know, what font size can we use for Technical/Past Performance Examples and Power Point presentations.

Reference RFQ Document:

(include paragraph number and page number)

Answer Arial, Front Size 12

Question NINE: Applicable Question : Will the Govt. allow us to provide resumes of key Personnel and commitment letters as an Appedix, without any page limit, so that we can provide as much informarion as possible. Or Alternatively extend the Oral presentation to page limit to 75 pages.

Reference RFQ Document:

(include paragraph number and page number)

Reference RFQ Document: A. INSTRUCTIONS TO OFFERORS (Section L)- PHASE 2 – SECTION TWO

- ORAL PRESENTATIONS: TECHNICAL APPROACH AND PROGRAM MANAGEMENT APPROACH.

Slides will be limited to a combined total of no more than 50 slides for the Technical Approach and Program Management Approach.

Answer The government will accept resumes for key person at the time of oral presentations without penalty to 50 page/slide limitation. Resumes for key personnel will be limited to one page per employee, no more than five resumes will be submitted. Anything more than what has been stipulated IRT resume structure/quantity, will be counted against the 50 page/slide limitation. Commitment letters will be accepted, but will count towards 50 page/slide limitation.

Question TEN: Can you clarify whether PWSs/SOWs submitted as required by the Past Performance Questionnaire count toward the 7-page limit, and/or whether PWSs/SOWs are indeed required?

Reference RFQ Document:

(include paragraph number and page number)

The Instruction to Offerors, Section 3, specifies that "Phase 1 is limited to seven (7) pages to include the answers to the Past Performance Questionnaire found at Attachment 0011, and the responses to these questions along with supporting documentation of Past Performance." Further, Question 2 and Questions 5- 10 of the Past Performance Questionnaire ask us to provide "Performance Work Statements (PWSs)/Scopes of Work (SOWs)" for examples cited. However, many of the PWSs for our examples are each more than 7 pages.

Answer Expectation is that offeror only provides the portion of the PWS/SOO that is applicable to past work which is relevant to and aligns with the current effort. Additionally, see Amendment 0002 for increasing the page limit to 10.

Question ELEVEN: Can you confirm that the July 20 deadline applies only to questions regarding Phase 1 of the evaluation / Section 1 of the proposal, and if so whether you will accept questions regarding Phase 2 of the evaluation / Sections 2 and 3 of the proposal after July 20? Or must any and all questions related to this solicitation be submitted by July 20?

Reference RFQ Document:

(include paragraph number and page number)

Paragraph 11 of the solicitation states that "All questions regarding the Technical Experience and certification portion shall be submitted...no later than 12:00 p.m. on July 20, 2020." I did not find any mention of any other question period or deadline for questions related to the other portions of the evaluation or proposal.

Question TWELVE: Can you clarify what the labor category document is, whether it must include any information in addition to the definitions for each labor category, and whether the Government desires offerors to submit it as a separate document but along with the Pricing Matrix?

Reference RFQ Document:

(include paragraph number and page number)

Paragraph 8 on page 2 of the RFP/Solicitation refers to the Pricing Matrix and requests that “each labor category be defined in a section within the labor category document submitted with the proposal”. I found no other description or mention of the labor category document or sections within it in the RFP and attached documents.

Answer Labor Category should just be the title.

Question THIRTEEN: Can you confirm that the signed SF1449 is to be submitted as part of Phase 1? Also, can you confirm that no pricing information is to be entered into SF1449 and that offerors are only to put pricing information in the Pricing Matrix?

Reference RFQ Document:

(include paragraph number and page number)

Paragraph 2.h on page 2 of the Instructions to Offerors requires “An authorized official of the firm shall sign the Standard Form 1449 and all certifications requiring signature.”

Answer A signed SF1449 is required, however, the pricing information is not to be submitted with Phase 1, and should not be included on the SF1449.

Question FOURTEEN: Can you confirm that pricing related assumptions should be submitted as a separate document submitted along with the Price Matrix but not included in the Price Matrix excel file itself?

Reference RFQ Document:

(include paragraph number and page number)

Paragraph 2.k on page 2 of the Instructions to Offerors requires that “Any assumptions forming the basis of the proposal, whether technical or price related must be clearly identified in the applicable proposal.”

Answer Related to Pricing: Every Offeror must propose each position for each period, inclusive of rates and hours.

If the Offeror has a position that they think they will need for future task orders under this contract, but not needed for this task order, they must still propose that position, the labor rate, and some type of labor hours (cannot be zero). Complete the pricing matrix as indicated with no attachments or extra tabs.
