Pricing receipt, storage and issue

In order to be able to accurately calculate costs for receipt, storage and issue, bidders need information as what percentage of ammunition received, issued, and stored is in depot configuration, as opposed to breakbulk or unit issue/turn-in configuration. Since this is information the incumbent has, but likely no other bidder will have, would the Government either provide an approximation of actual configurations experienced, or direct bidders to use a given percentage (such as "assume 10% of all receipts, storage and issue are not in depot pack" or some such language)?

All shipments should be in a standard transportation configuration and will require to be put into a storage configuration. For example, in order to fill a standard 20' ISO you can have multiple NSNs and lots. You will have to verify and repack if we have like or same material on station.

2 Section L, Volume 3 -

Management/Transit ion/Property Plan

Page 16 Key Personnel Are Key Personnel Resumes excluded from the 150 page limit for Volume 3 - Management/Transition/Property Plan?

Yes, the resumes will be excluded. Section L&M will be revised.

3 Section L, Volume 3 -

Management/Transit ion/Property Plan

Page 16 Key Personnel The only place Key Personnel resumes are mentioned in Section L is in the Key Personnel paragraph of the Volume 3 instructions. Can the Government please clarify what Key Personnel resumes are required? NOTE: PWS Attachment 13 calls out Key Personnel as the Program Manager and "Site Leads" ...

Yes, the resumes are requirement. Section L & M will be revised.

4 Section M, Volume 3 -

Management/Transit ion/Property Plan

Page 2 and 11 Key Personnel Page 11, Volume 3 Management/Transition/Property Plan evaluation criteria states:

"The Government will evaluate the identification of the following Key Personnel, as well as their required qualifications:

a. Program management and contracting personnel responsible for meeting the contract requirements including cost, schedule, and performance.

b. Facility Management personnel responsible for meeting the contract requirements including safety, security, environmental, and maintenance."

Please confirm that Resumes for only above Key Personnel are required as stated in the Section M, Page 11, Volume 3 evaluation criteria and that Resumes for Engineering and Quality Assurance/Quality Engineering personnel are not required as stated upfront in section M on page 2.

Request the Government correct requirements on page 2 to match page 11 volume 3 requirements.

Only the resumes of the identified Key Personnel are required. Section L & M will be revised.

5 Draft RFP W52P1J19R0069

Page 3, Item #

Section A - Supplemental Information

Page 3, item # 18 of the DRFP Solicitation states: A Small Business (SB) Subcontracting Plan is required at the time of proposal submission. Would the Government please clarify if this plan should be submitted as part of Volume 6 Solicitation, Offer And Award Documents And Certification/Representations?

The SB Subcontracting Plan should be part of Volume 6. It is not part of the proposal evaluation and should be submitted separately. Only the apparent awardee's SB subcontracting plan will be reviewed.

6 Section L, Volume 3 -

Management/Transit ion/Property Plan

Page 17 Property Plan Would the Government please confirm that in response to the requirement for a Property Plan in Volume 3 - Management/Transition/Property Plan, offerors are only required to submit a Property Management Plan (PMP) with no Page Limit, and that no other response regarding a Property Plan is required within Volume 3 as part of the 150 page response?

Yes, the PMP is the only submission for evaluating property.

7 Section L, Volume 3 -

Management/Transit ion/Property Plan

Page 17 Property Plan Would the Government please confirm that Property Management Plan (PMP) should be submitted as a separate file on DVDs/CDs using the RFP required naming convention and as an attachment in the Volume 3 hardcopy binder?

Yes, the PMP should be submitted as a separate file under volume 3.

8 DRFP Attachment 0019 - GFP list

GFP list Is the GFP listing provided with the Q&A responses on 25 June and the GFP listing provided with the DRFP (attachment 19) the same list in two different formats? If not, which has precedence? Can the Government please provide the GFP list in Excel format similar to what was provided on June 25th? The 2,857 page Attachment 19 is very difficult to work with in the format provided.

Yes, there was a format change between the 2 listings, however the content remained unchanged. Additional changes to the property list may be included in the final RFP.

9 Section L Page 3, Paragraph L.7

Font instructions Instructions state: "All pages shall be numbered, contain at least a one inch margin, and utilize Times New Roman font."

We respectfully request that Offerors be allowed to use Arial Narrow font for graphs, charts, tables, and diagrams. This is a much more readable font for graphs, charts, tables, and diagrams.

