Sheet1 Industry Questions/Concerns Government Response
| 1 | Section L, page 47 – The offeror is required to identify any required End Use Certificates (EUC) and supporting documents for each supplier /foreign country. However, the solicitation does not identify any end users at this time. The requirements for EUC’s and supporting documents may differ based on the end user and end user’s country. Can you please provide some clarification for this requirement? | Specific to Delivery Order 0001 - any required EUC and supporting documents will be provided for in Amendment 0002 in the Delivery Order Proposal Form. |
| 2 | Section L, volume III requires the submission of pricing for delivery order 0001. Is this pricing to include cost for transportation, or will firm fixed transportation pricing be requested after source selection? | Specific to Delivery Order 0001 - Will be requested seperately in Amendment 0002 in the Delivery Order Proposal Form. |
| 3 | For delivery order 0001 referenced in 2 above, is there a required delivery date for these items? | Specific to Delivery Order 0001 - Will be provided for in Amendment 0002 in the Delivery Order Proposal Form. |
| 4 | Section L, page 47, Letters of Commitment – Are letters of commitment required for the entire 5 year program or for delivery order 0001 suppliers only? | Specific to Delivery Order 0001 - Will be provided for in Amendment 0002 in the Delivery Order Proposal Form. |
| 5 | Section A of the solicitation contains the following note 8. It shall be acknowledged that there is a U.S. Government acquisition action in process that will prohibit involvement with Russian manufactured sources It is anticipated that this action will become effective prior to the time of award, and may have both pre-award and post-award ramifications on the solicitation, award, and management of this contract. The Offeror's proposed price matrix shall reflect Not to Exceed (NTE) prices for no Russian manufactured sources. The Offeror must identify any Russian sources of supply in the proposed price matrix. This language is also included in section L for the pricing volume. This note clearly states that the offeror’s proposed matrix shall reflect Not to Exceed (NTE) prices for no Russian manufactured sources, but then also states that the Offeror must identify any Russian sources of supply in the proposed matrix. Can you please clarify the Government’s intent. It would seem that if Russian pricing in the matrix is prohibited, then an offeror that includes Russian content will not have provided solutions for all of the CLINs. | The Government shall revise this language to remove the identification Russian Sources of Supply (p. 8 Narrative & Section L) - changes reflect in Amendment 0002 to the RFP. |
| 6 | Will contractors be allowed a 30 day extension for bid submission. Thank you. | Offerors are free to request extensions and the Government will take this into consideration and may deny, or grant extension in full or in part. |
| 7 | This message is in follow up to a previous request of UDC’s to add the TB-7 thermobaric warhead to solicitation W52P1J-19-SAWS. | This cartridge is already covered under CLIN 0324: 40mm Thermobaric (>=100mm Warhead Dia.) |
Offerors are free to use whatever supplier they choose provided it meets the Gen Spec requirements.
8 Under SECTION L – INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERS, on page 51 under (6) Section G: Major Subcontractors, it states, “The Offeror shall include in its proposal recent and relevant past performance information in the format provided in Sections A & B above for major subcontractors.” Requesting the same level of data from major subcontractors as required of the prime contractor may not be feasible, as it would lead to violations of suppliers’ confidentiality agreements with their customers. These agreements specifically prevent suppliers from sharing details about their customers and their respective contractual arrangements, and our sub-contractor’s customers may not provide this information.
Considering the aforementioned, we respectfully request this specific section of the requirement be revised to allow inquiries about the quantities of IDIQ items produced in the past three years by each major subcontractor. This level of data would not result in violations of confidential information.
We offer the following revision to that sentence: The Offeror shall include in its proposal recent and relevant past production details on IDIQ item quantities supplied by major subcontractors within the last three years.
| Quantities have no relevance to past performance and this should should not be revised to amend the sentence. | ||
| 9 | Page 45, Section L (4)(i) states Arial font is required. Would the Government consider including Times New Roman font for this requirement? | Only Arial font is allowed. |
| 10 | In the final RFP for SAWS from Rock Island Army Contracting command, the following can be read on page 59. |
“Volume II: Factor 2 – Technical
(1) The Government will evaluate the Offerors proposal on completeness of documented examples of technical data as defined in the Applicable Specifications (listed in paragraph 2 below) for the following items:
a. CLIN 0301: Towed 120mm Mortar Weapon System;
b. CLIN 0184: 81mm Mortar Illum (Complete);
c. CLIN 0338: 73mm Hollow Charge Tandem Anti-Tank;
d. CLIN 0347: 57mm Aviation Rocket Thermobaric. “ The items under c. and d. have been changed in comparison to the draft solicitation.
