Provide historical solicitation questions and answers, as follows:

A. Reference General and Pricing Matrix QUESTION: It is our understanding that this is a time and material contract. What time is specifically reported and reimbursed under the time and material provisions such as:

· Does the contractor get reimbursed at the proposed rates for all hours worked regardless of task (repairing a vehicle, performing shop cleanup, etc)? Or.

· Does the contractor only get reimbursed for hours repairing vehicles that would be accounted for on a work order? If this is the case, does the contractor separately get reimbursed for the hours worked by the supervisor and general clerk as shown on the pricing schedule?

ANSWER: The contractor is allowed to be reimbursed for the direct labor hours incurred in performance of a work order associated with the contractual labor categories and loaded labor rates on contract. The contractor is allowed to be reimbursed for the direct materials incurred in the performance of the work order. It is the contractor's competitive prerogative how to account for direct and indirect cost in the development of proposed fixed fully burdened, loaded labor rates.

B. Reference: FAR Clause 52.212-1, Page 11 QUESTION: Since this by definition is a service contract, how would the size standard of 500 employees apply?

ANSWER: The 500-employee reference in paragraph (a) of clause 52.212-1 is applicable to a contract for a manufactured item of supply. As the current effort is a “services” effort, this statement is not applicable. The small business size standard for the current effort is reflected in block 10 of page 1 of the solicitation.

C. Reference: PWS para. C.4.1, Bench Stock QUESTION: Is bench stock to be billed as parts under the “Materials” CLIN or do these supplies need to be considered overhead and accounted for in the billing labor rates?

ANSWER: Bench stock items may be itemized on the work order as “Materials” and reimbursed after the installation/usage.

D. Reference: PWS para. C.4.2, Repair Parts and Tires QUESTION: When is the contractor able to bill for parts, when they are purchased and received or when the parts are included on a work order (i.e. the contractor would in the inventory in the last example)?

ANSWER: All parts are itemized on the work order for reimbursement as “Materials”.

E. Reference: PWS Para. C.5.2.6, Vehicle/Equipment Pickup and Delivery Service QUESTION: We understand based on this requirement, that we are responsible for hauling non-road equipment to and from the shop for maintenance. We recognize that a road tractor is provided by the Government, however, there does not appear to be a trailer provided for this use. Is a trailer provided or does this need to be provided by the contractor?

ANSWER: There is no trailer provided to haul heavy equipment. The tractor provided by the Government is a single axle tractor utilized to load test the Straddle Carrier Trailers and does not have sufficient weight capacity for hauling heavy equipment. A local towing/hauling vendor may be used to perform this requirement with the cost for this requirement reimbursed as “Materials”.

F. Reference: PWS Para. C.5.2.7, Aerial Device Certification QUESTION: Since this is a very specialized test per NFPA specifications, is the cost of this inspection reimbursed under the “Materials” CLIN or does this need to be considered overhead and included in our hourly rates.

ANSWER: The cost of the required inspection is reimbursable as “Materials”.

G. Reference: PWS Para. C.5.2.8, Dielectric Tests QUESTION: Since this is a very specialized test, is the cost of this inspection reimbursed under the “Materials” CLIN or does this need to be considered overhead and included in our hourly rates?

ANSWER: The cost for this requirement is reimbursable as “Materials”.

H. Reference: PWS Para. C.5.3.13, Straddle Carrier Overhaul Services QUESTION: Is the cost associated with the overhaul reimbursed under the “Materials” CLIN or does this need to be considered overhead and included in our hourly rates?

ANSWER: The straddle carrier overhaul services are performed off site at the manufacture’s facility in Yakima, Washington. The manufacturer drives to TEAD bobtail and hooks up and transports the straddle carrier back to its facility for overhaul. After overhaul is completed, the manufacturer returns the straddle carrier to TEAD. The cost for this effort is reimbursed as “Materials”.

I. Reference: Technical Exhibit 4, GFE QUESTION: In a review of the equipment, please confirm that the Government does not furnish an air compressor at either shop (North or South)?

ANSWER: Both Government furnished buildings have air compressors that supply sufficient shop air for required service/maintenance work, and are maintained by Government personnel.

J. Reference: PWS Para. C.5.2.2, Lubrication Service QUESTION: This paragraph states that the contractor will provide field lubrication service for heavy equipment. Is this limited to grease, or does this include complete oil changes?

ANSWER: This requirement is currently performed in the field as a semi-annual service (normally grease). The annual or complete oil changes are normally performed in the shop environment to prevent the accidental spillage of hazardous materials in the operation areas. There are times, however, when the equipment requires oil/fuel change service in the field. There are also times when equipment fails in the field due to issues such as hydraulic oil/fuel leaks or similar incidents the contractor is required to respond to in the field. The contractor will assess the incident and make recommendations on methods to restore the equipment and replenish the oil/fuel in the field or make arrangement to have the equipment transported to the proper repair facility.

K. Reference: PWS Para. C.5.3.7, Installed Auxiliary Standby Generators QUESTION: As part of the maintenance of standby generators, is the contractor required to perform load tests on these generators?

ANSWER: The requirement for load testing of standby generators is performed by TEAD Government personnel.

L. Reference: PWS Para. C.5.2.5, Wrecker and Towing Services QUESTION: Please confirm that if we subcontract towing and wrecker services, the service is paid out of the CLIN X002 Materials CLIN.

ANSWER: All parts and sub-contracted services are itemized on the work order for reimbursement as “Materials”.

QUESTION: According to paragraph C.5.2.5, WRECKER AND TOWING SERVICE: The Contractor shall be required to provide wrecker service for all mobile, NTV, and military tactical type vehicles listed in Technical Exhibit 6 within a 100 mile radius of TEAD. The Contractor shall also provide the same wrecker service for privately owned vehicles that are obstructing traffic on the installations and result in emergency conditions as directed by the EM, COR, or KO. However, according to Technical Exhibit 6 (TEAD Scheduled Maintenance required listing) of the same document, a wrecker is not among the list of vehicles to be maintained. Will the Government provide a vehicle(s) to use for recovery missions or can the contractor subcontract this requirement and pass that cost to the government?

ANSWER: There is no wrecker provided to haul mobile, NTV, and military tactical type vehicles and equipment. The contractor may utilize local towing/hauling vendors to perform this requirement with the cost for this requirement reimbursed as “Materials”.