Section L will be revised to incorporate font.

10 Section L Page 3, Paragraph L.8

Page limitations Are glossaries/lists of acronyms excluded from page count? Yes, these items are excluded. Section L&M will be revised.

11 Attachment 0028 - SPFPA Agreement

2016 and Attachment 0027 -

Local 3 Union Agreement 2016

Article 10, Section 4 & 5 Union

Stewards

Union Stewards The labor agreements enable the workers and union to delegate Union Stewards. Can the Government please provide how many Union Stewards there are currently supporting each union? This information is required in order to account for each Steward's time not actually performing direct labor on the contract.

Information is proprietary to the operating contactor and will not be provided.

12 Attachment 0028 - SPFPA Agreement

2016 and Attachment 0027 -

Local 3 Union Agreement 2016

Grievances Can the Government provide information as to how many grievances were presented by the union in 2018 and 2019?

This information is necessary in order to determine the projected workload for Union Stewards for this type of requirement.

Information is proprietary to the operating contactor and will not be provided.

13 Attachment 0028 - SPFPA Agreement

Article 17, Section 8, SOC Purchasing Manual This CBA states "The vendor will be selected in accordance with the SOC Purchasing Manual." Will the government provide the SOC Purchasing Manual? Or will the a new operating contract be able to substitute this with its own corporate purchasing manual?

The current purchasing manual is proprietary and will not be provided. However, the Union's obligation is to bargain with the operating contractor over mandatory subjects of bargaining under the National Labor Relations Act as Amended.

14 Attachment 0027 - Local 3 Union

Agreement 2016

Article 15, Section 4, Prior Agreements. Section 4 of this CBA lists a prior agreement dated 1/31/2012 regarding MOU: Training and Certification Program Working In Ammunition Operations. Will the government please provide a copy of the referenced MOU so that bidders other than the incumbent (who presumably already has this) can review it as part of the labor agreements?

Any prior MOU will not be applicable and therefore will not be provided. In addition the training requirements have changed.

15 Section M - Subfactor 2 -

Demilitarization of Specified Families of

Ammunition

Page 6, Para a, Key Point #1

The PWS has been updated.

18 Attachment 0021 - Sample OPSEC

Plan

OPSEC Plan This attachment was provided with the DRFP, but there is no indication as to when the plan is required to be submitted. Is this plan a post-award submission requirement?

Yes, within 90 days post award and then annually. Please refer to CDRL E017.

19 Attachment 0027 - Local 3 Union

Agreement 2016

Page 33 Union Representative Signatures

On page 33, the labor agreement was only signed by the incumbent and not by the Union Representative(s). Can the Government confirm this is in fact the version of the CBA that is in effect?

A signed CBA was uploaded to FBO 10 Jul 19

20 Section M ARMS There appears to be no value assigned to growing the ARMS program at HWAD -- the evaluation criteria does not even mention ARMS. If there is Government interest in growing the ARMS program at HWAD, recommend the Government add language to Sections L and M accordingly.

ARMS is not included in the evaluation criteria.

21 Draft RFP W52P1J19R0069

Page 3, Para

Replacement of GFE The basic DRFP states that replacement of GFE is to be at the contractor's expense. Is this expense reimbursable? It is not possible to foresee how many items of GFE will become uneconomically repairable over the 10 year life of the contract, and therefore, such a thing is not able to be properly priced. Would the Government consider making replacement of GFE that is not economically repairable (thru fair wear and tear) a reimbursable expense?

No, under FAR 52.245-1 - (iii) The Government may, at its option, furnish property in an "as-is" condition. The Contractor will be given the opportunity to inspect such property prior to the property being provided. In such cases, the Government makes no warranty with respect to the serviceability and/or suitability of the property for contract performance. Any repairs, replacement, and/or refurbishment shall be at the contractor's expense. No, this expense is not reimbursable.

22 Q&A file "QA_Industry_Day_6

NOV18.v11" and "HWAD_Q_A_For_I ndustry_Day_2_-

_MASTER_25JUN2

019"

Gates Gate hours are still unclear ... the response to a question in the "QA_Industry_Day_6NOV18.v11" file stated "HWAD's I 1 or the Front gate is open 24 hours a day 7 days a week, 365 days a year. All other gates are open depending on operational requirements. Normally, 10 Hours per day 5 days a week." However, if the normal work week is Monday thru Thursday, why would all other gates normally be open 5 days a week? Does the depot accept receipts Fri-Sun?

