On the day of the oral presentation, (if presentation is at Rock Island) a copy of the offeror’s previously submitted electronic proposals will be returned to the offeror and used for the presentation. The oral presentation shall not contradict the content of the proposal slides. 12. On the day of the Oral Presentations, the government will load the electronic copy of the presentation from a government computer for projection. Offeror will not be able to connect to the internet through the Government’s network.
After the oral presentation, the offeror will be excused to allow time for the Government team to meet. The offeror will then return for a question and answer (Q&A) session.
13. Offerors will be notified by email of their respective briefing times and location at least five calendar days prior to their scheduled time/date. Each offeror will be scheduled to provide an oral presentation and participate in the Q&A session either in person or via VTC. Key personnel responsible for project performance such as program/project managers and supervisors shall give the oral presentation. The offeror is allowed up to a total of five representatives that may participate in the oral presentation and Q&A sessions. FOR OFFICIAL USE ONLY
15. The charts and oral presentation should not simply rephrase or restate the Government’s requirements, but rather shall provide convincing rationale to address how the offeror intends to meet this requirement. Offerors shall assume the Government has no prior knowledge of the offeror’s capabilities, and will base its evaluation on the information provided in the offeror’s oral presentation and charts. There shall be no reference to price in the briefing charts or oral presentation.
II. General Offeror Instructions
1. Quotes shall clearly demonstrate an understanding of each of the
Government’s objectives and requirements.
2. Failure to provide quotes in accordance with the instructions/format specified in the RFQ may render the offeror’s quote unacceptable. The Government is not obligated to engage in any meaningful exchanges with an offeror who fails to provide all of the required documents for evaluation.
3. An authorized official of the firm shall sign the Standard Form 1449 and all certifications requiring signature.
4. Offerors must be registered in the System for Award Management (SAM), and have a CAGE Code. Quotes submitted in any other way except as detailed in the submission of quotes section above will not be further evaluated and deemed ineligible for award.
5. Any quote or quote modification will not be accepted after the date established for receipt of quotes.
6. Any assumptions forming the basis of the quote, whether technical or price related, must be clearly identified in the applicable quote.
7. This instruction describes the type and extent of information required and emphasizes the significant areas to be addressed in the quote. Review the Performance Work Statement (PWS) contained in this RFQ for further insight into the areas that must be addressed. Include sufficient information to enable the Government Technical Team to make a determination relative to the offeror’s understanding of the requirements in each of the evaluated areas. It is the Government's intent to award a Firm Fixed Price (FFP) Labor

8. The offeror must not merely re-state the technical acceptance requirements stated in the RFQ but rather must provide convincing documentary and narrative evidence. The offeror shall provide sufficient detail to substantiate the validity of all stated assertions of its ability to meet the evaluation requirements. Clarity and completeness are essential. Data not submitted with the quote, but submitted previously, or presumed to be known (i.e., previous projects performed for the USG) will not be considered part of the quote. The Government is not obligated to make another request for the required information nor does the Government assume the duty to search for data to cure problems it finds in quotes.
9. The Contracting Officer may make an evaluation determination for the purposes of efficiency consisting of only those quotes that have a reasonable chance of award or make no award should no quote prove to be acceptable based on the evaluation criteria. Any offeror quote eliminated from further consideration will be notified in writing/e-mail.
10. The Government reserves the right to request clarifications during the evaluation process as needed. Clarifications do not constitute meaningful exchanges and an offeror is not allowed to change its quote in response to a request for clarification. All quotes shall be handled in accordance with FAR Subpart 3.104, Procurement Integrity.
11. The quote shall be valid for 120 days from the required submission date unless an alternate period is clearly stated in the RFQ or an extension is given.
12. Quotes, modifications, revisions, or withdrawals of quotes received after the date established in the RFQ for receipt of quotes will not be accepted.
13. The Government is not obligated to provide responses to questions submitted by offerors, but will consider them and incorporate changes into the RFQ as deemed necessary.
14. Each offeror shall submit one quote that addresses all of the requirements of the RFQ. To be considered for award, the offeror must submit a complete response to this RFQ using the instructions provided.