My main concern is that the newly required TDPs, in this final RFP, are for items manufactured by only one company (outside of Russia), which gives this particular OEM significant decision power. The prime contractors that they choose to support with these TDPs will have an advantage.
I am expressing this concern as a representative of another OEM, and I believe that the TDP requirements in the draft solicitation had a more fair grounding, because more than one company can manufacture the products, and hence provide Technical Data Packages to US prime contractors.
Please note that this is not a call for action, but rather something that might be an issue and I wanted to bring to your attention. TDPs were selected at random from the CLINs on the Price Matrix. Offerors are expected to have sources and provide pricing on all CLINs. Past requirements are not necessarily relevant to or indicators of future requirements. They will not be changed.
| 11 | Reference: RFP VOLUME IV: FACTOR 4 Past Performance, Page 9, There is (4) Section D: Parent or Affiliated Company and (5) Section F: Joint Venture (JV). Section E is missing. Question: Can the Government please clarify if there is Section E or is this mis numbered? | Pg 50. Table of Contents is Section A-E but Narrative is A-G - Revised and re-numbered is reflected in Amendment 0002 |
| 12 | Reference: RFP Section L, Regarding paragraph 8. of section A and paragraph L.5.c) ii. |
Question: Can the government please confirm that only items classified as military products by the Russian government are prohibited from Russian manufacturers?
| No, the Government cannot confirm at this time. | |
| 13 | Reference: Section A (paragraph 12) states offerors must submit a Small Business Subcontracting Plan with their offer. Section L (page 51, paragraph (v) 3.) states an offeror must only provide any applicable ISRs/SSRs. |
Question: Can the Government please clarify if a complete Small Business Subcontracting Plan is required to be submitted as part of Volume V?
| No, a SB Subcontracting Plan is not required to be submitted in Volume V. Section A, paragraph 12 is correct – all Large businesses must submit a SB Subcontracting Plan [but it is not part of Volume V]. As stated on page 45, paragraph 4.(b): “The Small Business Subcontracting Plan is to be part of Volume VI, not V.” Section L is asking for ISR/SSR documents so we can evaluate the Offeror’s compliance on submitting reports. The SB Subcontracting Plan is not reviewed during the Evaluation Phase, and only the apparent awardees plan is reviewed prior to award. | |
| 14 | Reference: Sub-factor 2 of Volume 1: Factor 1 (Supply Chain Management Plan) requires a Transportation plan for the items listed under Delivery Order 0001. Sub-factor 3 of the same Volume, also requires a Transportation Plan for the same items. The only difference appears to be that the Sub-Factor 3 plan requires a Letter of Commitment and the Sub-factor 2 plan does not. |
Question: Can the Government please confirm if both Transportation Plans are required and if there are any other differences between the two requirements?
| For clarification purposes Subfactor 2 requirements are completely separate from Subfactor 3. Each subfactor needs to be reviewed in its entirety for indivudual requirements. As stated in Source Selection Plan Sub-Factor 2, All items (i -vi) shall have a transportiaon plan for Baghdad, Iraq. Subfactor 3 includes the requirements for Delivery Order 0001. | |
| 15 | Reference: RFP Section L Instructions 4.c Formatting states…. A standard, 12-point minimum font size applies, including tables and illustrations. |
Question: Will the Government allow 10-point font for Tables and Graphics?
| 10 point font is allowable for tables and grpahics | |
| 16 | Reference: RFP Paragraph L.5.c)v. states that; “The Offeror shall also propose a price for each CLIN under Delivery Order 0001:”. |
Question: There is not a separate tab on attachment 0001 for DO-1 pricing. Can the Government please advise where an offeror should physically place this pricing for Volume III?
| Specific to Delivery Order 0001 - Will be provided for in Amendment 0002 in the Delivery Order Proposal Form. | ||
| 17 | Reference: RFP Paragraph L.5.c) v. states “Note: The Delivery Order 0001 prices are for Factor 1, Sub-factor 3, Delivery Order 0001 only.” Question #1: Can the Government please provide additional clarification for this statement? | Specific to Delivery Order 0001 - Will be provided for in Amendment 0002 in the Delivery Order Proposal Form. |
| 18 | Question #2: If the prices are only for Factor 1, Sub-factor 3, should the pricing be provided in Volume I vs. Volume III? | Specific to Delivery Order 0001 - Will be provided for in Amendment 0002 in the Delivery Order Proposal Form. DO 0001 Price Matrix shall be submitted in Volume III. |
| 19 | Pg. 2, Section A, #8: The government states: “It shall be acknowledged that there is a U.S. Government acquisition action in process that will prohibit involvement with Russian manufactured sources. It is anticipated that this action will become effective prior to the time of award, and may have both pre-award and post-award ramifications on the solicitation, award, and management of this contract. The Offeror's proposed price matrix shall reflect Not to Exceed (NTE) prices for no Russian manufactured sources. The Offeror must identify any Russian sources of supply in the proposed price matrix.” |
a) This statement seems contradictory. If an offeror cannot propose Russian manufactured sources in the price matrix, it would seem that including Russian sources and identifying them on the spreadsheet would not be allowed. Please confirm.