Additionally, in the same Q&A referenced above, a response stated there were 8 gates ... but the Q&A file from Jun 2019 had this response: "On the industrial side of the depot there are two gates that require coverage. I

1 operates 7 days a week 24 hours a day 365 days a year and I

5, which operates during duty hours 06:00 to 17:30. On the restricted areas of the depot there are five gates that require coverage, during duty hours. Gates 3,4,5,7 and 8 are normally manned during duty hours 06:00 to 17:30 hours five days a week."

There seems to be a gate missing ... Would the Government please clarify how many total gates there are (we think the answer is 8) and the normal operating hours for each, for purposes of pricing?

There are currently a total of 8 gates that need to be manned based on operational requirements. The Industrial area main gate I-1 is 24/7 365 days. The following 6 gates shall be manned to support normal duty hours and operational needs: I-5, 3,4,5,7, and 8. Normal duty hours are Monday - Thursday 0630-1700. The remaining manned gate, Gate 6, shall be manned as an emergency exit gate only. Routine receipts are not accepted Fri-Sun. In the event of an routine arrival Fri-Sun, the trailer shall be processed in accordance with AR 190-

11. Non-routine weekend arrivals may be identified in the event of a special requirement or for training. The term Post, Gates and ACP are used interchangeably.

23 Attachment 0003-

PWS 03

Maintenance

Para 5.4 Dams and Spillways Would the Government please provide the date of the last periodic technical inspection?

The last inspection was conducted in November 13, 2018, conducted on a 5 year interval.

24 Q&A file "HWAD_Q_A_For_I ndustry_Day_2_-

_MASTER_25JUN2

019"

Questions 98-

This information will not be provided at this time

Previously, several questions were asked in an effort to bound the amount of tenant support to be priced; however, the responses "This information will not be provided at this time" does not enable bidders to do that. Is there some way the Government can provide some measure of support required for tenants, so that it can be priced?

All support identified in DLA PWS and referenced PWSs are required to be provided and priced in the DLA CLIN 0004AB. IAW DLA PWS paragraph 13(o) this support includes providing assistance at least monthly, accessibility to the mercury buildings, including but not limited to securing fire suppression system and conduct air monitoring prior to DLA personnel accessing the building. In addition the TATB requirement will be provided annually for pricing purposes. Historically, there have annually been three receipt actions, averaging 4800 pounds of TATB for the last three years.

25 Section L Page 10 Sub-factor 3: Maintenance The note "Note: Offerors approaches for meeting the above PWSs does not relieve the successful Offeror from meeting all requirements as identified within the correlating PWS."

appears between the second and third subpoints, and refers to "above PWSs (plural); however, there is only one PWS referenced above in this section. Can the Government please provide clarity as to which PWSs are being referred to here?

Section L will be revised. See response below in question 30.

26 Section L Addressing all 15 PWSs While some Section L instructions are explicit with regard to addressing an entire PWS (of the 15 provided), not all of the 15 PWSs provided require a specific response in any of the Volumes to be submitted. Can the Government confirm that it is not necessary to explicitly write to each of the 15 PWSs, except as stated in Section L?

The offeror is required to perform the requirements in all PWSs. However, only those specified in Section L are being evaluated separately.

27 Draft RFP W52P1J19R0069

Page 56 Section J - CDRLs Section J lists Exhibit A - CDRLs as list of attachments. This exhibit A was not included in the DRFP package released on July 10th. Would the Government please provide the Exhibit A - CDRLs as soon as possible?

Exhibit A was posted to FBO on 1 August 2019.

28 Attachment 0005 - PWS 05 - Installation Security_AntiTerroris m

Page 12 - Section 2.25

Security PWS 5 Section 2.25 states that HWAD’s posts, patrols, and other duty assignments shall be made available to the contractor after award. This is information the incumbent knows, and it therefore provides the incumbent an unfair advantage over all other bidders in developing an accurate staffing plan. Would the Government please provide a Post ID chart as soon as possible, but NLT the final RFP?

Due to OPSEC concerns, the Post ID chart will not be provided until after award. Please refer to question 26 for post information. Additionally, AR 190- 11 Chapter 4-7 provides patrol requirements; AR 190-13 Chapter 4-2 para 7(B) & (E)2 timeframes for facility patrols.

