M548 IDIQ Solicitation # W52P1J-20-R-0014

Request for Proposal (RFP) Clarifications

Q1. D-1 COMMERCIAL PACKAGING REQUIREMENTS (d)(1) – IS 2D barcoding required for the container? The M548 gets this type of marking at the Load, Assemble, and Pack (LAP) facility. This would be a new requirement for this program.

A1. 2D barcodes are not required on GFM containers. The 2D barcode is applied at the LAP facilities.

This was removed from the RFP.

Q2. D-1 COMMERCIAL PACKAGING REQUIREMENTS (f) – Heat-treated pallets are typically reserved for international shipments (International Standards for Phytosanitary Measures (ISPM) 15). Since these containers will be delivered domestically to a LAP facility, is this requirement applicable? This would be a new requirement for this program.

A2. International Standards for Phytosanitary Measures (ISPM) pallets are not required since deliveries stay CONUS. This was removed from the RFP.

Q3. E-6 DESTRUCTIVE TESTING (c) – The finished containers produced for the FAT will be verified to match all requirements of the drawings. Why would the containers that have been proved to meet all requirements and not destroyed be excluded from satisfying deliverable quantities?

A3. If a finished container is not damaged in FAAT, then those containers can be included in the deliveries. If destructive tests are performed (I.e. salt spray and weld teats), then those containers would not be able to be included.

Q4. E-7 ACCEPTANCE INSPECTION EQUIPMENT - Is it mandatory for us to use the GFE? Where is the Government Property clause?

A4. The use of GFE is not mandatory. The following clause was added to the RFP: FAR 52.245-1 “Government Property”, dated January 2017.

Q5. 5152.232-5901 WIDE AREA WORKFLOW INSTRUCTIONS - What does this add to the standard clause? Why include both the standard clause and this version?

A5. This is a required Local Clause which provides more detailed information regarding the DD250.

Q6. H-2 PROGRESS PAYMENT LIMITATION & I-85 52.232-16 PROGRESS PAYMENTS - Are you anticipating progress payments on an FFP supplies contract?

A6. We are not anticipating Progress Payments, however if there is a request, this clause allows the Government to do so, if approved.

Q7. H-3 INSTRUCTIONS FOR PREPARATION AND SUBMISSION OF PRODUCTION PROGRESS REPORTS

- New to this program. Is this actually required?

A7. These reports are not required. This was removed from the RFP.

Q8. I-95 52.230-2 COST ACCOUNTING STANDARDS (DEVIATION 2018-O0015) – According to 9903.201-1 (b) (3) (b)” the following categories of contracts and subcontracts are exempt from all CAS requirements: (3) Contracts and subcontracts with small businesses.” Since this is a small business set-aside and small businesses are exempt from “all CAS requirements,” what is the intent of the inclusion of this provision?

A8. Clause 52.230-2 “Cost Accounting Standards” (Deviation 2018-O0015) is not applicable. This was removed from the RFP.

Q9. SECTION L - 3. FACTOR 1 - TECHNICAL APPROACH (a) (4) A detailed description of all "Key Process Areas" and all process controls which will be utilized in the production of the M548 Metal Ammunition Container. What does this statement require that is not covered in FACTOR 1 - TECHNICAL APPROACH (a) (2)?

A9. Para a(4) under Technical Approach pertains to identifying "key" processes of the manufacturing process and explaining in detail the respective process controls to ensure conforming parts are produced/inspected properly.