b) Can an offeror propose commercially available items that were produced in Russia prior to any future prohibition on Russian manufactured items?
c) Can an offeror propose Russian manufactured goods available in third party countries, exported prior to any future prohibition?
| The Govenment has not banned Russian sources at this time but we have structured the solicitation so that Offerors should identify sources and affirmatively plan their pricing with a known and noticed possible contingency in mind. As per questions (b) and (c), those are more questions we cannot confirm at this time. | ||
| 20 | Pg. 45;L.4.b: For all EUC information, Letters of Commitment, and supporting documentation can the Government please exclude them from the page count? | All EUC and Letters of Commitment may be excluded from page count. |
| 21 | Pg.45;L.4.c.i: Will the Government please allow 10-point Arial font for all tables? | 10 point font is alloweable for tables and grpahics |
| 22 | Pg.45;L.4.c.iv: Given the amount of data required for the Supply Chain Plans, will the Government allow a page size of 11x17 in order to present all applicable information? | Graphs, Charts, Tables, & Diagrams may use 8.5x14 inches or 11x14 inches |
| 23 | Pg.46;L.4.c.vi: “The Offeror shall provide detailed narrative discussions that address both the SOW and the Contract Data Requirements List (CDRLs) of the solicitation.” In which volume would the Government require Offerors to provide this narrative discussion? It cannot be located in Section L or M under Volumes I and II. | The narrative is to be discussed as necessary when responding to Section M, Factors 1 & 2. |
| 24 | Pg.46;5.a.i.2: “A description of the Offerors organizational structure clearly defining/displaying the roles and responsibilities of the |
key personnel…” Has the Government identified which position(s) will be listed as Key Personnel, or is it the responsibility of the Offeror to identify these positions?
| It is the responsibility of the offeror to identify those key positions. | ||
| 25 | Pg. 47, Volume I : Factor 1, Sub-factor 2. No. 1: Does the government require a letter of commitment for all items on the price matrix for the entire contract PoP or only 120 days? | Yes; per the RFP page 47 all items in the Price Matrix for a minimum of a 120 days from the date the solicitation closes. |
| 26 | Pg. 47, Volume I : Factor 1, Sub-factor 2. No. 1 (b): The solicitation indicates that the Supply Plan should include (b) Quantity, and further notes, “If multiple suppliers, the quantity should be reflected for each supplier.” Whether or not more than one supplier is required for a given line item depends on the specific quantity required by a specific delivery schedule. Please clarify what quantity over what period of time offerors should factor into their Supply Plan, e.g. the maximum quantity over one year or over the PoP? | Yes; per the RFP page 47 all items in the Price Matrix for a minimum of a 120 days from the date the solicitation closes. |
| 27 | Pg. 47; Section L, Vol 1, Factor 1, Subfactor 2: Please confirm the (1) Supply Plan pertains to all 430 line items. | Yes; per the RFP page 47 all items in the Price Matrix for a minimum of a 120 days from the date the solicitation closes. |
| 28 | Pg. 47; Section L, Vol 1, Factor 1, Subfactor 2: Please confirm the (1) Supply Plan, (b) Quantity, pertains to the Max quantity for each line items from column G of the Price Matrix or whatever the offerors proposed quantity is between the Min and Max Qtys. | Offereors shall propose at the maximum quantities specified in Column G of the Price Matrix |
| 29 | Pg. 47 ;L.5.a.iii.a: For the Integrated Master Schedule under Delivery Order 0001, what is the period of performance in order to deliver all line items? Can the Gantt chart be presented in 11x.17 format? | Graphs, Charts, Tables, & Diagrams may use 8.5x14 inches or 11x14 inches |
| 30 | Page 49 ;L.5.c – Volume III: Factor 3 - Price: The RFP only mentions submitting the Price Matrix, Attachment 0001 for Volume III: Factor 3 – Price. Will the Government confirm that no narrative is required? | No Narrative is required |
| 31 | Page 49; L.5.c.V: The Offeror is to propose a price for each CLIN under Delivery Order 0001 as shown in this section. The RFP does not state how the Offeror is to provide this delivery order pricing or whether the Offeror is to add a tab in B08 – Attachment 0001 SAWS Price Matrix Attachment and follow the same formatting. Will the Government provide guidance on how the Offeror should present the Delivery Order 0001 pricing? | Specific to Delivery Order 0001 - Will be provided for in Amendment 0002 in the Delivery Order Proposal Form. |
| 32 | Pg. 50; L, Vol IV, Factor 4: Section A, (b) Recency – Culmen respectfully requests the Government increase the timeframe to be considered recent from 3 years to 5 years since the 3 years favor the incumbents considering the PoP of the predecessor contract. | This shall be revised to 5 years and be reflected as change in Amendment 0002 |
| 33 | General: Is the contractor required to ship CONUS sourced material to OCONUS destinations or to a CONUS destination for government conveyance? |
If the government provides transportation from CONUS, please advise what CONUS location we should price transportation to?