29 Attachment 0005 - PWS 05 - Installation Security_AntiTerroris m

Security PWS 5. Will the government please identify the minimum number of vehicle patrols for both the interior and exterior of the facility during each 24 hour period?

AR 190-13 Chapter 4-2 para 7(B) & (E) 2 and Chapter 10 provides timeframes for facility patrols. AR 190-11 identifies security requirements for Arms, Ammunition & Explosives (AA&E). (See answer Question 32). Patrols may also be required due to operating contractors processes and procedures, however this does not release the operating contractor from ensuring proper security is provided for all AA&E and operations based on mission and conditions.

30 Section L - Subfactor 2 - Demilitarization of Specified Families of Ammunition

Page 7 Detailed Demil Descriptions: States that, as a minimum, proposals shall address ..

"Detailed description of the demilitarization, treatment, and disposal process including facilitization, permitting and operations that demonstrate understanding of the critical operations and support requirements of demil of each selected MIDAS families. Will the Government please provide a detailed description of the Hawthorne Government Furnished Equipment for demil currently on site for use by the offerors since the incumbent already has access to all this information?

The GFE listing was provided on FBO 27 June 2019 which includes the demil equipment. In addition the Industry Day #2 tour on 23 July 2019 described much of Demil equipment to be provided. Please also see Q19 above.

31 Section L - Subfactor 2 - Demilitarization of Specified Families of Ammunition

Page 5, Volume 1.b (SF2), 2d paragraph

IMS/IMP This volume shall be limited to 50 pages for Overall Demil Description, plus an additional 10 pages per Munition Items Disposition Action System (MIDAS) family for Detailed Demil Descriptions, an integrated master plan (IMP) and an integrated master schedule (IMS). Would the Government please confirm that the 10 page limitation only applies to each individual Detailed Demil Description for each MIDAS family, and that the requirement is for a single Integrated Master Plan (IMP) and Integrated Master Schedule (IMS) and that there are no page limits on the IMP or IMS?

The 10 page limitation applies to the individual Detailed Demil Description, IMP, and IMS only for each MIDAS family in ordering period 1 MGQ.

32 Section L - Subfactor 2 - Demilitarization of Specified Families of Ammunition

Page 7, Volume 1.b (SF2), 6th paragraph

IMS/IMP The IMP and IMS shall be submitted in Adobe.PDF file (no larger than 11 x 17 inch printed) and in Microsoft (MS) Project-like format with milestones and events for the duration of the contract, using contract award as the start date and highlighting the critical path. Page 9, paragraph v.a, requires that the IMP contain a description of the Offeror's overall program management approach, which is more clearly presented in MS Word than MS Project. Additionally, the following paragraph (v.b) only requires the IMS to be provided in an MS Project-like format. Would the Government please change page 7, Vol 1.b, 6th paragraph, to allow the IMP to be provided in MS Word?

Change was made to section L to allow IMP to be provided in MS word.

33 Section L - Subfactor 2 - Demilitarization of Specified Families of Ammunition

Page 5, Volume 1.b (SF2), 4th paragraph

IMS/IMP The Detailed Demil Descriptions shall include a thorough explanation of the demil, treatment, and disposal for each of the twenty-six (26) MIDAS families listed in the table below.

Offeror must provide a written Detailed Demil Description for each MIDAS Family as a stand-alone description of how the Offeror would accomplish demilitarization and disposal of that MIDAS family. The Detailed Demil Description must reflect the latest Government-approved demilitarization procedure, including approved safety and environmental requirements. The incumbent contractor has access to this information. Will the Government please provide Offerors with the latest approved demilitarization procedures for each munition type to be addressed in the proposal? Additionally, The IMS schedule must accurately reflect the material handling requirements and transportation times required to support demilitarization operations. Would the Government please provide, for proposal purposes, the storage locations and storage configuration, by munition type, for all munitions to be demilitarized during ordering period 1?

No, detailed procedures are operating contractor proprietary information. Storage locations will only be provided to the successful offeror after contract award. All munitions to be demilitarized in ordering period 1 are located on HWAD. Please see available representative Technical Data Packages (TDPs)/Munition Items Disposition Action System (MIDAS) reports and pictures for storage configuration. Please also refer to additional information provided regarding demil equipment.

