About this file
This document provides an amendment to a solicitation for IT help desk services at Tooele Army Depot. The amendment clarifies requirements and answers questions from potential offerors. The solicitation seeks proposals for help desk and technical support services covering two user areas and approximately 540 total users. Offerors must propose three full-time equivalents with secret clearances to support help desk tickets, remote access needs, and on-site issues from 6:30am to 5:00pm Monday through Thursday. The incumbent contractor has provided these services since 2015. Evaluation will be based on total price. The amendment answers sixty-five questions on topics such as labor categories, security requirements, and historical ticket volumes to aid offerors in preparing proposals, which are due in mid-March 2020. A thirty-day transition is required upon award.

QUESTIONS AND ANSWERS
Questions and Answers
Solicitation: W52P1J-20-Q-3009 TEAD IT Help Desk Services and Support
7 February 2020
1. Are you simply requesting price quotes and 3 past performance references/descriptions?
Response: See page 3 of the solicitation, Executive Summary, item #6. This paragraph details what is required at submission of quotation.
2. What is the evaluation criteria (i.e., LPTA, best value, etc)?
Response: See clause 52.212-2, Evaluation – Commercial Items.
Award will be made based upon total evaluated price that is capable of being determined fair and reasonable by the Government to the offeror determined to be responsible offeror whose offer is determined compliant with all requirements of the solicitation.
3. Confirming that no resumes are requested/required with the bid.
Response: Confirmed. See page 3 of the solicitation, Executive Summary, #6. This paragraph details what is required at submission of quotation.
4. Since this contract is covered by the Service Contract Act, please provide the
Government’s Statement of Equivalent Rates (labor category and rate), see FAR 52.222-42, Statement of Equivalent Rates for Federal Hires.
Response: See page 29 of the Solicitation. Clauses 52.222-41 and 52.222-43 reference Service Contract Labor Standards: **SCA WD 2015-5489 Revision 10 dated 23 December 2019 (or latest version) is applicable.** This wage rate can be found on beta.sam.gov. Government GS equivalents will be GS-9 without fringe or locality.
5. Could you please tell me if the Presolicitation posted as solicitation number
W52P1J20Q3009 on FBO contains requirements similar to any work performed currently or in the past, or will this be a new requirement?
Response: See number 6.
6. If possible, can you please provide the most recent contract or task order number?
Response: Previously performed on contract W52P1J-15-C-3002.
7. Item #15 of the executive summary, page 4, indicates that working hours are Monday through Thursday 7:00 A.M. until 5:00 P.M. Is the government requesting all FTEs work 4 ten-hour days per week, with no accommodation for lunch? Also, there is a discrepancy in working hours reflected on throughout the PWS, indicating support is required from Monday through Thursday 6:30 A.M. until 5:00 P.M. Please clarify the working hours.
Response: Working hours are Monday through Thursday 6:30 am until 5:00 pm Mountain Time.
8. Section 5.1.2 of the PWS indicates a requirement for elevated response to VIPs. Please clarify how many VIP personnel are to be supported.
Response: 2.
9. Although a ticketing system is identified and acceptable quality levels (AQLs) are defined, please clarify or indicate the historical or anticipated ticketed volume and the number of staff supported.
Response: These numbers are estimates and are subject to change. Users 540, 2500 tickets per year.
10. The quality control matrix in section 6.2 of the PWS, page 71, indicates requirements for application design & development, software development and software documentation, but these tasks are not identified elsewhere in the PWS. Please clarify if this is meant as an example of the matrix required in the contractor provided Quality Control Plan (QCP).
Response: Meant as an example.
11. Item 6.5, page 75, indicates estimated travel of 2000 miles per year, although there is no reimbursement for these costs. Please clarify if the travel cost is to be added to the proposed labor costs for each contract year.
Response: Will be added to the proposed labor costs for each contract year.
12. Please clarify if the IAT level I certifications are required for all personnel, and clarify if these certifications must be current at time of award, or if can they be accomplished post award.
Response: 6 months from award.
13. The Instructions to Offerors are somewhat cryptic. Throughout the entire 80-page solicitation, I can find proposal submission requirements, but the Instructions to Offers (starts on page 17) itself needs some clarification. There is a list of items required for the solicitation, but normally, these are contained in separate volumes. No information on what items are to be placed in separate volumes is present. Can the Government please provide more thorough instructions on proposal structure?
Response: See Executive Summary #6.
14. The PWS calls out a Transition Plan to be submitted, but it does not provide any timelines for submittal (for Phase-In). Should the Transition Plan be submitted with the proposal?
Should it be a stand-alone document, or part of a larger technical volume (refer to question 1)?
Response: The Contractor shall conduct phase-in procedures beginning 30-days prior to the performance date specified within the installation task order. See PWS 7.4.3.
15. The PWS, when talking about access to facilities, information, and IT systems, (PWS paragraphs 7.2.2, 7.2.3, 7.2.4 ( refers repeatedly to PWS paragraph 6.4.1 with reference to background investigations. Should that be PWS paragraph 7.2.1, or is there missing/mis-numbered information in the PWS related to 7.2.2, 7.2.3, 7.2.4?
Response: Mis-numbered. PWS will be modified to correct and incorporated at a later date
16. We are looking to bid for this contract, but I did not see a due date for questions. Can you please give me that date? Is there a particular format those questions need to be in?
Response: Questions will be accepted via email to Ryan Buhman and Vicki Ahlgrim until 3pm Central Time on 7 February 2020. All questions received will be posted in a Solicitation Amendment after 7 February 2020.
17. Will the Government provide clarification and/or guidance regarding requirement of any technical responses additional to instructions for completing the SF Forms? Are cost-narratives permitted with CLIN submission to meet the evaluation standard set forth in 52.212-2 Evaluation - Commercial Items - "Award will be made based upon total evaluated price that is capable of being determined fair and reasonable by the Government to the offeror determined to be responsible offeror whose offer is determined compliant with all requirements of the solicitation."?
Response: See Executive Summary #6.
18. Please confirm this solicitation is covered under E.O 13706 as it states. If so, wouldn't the number of hours be 1864 instead of the 1920 shown?

20. Please confirm the number of personnel currently performing the level of effort. Is the level of effort (number of personnel) remaining the same, decreasing or increasing?
Response: 3, this number is remaining the same.
21. For the Transition Plan itself, do you want it submitted with the proposal, or 10 days (or some other number) ARO? We just want to make sure we submit it with the proposal if that is what you want. Paragraph 7.4.3 does not clearly state when the plan itself is supposed to be submitted (for in Phase-In portion).
Response: Executive Summary #6 details what is required with quotation submittal. PWS
7.4.3 “The contractor shall provide a transition plan outlining the designated time-period and strategy to transition into the duties as the contractor.” This statement is for the awardee. The transition plan is due after award of contract.
22. Can the subcontractor's Past Performance count as the Prime's Past Performance? Also, can the References be mixed (Prime/Sub)?