| Please note that shipping and Delivery instrucitons are always on a Delivery Order basis and will be provided for in the Letters of Contemplation per Delivery Order. | |

RATIONALE: Correct discrepancy in requirements | Price Matrix to be revised - changes will be notated in Amendment 0002 to the RFP |
| 48 | L.5.a).ii.(1): Letters of Commitment- Recommend removing the Letters of Commitment from the page count. Recommend removing the Letters of Commitment from the page count. RATIONALE: Responding to the RFP requirements with detailed supplier letters of commitment, for the large number of suppliers to support the large number of SAWS items, requires a significantly larger page count than currently allocated. Removing the limits enables offerors to provide the level of detail required by the RFP that is not feasible otherwise. | |
| All EUC and Letters of Commitment may be excluded from page count. | ||
| 49 | L.4.c).i: Page Size, Width 8.5 - Recommend adding the following after the sentence. The Table of Contents and Summary Section shall not count against the Page limitations of the volume. RATIONALE: Consistency with typical instructions and with other similar exclusions in the solicitation. |

| RATIONALE: Use of 11x17 foldouts is standard practice in solicitations to provide the Government concise, content-rich details. Foldouts are particularly useful for large tables, flow diagrams and other types of illustrations. Examples include completed RFP Attachment 0010 – Status Report Template, and Attachment 0001 – SAWS Price Matrix. Additionally, having foldouts count as one page helps offerors respond to the Management Volume requirements within the severely reduced page count. | Graphs, Charts, Tables, & Diagrams may use 8.5x14 inches or 11x14 inches | ||
| 51 | L.4.c).iv: Each file of the proposal shall consist of a Table of Contents, Summary Section, and the Narrative discussion. Recommend adding the following after the sentence. | 53 | M.3.e).ii: ii. In addition, the Government provided Transportation Evaluation will be added to the TEP to obtain the TEP used for evaluation of an offer. Recommend clarifying what is the “Government provided Transportation Evaluation” and the basis for its calculation. Additionally, recommend removing the content of the entire requirement M.3.e).ii since it is repeated at the end paragraph M.3.e).i. |
RATIONALE: Clarity in the source selection process since the “…the Government provided Transportation Evaluation will be added to the TEP to obtain the TEP used for evaluation of an offer. “
| Deletion of duplicate language in section i. Also, clarified langauge in section iv. Which clarifies that the total evaluated price for Delivery Order 0001 will be calculated by multiplying the quantity for each CLIN by the proposed unit price to derive the evaluated amount. The evaluated totals for each CLIN will then be added together to derive the total evaluated price for Delivery Order 0001. In addition; Delivery Orders subsequent to DO 0001 shall be evaluated on the basis of multiplying the quantity of each CLIN by the proposed unit price to derive the evaluated amount, in addition to the sum of the transportation cost derived at by multiplying the unit transportation cost of the quantity of units ordered by CLIN (specific to each delivery location). Changes to be reflected in Amendment 0002. | |
| 54 | M.3.f).i: i. Evaluation of past performance shall be in accordance with this plan utilizing the forms and questionnaires set forth in Attachment 0018. Recommend correcting the reference to Attachment 0018, which appears to be either an attachment not included with the RFP files, or possibly Attachment 0009. |
RATIONALE: Attachment 0018 – Small Business Participation Plan and is not related to Past Performance Reference should be Attachment 0009, Past Performance Questionaire - change to be reflected in Amendment 0002