34 Section L - Subfactor 2 - Demilitarization of Specified Families of Ammunition

Page 8 Key Point #2 Demil Safety: The Offeror shall review and recommend any changes to the Safety Site Plan demonstrating understanding and compliance with the applicable contractual and regulatory safety requirements including but not limited to the current DOD 4145.26 M and DODI 4140.62 (including International, Federal, State, and Local regulatory guidance) for the proposed MIDAS Families, which is consistent with the proposed technical approach. Will the Government please provide the Site Safety Plan to offerors in advance of the RFP for our planning purposes since the incumbent already has access to this plan?

The ESSP has been provided on FBO 22 August 2019.

35 Section L - Subfactor 2 - Demilitarization of Specified Families of Ammunition

Page 8 Key Point #3 Demil Environmental

The Offeror shall demonstrate the knowledge and ability to comply with all International, Federal, State, and Local environmental regulations applicable to the chosen demil process(es), as well as describe the approach for managing all hazardous and non-hazardous waste streams generated during the demil operations. The Offeror will identify the treatment, storage, and/or disposal of those waste streams, and indicate the permits(s) and/or licenses(s) required to be in place at the start of the demil process. Will the Government please provide the current permits and/or licenses to the offerors in advance of the RFP or with the RFP since the incumbent already has access to such?

The environmental permits have been posted on FBO 17 Oct 2019. The link for permits available on Nevada Division of Environmental Protection (NDEP) website ishttps://ndep.nv.gov/uploads/land-waste-hwm-facilities-docs/tsd-facility-hwad-nb-2019-updated.pdf and https://ndep.nv.gov/uploads/land-waste-hwm-facilities-docs/tsd-facility-hwad-mb-2019.pdf.

Above websites are for the two RCRA permits that cover HWAD. Additionally, all CWA permits, drinking water permit and both Air permits have been uploaded to FBO on 17 Oct

36 Section L - Subfactor 2 - Demilitarization of Specified Families of Ammunition

Page 8 & 9 Key Point #3 Demil Environmental

The Offeror shall provide evidence that all environmental permits e.g., EPA identification number, needed for this proposed demil process are in place and that the facilities are in place to begin performance of the demilitarization. If an Offeror does not have the necessary permits in place or an amendment to the existing EPA permit is required, the Offeror shall include the details and associated time frames needed in order to have all necessary permits. Will the Government please provide all the current environmental permits for the offerors to review to meet the requirements of this section? Also this section implies the offeror will have all the permits before award. It does not appear that this requirement is reasonable or achievable for any offeror except the incumbent.

Permits are held by government at HWAD, not the operating contractor. Upon award of contract the successful bidder shall request an administrative change though NDEP as the operator.

37 Section L - Subfactor 2 - Demilitarization of Specified Families of Ammunition

Page 7 & 9 IMP and IMS Durations: These two pages provide different durations for the IMP and IMS. Page 7 references "for the duration of the contract, using contract award as the start date and highlighting the critical path". Page 9 references "Information provided for the IMP and IMS are required to address only the demil to be done as ordering period 1 minimum guaranteed quantity (MGQ). Requirement is for IMP and IMS to address demil items specified for ordering period 1.

38 Section L - Subfactor 2 - Demilitarization of Specified Families of Ammunition

Page 10 Key Point #5 Demil Accountability

A description of the organizational structure, requisite disciplines and responsibilities, experience, and expertise, which will be utilized to accomplish the requirements in the solicitation. The description must clearly define the relationship between the program and higher-level management, reporting responsibilities, lines of authority, and the communication processes. Would the Government please clarify the "program and higher level management" as it relates to either Government or offeror entities?

Section L will be clarified.

39 Section L - Subfactor 2 - Demilitarization of Specified Families of Ammunition

Page 10 Key Point #5 Demil Accountability

The proposal shall describe the relationship between the program organization and all major/key subcontractors and suppliers as well as describe in detail the method or process for communicating with the Government team. Will Government expectations of success for communicating with the Government team be provided to all offerors, since the incumbent is already aware of these expectations?

The government considers successful communications as providing accurate, complete, and timely information necessary for ensuring safe and efficient operation of the depot. Minimum guidelines for required communications to the government are included in the PWS and

CDRLS.

40 Section M - Subfactor 2 -

Demilitarization of Specified Families of

Ammunition

Page 6 Demil - Schedule This section of the RFP includes references to meeting a "required schedule" and "plan to achieve the monthly demilitarization rate needed to meet the demilitarization schedule". Would the Government please clarify what is meant by schedule requirements as a schedule was not included with the RFP?

