PERFORMANCE WORK STATEMENT (PWS)

Army Materiel Command (AMC) Enterprise Process Improvement Documentation 29 June 2020

V.13

General Information

1. GENERAL: This is a non-personal services contract that will provide the AMC community with expertise and tools to develop End-to-End (E2E) process documentation solutions that focuses on optimizing the Organic Industrial Base (OIB). This documentation will include such items as block flow diagrams, process flow diagrams, and process maps. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. The contract service providers shall be accountable solely to the contractor who, in turn is responsible to the Government.

1.1. Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.

1.2. Background: AMC completed a full operational assessment of all AMC LCMCs and Depots/Arsenals to evaluate the readiness and efficiency of the depot operations. One of the major findings determined the AMC enterprise had a critical capability gap in end-to-end processes (E2E) and documentation (see attachment 02). Some of the challenges include inaccurate capacity planning;

over-focus on man-hours consumed vs outcomes delivered; overemphasis on lagging metrics instead of anticipating and solving problems; adequacy of LCMC oversight of Depot execution; and lack of an overarching strategy that is actionable at the Depot/Arsenal level.

This effort also assessed key LCMC activities that impact OIB performance.

Through this effort, AMC has identified numerous improvement opportunities that in total would transform OIB operational performance to better support of Army logistics. This gap along with standardization of these processes and the implementation of sustainment business rules are the final stages of completing an efficient and effective framework to managing the industrial base operations. This initiative builds off other strategic analysis previously performed, as the AMC community continues to drive substantial and lasting improvements to the industrial base operations.

1.3. Objective: (E2E) Process Documentation and Standardization:

Contractor shall provide process documentation and standardization solutions to identify improvement opportunities in support of industrial base operations. This will include, but is not limited to; supply chain management, logistics management, production management, and financial management to improve efficiency, capacity, throughput, and repair cycle times. Additionally, when required, the contractor shall perform assessments and analyses to support recommendations for repurposing the OIB.

1.4. Period of Performance: The period of performance shall be for one five year ordering period.

1.5. General Information

1.5.1. Quality Control: The contractor shall develop and maintain an effective quality control program (QCP) to ensure services are performed in accordance with this PWS. The Contractor shall develop and implement procedures to identify, prevent, and ensure non-occurrence and non-recurrence of defective services. The contractor's QCP is the means by which the contractor ensures that the work is in compliance under the terms of the contract. Within 30 days after contract award, a comprehensive written QCP shall be submitted to the KO and COR.

Changes made to the QCP shall be submitted to the KO and COR within 5 working days after the change(s) are made. After acceptance of the QCP, the contractor shall receive the COR's acceptance in writing of any proposed change(s) to the QCP.

1.5.2. Quality Assurance: The government shall evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).

1.5.3. Recognized Holidays: The contractor is not required to perform services on the following recognized Federal holidays:

New Year’s Day Labor Day Martin Luther King Jr.’s Birthday Columbus Day President’s Day Veteran’s Day Memorial Day Thanksgiving Day Independence Day Christmas Day

1.5.4. Hours of Operation: The contractor is responsible for conducting business, between the hours of 7:30 A.M. to 4:30 P.M., Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar

Government directed facility closings. For other than firm fixed price contracts, the contractor will not be reimbursed when the government facility is closed. The contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is open. When hiring personnel, the contractor shall keep in mind that the stability and continuity of the workforce are essential.

1.5.5. Place of Performance: The work to be performed under this contract may be performed at any AMC Continental United States (CONUS) installation. These include but are not limited to Headquarters AMC (HQAMC) and its major subordinate commands, Army Medical Logistics Command (AMLC), Army Sustainment Command (ASC), Aviation and Missile Command (AMCOM), Communication Electronics Command (CECOM), Joint Munitions Command (JMC), Tank-automotive and Armaments Command (TACOM), as well as their respective Depots and Arsenals including Anniston, Crane, Letterkenny, McAlester, Blue Grass, Pine Bluff, Red River, Sierra, Watervliet, Rock Island JMT, Corpus Christi and Tobyhanna.

1.5.6. Post Award Conference/Periodic Progress Meetings: The contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart 42.5. The contracting officer, Contracting Officer Representative (COR), and other Government personnel, as appropriate, may meet periodically with the contractor to review the contractor's performance. At these meetings the contracting officer will apprise the contractor of how the government views the contractor's performance and the contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the government.

1.5.7. Contracting Officer Representative (COR): The COR will be identified by separate letter. The COR monitors all technical aspects of the contract and assists in contract administration. The COR is authorized to perform the following functions: assure that the contractor performs the technical requirements of the contract; perform inspections necessary in connection with contract performance; maintain written and oral communications with the contractor concerning technical aspects of the contract; issue written interpretations of technical requirements, including Government drawings, designs, specifications; monitor contractor's performance and notifies both the Contracting Officer and contractor of any deficiencies; coordinate availability of government furnished property, and provide site entry of contractor personnel. A letter of designation issued to the COR, a copy of which is sent to the contractor, states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting order.

1.5.8. Identification of Contractor Employees: All contract personnel attending meetings, answering Government telephones, and working in other situations where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are Government officials. They must also ensure that all documents or reports produced by contractors are suitably marked as contractor products or that contractor participation is appropriately disclosed.

Contractor will be required to obtain and wear badges in the performance of this service.

1.5.9. Contractor Travel: Contractor may be required to travel to AMC HQ and it’s supporting CONUS installations. The contractor will be authorized travel expenses consistent with the substantive provisions of the Federal Travel Regulations (FTR), as amended, issued by the General Services Administration (GSA) and maintained on its website, http://www.gsa.gov/ and the limitation of funds specified in the contract.

All travel requires Government approval/authorization and notification to the COR.

1.5.10. Data Rights: A current version of the Data Rights Assertion List governing all Prime and Sub-contractors (including sub-contractors from previous Task Orders) shall be included in the Proposal. The Government’s right in commercial technical data shall be governed by DFARS 252.227-7015

1.5.11. Organizational Conflict of Interest: Contractor and subcontractor personnel performing work under this contract may receive, have access to or participate in the development of proprietary or source selection information (e.g., cost or pricing information, budget information or analyses, specifications or work statements, etc.) or perform evaluation services which may create a current or subsequent Organizational Conflict of Interests (OCI) as defined in FAR Subpart 9.5. The contractor shall notify the Contracting Officer immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI and shall promptly submit a plan to the Contracting Officer to avoid or mitigate any such OCI. The contractor’s mitigation plan will be determined to be acceptable solely at the discretion of the Contracting Officer and in the event the Contracting Officer unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the Contracting Officer may affect other remedies as he or she deems necessary, including prohibiting the contractor from participation in subsequent contracted requirements which may be affected by the OCI.