Section L has been updated to indicate a 12 month period of performance for the MGQ which will be used for evaluation of the IMS.

41 Section M - Subfactor 2 -

Demilitarization of Specified Families of

Page 7 Key Point #3 - Demil Environmental

The Government will assess how well the Offeror’s plan demonstrates the ability to comply with all International, Federal, State, and Local environmental regulations applicable to the chosen demil process, as well as an approach for managing all hazardous and non-hazardous waste streams generated during the demil operations.

Achieving this requires detailed understanding of the current Hawthorne International, Federal, State and Local environmental permits. Will this information be provided in advance of the RFP or with the RFP since the incumbent already has access to this information?

The environmental permits have been posted on FBO 17 Oct 2019. The link for permits available on Nevada Division of Environmental Protection (NDEP) website ishttps://ndep.nv.gov/uploads/land-waste-hwm-facilities-docs/tsd-facility-hwad-nb-2019-updated.pdf and https://ndep.nv.gov/uploads/land-waste-hwm-facilities-docs/tsd-facility-hwad-mb-2019.pdf.

Above websites are for the two RCRA permits that cover HWAD. Additionally, all CWA permits, drinking water permit and both Air permits have been uploaded to FBO on 17 Oct 2019.

Page 5 Donor Material The Contractor shall provide their own donor material (recovered or purchased). If the Contractor’s recovered/purchased donor material has been exhausted, then they can request Government Furnished Material (GFM) prior to order acceptance and discount the negotiated price of Demil accordingly. The Government will not provide donor material, unless the Contractor has fully exhausted their supply. Will all offerors, including the incumbent, be required to assume that there is no donor material available at contract award? If not, it seems as though the incumbent has a built in advantage over all other Offerors.

There will be no donor material provided for the new contract for any offeror.

Page 5 Demil Security Clearances The RFP references the need for various levels of security clearances without specific quantities of classified demil items to plan for. Will the Government please provide some means of enabling Offerors to size the requirement?

Perhaps provide the required initial number and level of classified demil personnel or number and level of classified items should the offerors assume?

The vast majority of Demil material is unclassified, but occasionally classified components are discovered during the Demil process. For the Request for Proposal (RFP), the MGQ will be unclassified/FOUO.

Disposal of all components and by-products of the ammunition being demilitarized

Would the Government please explain the rationale for requiring this activity to be done at the contractor's expense?

In order to properly price this requirement, can the Government provide a complete listing or examples of components and by-products which are included?

The government's expectation is that disposal of all components is part of the demil process and will be included in the cost of demilitarization. Please see available representative Technical Data Packages (TDPs)/Munition Items Disposition Action System (MIDAS) report of munition items at Hawthorne.

Three Demo sites? Para 18.2 references "three demo sites" requiring equipment and procedures be in place at all times but only two demo sites are identified in subsequent paragraphs (Para 18.5.1:Old Bomb area for Open Burn with 4 sites and Para 18.6.1:New Bomb area for Open Detonation with 20 pits). Is there a third demo site in use and if so, what is its purpose?

Currently only 2 demil sites for OB/OD-Old Bomb for open burning and New Bomb for open detonation. The PWS has been revised.

Page 13 Para 19.2

OB/OD Range Clearance standards

Para 19.2 requires weekly cleanup of wooden boxes/containers, metal boxes/containers etc. and biweekly removal of range scrap. This requirement appears to be in conflict with Para 18.3 which requires removal every 30 days for pallets, outer packs, etc. and biweekly removal for demil residue and metal scrap. Para 18.5.2 provides no time or quantity standards for the Open Burn area other than "at all times." Would the Government please clarify these divergent requirements?

Paragraph 19.2 will be updated in final Demil PWS. Draft revision is: Temporary storage at the New Bomb OD shack area will not be allowed to accumulate more than 30 days. Range clean up is required at all times after every OB/OD operation. Wooden boxes/containers, dunnage and other inert material etc. can be collected and accumulated for removal no longer than 7 days. Demil residues and scraps are considered as contaminated wastes and must be removed biweekly.

– PAST

PERFORMANCE

FACTOR, Section C

Page 13, Paragraphs 1-

Adverse Contract Performance

The paragraphs in this section appear redundant and somewhat confusing. Paragraph 1 addresses terminations as well as performance problems, while other paragraphs address performance problems again. Many of the items in the Paragraph 1 bullet list are repeated in the Paragraph 5 bullet list. We recommend revising this section for clarity and to ensure that Offerors will be compliant in responding.

Some suggestions:

- Include one paragraph to address recent contract terminations only with a list of items tailored to terminations.

- Include one paragraph to address significant performance problems on recent and relevant contracts with a list of items tailored to this, including copies of CDRs, cure notices, etc., discussion of corrective actions, reasons for schedule changes, and so on.

We believe this will add clarity while providing the Government with the relevant performance data it needs to evaluate each bid.

Section L will be updated.

51 PWS 3 Para 4.10.2 Estimating fuel costs for locomotives

Para 4.10.2 refers to CDRL C005, which calls for monthly rail utilization and movement reports. Would the Government please provide copies of these reports over the past two years, or at least a summary as was provided for electricity and fuel oil costs in the Q&A published on 25 June 2019, so that we can price locomotive fuel and maintenance costs?

Historically, Locomotive 1875 was operational 39 days/year (29.32%), 380.2 actual hours.

Locomotive 4643 was operational 44 days/year (29.5%), 353.4 hours

The predominant ACM components include Transite roofing and siding, thermal systems insulation, and vinyl floor tile and associated mastic. Asbestos surveys are performed as needed at the installation. Question: Who conducts the Asbestos Surveys? Is the landfill the responsibility of contractor within the limits of liability?

The operating contractor conducts the asbestos surveys per Occupational Health Clinic Industrial Hygiene PWS para. 4.1 and 4.2. Yes, the landfills are the responsibility of the contractor within the limits of liability, IAW Environmental PWS 1.12.

63 Environmental PWS 12 Environmental, PWS 1.4 , Section L , and Section M

PWS 12 pg. 2 PWS 12 Para 1.4 states "The Contractor shall, establish plan(s) required by FARS including Part 23 and Part 7, Federal, State, and Local regulations, ordinances and codes.

Observe and comply with EOs, ARs to include AR 200-1 and AR 700-90, Department of Defense environmental policies, OPORDs, EXORDs, and requirement needed to bring and to maintain Hawthorne Army Depot (HWAD) into compliance.

Then plan(s) will be evaluated during the selection process and will become part of the final contract (CDRL N004)".

However, there is no requirement in Section L requiring Offerors to provide written plan(s) with their proposal, nor is there any indication in Section M indicating such plan(s) will be evaluated.

Is it the Government's intent that environmental plans be submitted in accordance with CDRL N004 as stated in the PWS, or to submit said plans with their offering?

Para 1.4 of the Environmental PWS has been revised, plans are due no later than 90 days after award.

64 Detailed Demil Descriptions

Section L, Volume 1, Subfactor 2:

Demil of Specified Families of Ammunition

Section L, page 5 Section L states: "The Detailed Demil Descriptions shall include a thorough explanation of the demil, treatment, and disposal for each of the twenty-six (26) MIDAS families listed in the table below. Offeror must provide a written Detailed Demil Description for each MIDAS Family as a stand-alone description of how the Offeror would accomplish demilitarization and disposal of that MIDAS family. Each Technical proposal shall demonstrate a clear understanding and ability to comply with the requirements of the solicitation for demil, treatment, and disposal of the selected MIDAS families." The requirement to provide detailed descriptions favors the 38-year incumbent in that they are the only conventional munitions demil contractor with recent and relevant experience with the 26 distinct MIDAS families and with the equipment on site used to conduct the required demil operations.

Will the Government consider reducing the detailed description submittal to 3 or 4 MIDAS families selected by the Government with the descriptions for the remaining families prepared as a deliverable during the transition period? This still allows the Offerors to demonstrate their in-depth understanding of critical operations and support requirements of the demil process without favoring the incumbent.

Section L was updated to include individual Detailed Demil Description, IMP, and IMS only for each MIDAS family in ordering period 1 MGQ.

65 Property Plan Section L, Volume 3, Property Plan

Section L, page 17 Section L states that failure to provide a property management plan IAW the following Naming Convention and File Format will render the Offeror's proposal non-compliant: The Naming Convention is:

Offeror's_Name_Vol_1_PMP, but the instructions are in the paragraph(s) for Volume 3.

Did the Government intend for the naming convention to reference Volume 3 versus Volume 1?

Yes, the correct naming convention should be: Offeror's_Name_Vol_3_PMP

66 Maintenance Attachment

PWS 3,

Attachment

Section 2.5, page 13 Abnormal Maintenance is defined as a "rare" occurrences such as weather damage or other isolated/ peculiar events.

- Question: Will the Government provide annual historical data for the number of Abnormal Maintenance events.

During the current contract term which began 1 Jan 2011, there have been 4 abnormal maintenance occurrences related to weather. The definition for abnormal maintenance has changed since the current contract and therefore only the weather events were tracked.

67 Maintenance Attachment

PWS 3,

Attachment

Section 2.2 thru 2.4 - Question: Will the Government provide annual historical data for the number of unscheduled and normal maintenance events on an annual basis.

July 25, attachment 91 on FedBizOps was provided which includes all normal maintenance, to include unscheduled maintenance. The details regarding maintenance efforts conducted are not releasable, however the preventative maintenance has been conducted IAW OEM manuals.

68 RFP & Price Matrix Attachment

Section I, Contract Clauses

Page 19 The price matrix attachment contains several CLINs with quantity ranges and weighting criteria for prices which calculate the submission of an average unit price.

- Question: Will the Government consider incorporation of FAR 52.211-18, Variation in Estimated Quantity in the event that the actual quantities ordered vary from the estimate +/- 15%?

It's anticipated that the final RFP will include clause 52.211-16.

69 Maintenance Attachment

PWS 3,

Attachment 0003;

Paragraph 3.3

Page 2 The PWS states a Computerized Maintenance Management System (CMMS) will be maintained and used.

-Question: Will the Government please provide the information currently included in the Incumbent system so that all Offerors can understand the current state of equipment and associated maintenance which in turn will assist all Offerors in determining pricing and associated pricing of risks. Accurate and complete work load data is paramount to accurate pricing.

July 25, attachment 91 on FedBizOps was provided which includes all normal maintenance, to include unscheduled maintenance. The details regarding maintenance efforts conducted are not releasable, however the preventative maintenance has been conducted IAW OEM manuals.

70 Maintenance Attachment

PWS 3,

Attachment 0003;

Paragraph 6.1

Page 11 Item states that the contractor shall maintain a list of all projected abnormal maintenance.

-Question: Will the Government provide an accurate and complete record of all prior and current projected abnormal maintenance? Offerors require this information to determine associated cost risks, especially with respect to being responsible and liable for the first $100,000 of abnormal maintenance.

During the current contract term which began 1 Jan 2011, there have been 4 abnormal maintenance occurrences related to weather. The definition for abnormal maintenance has changed since the current contract and therefore only the weather events were tracked. There are no current project abnormal maintenance projects. Refer to maintenance PWS 6.1 for projected projects.

71 Maintenance Attachment

PWS 3,

Attachment 0003;

Paragraph 2.5

Page 13 Please confirm that the term 'each occurrence' is the collective abnormal maintenance, i.e. if a storm causes multiple damage to various structures is the sum of 'all' damage occurred from the storm collectively.

"Per Occurrence" refers to the abnormal event that caused major damage e.g. a storm, a flood, a straight-line wind. Therefore all damage caused by a single occurrence is included.

An example of NOT meeting the intent of Abnormal Maint would be to submit 4 roads that require normal/periodic maintenance by chip and seal coating as Abnormal Maintenance.

Abnormal Maint is not a result of normal wear and tear that just happens to cost more than $100k when bundled together.

72 Solicitation / Contract Type

Various Various Will the Government consider a Cost type contract in lieu of the anticipated Fixed Price contract? Absent accurate, complete and definitive work load data, non-incumbent Offerors/Contractors are at a significant disadvantage in preparing proposals in response to the solicitation.

All contract types were considered and FFP has been determined as the most appropriate contract type for this requirement.

73 Supply Depot Operations

PWS 1,

Attachment 0001, Paragraph 1.2.17

Page 6 The PWS paragraph states, "2.17 Annually, the contractor shall provide $75,000, retail value, of tools and other identified supplies and service support to government QASAS operations as identified by the senior QASAS. Will the Government consider making this a plug number for

CLIN 0001AA?

Yes, this will be a plug number.

74 What is the average tonnage of materials detonated at New Bomb annually?

Annual tonnage will vary based on the type of munitions being demilitarized. The contactor will be responsible for developing procedures to demilitarize each munition.
