Past performance information provided by the Offeror in its proposal.” Based on the language used in the relevancy rating, it appears that “past performance” in this context is limited to the contract-specific information provided. | 5 | Section L |
Section M
Attachment 0001, PWS 1, SDO Page 71, Volume 1, a. Subfactor 1: SDO
Page 83, Volume 1, a. Subfactor 1: SDO
1st Page, Paragraph 1.1 The referenced Section L and M paragraphs refer to an offeror's plan for the capability to meet the SDO. This implies that all PWS 1 topics must be addressed.
Both paragraphs also state to discuss abilities for A&E storage, issue, receipt, transportation, and accountability/reporting.
| The M paragraph further discusses evaluating an offeror's ability to operating and maintaining the depot IAW contract requirements. This implies that all areas of the PWS 1 must be addressed. PWS 1 addresses not only AA&E, but it also addresses industrial plant equipment (IPE) and other government owned items such as Trident Missiles, mercury, and vertical launch system ship components. | In their responses to Subfactor 1: SDO, are offeror's only to provide their approach for storage, issue, receipt, transportation, accountability/reporting of A&E, or are they to include discussions on the other referenced items such as IPE and Trident Missiles, mercury, and vertical launch system parts? Please clarify. | The offerors shall provde a detailed technical plan for the capability as specified in the SDO PWS to store, issue, receipt, transportation, and accoutbility/reporting for AA&E, IPE, and other government owned items, to include (but not limited to) trident missiles, mercury, and vertical launch system parts. | ||||
| 6 | Section L - Page Limitations | Page 70 | Factor 5 Small Business Participation | Subject reference clearly states that Vol 5 SB Participation is limited to 10 pages. However, providing three (3) Individual Subcontracting Reports (ISRs) as evidence of our commitment to Small Businesses, will necessitate 2-3 pages per ISR (total 6-9 pages). Would the Government please confirm that the Factor 5 response is limited to 10 pages, but does NOT count the attachment of 3 ISRs against the 10 page limitation? | The ISRs have and unlimited page count and have been moved to volume 6. | |
| 7 | Section L, W52P1J19R0069.pdf | Page 78 - Volume 4 (1). | "All prices for this acquisition shall be stated in current U.S. dollars." | Would the Government clarify if all unit prices for all CLINs shall be in current U.S. dollars meaning that no escalation for price increases or inflation shall be proposed? | Offeror's are encouraged to propose escalation (or de-escalation), price increases (or decreases) and/or inflation (or deflation) as they deem appropriate. The intent of this statement is that the offeror's current CY2020 proposal will quote FFP prices for the respective performance periods that incorporate their full estimating assumptions and do not contain reservations for adjustment due to the Consumer Price Index or Producer Price Index for example. | |
| 8 | Section L, W52P1J19R0069.pdf | Page 79 - Volume 4 (1) d | Methodology used for determination of the requested information for all out years. | Would the Government please confirm that the following paragraph stating, "In addition, the Offerors shall provide the methodology used for determination of the requested information for all out years." is a continuation of the previous paragraph, and relates to the adjustment of Ordering Period two and subsequent Ordering Periods, and is not a separate stand-alone requirement to be included as part of the Attachment 16 submission? | Yes, the sentence is a continuation of the previous paragraph and it does relate to the adjustment of OP2 and subsequent OPs. However, it could also be considered as a separate stand-alone requirement to be included as part of the Attachment 0016 submission. As explained within the paragraph d immediately above, it is the Government's intention to make appropriate price adjustments to the successful offeror's prices due to fluctuations resulting from CBAs and/or the SCA changes. The Ordering Period 1 (CY 2021) cost and pricing data submittals will serve as a baseline for recalculating the resultant unit prices. Future requests for adjustment will require submission of cost and pricing data detailing the original values and the proposed revised values. | |
| 9 | Section A, W52P1J19R0069.pdf | Page 3 | DRFP Q&A #2 in the file entitled "HWAD_QA_3.pdf", received on 24 Oct 19 | Item #19 requires submission of a Small Business (SB) Subcontracting Plan at the time of proposal submission. The response to a question previously submitted on this subject was that the SB Subcontracting Plan should be part of Volume 6; however, the FRFP does not explicitly state that. Can the Government please reconfirm that this plan to be submitted as part of Volume 6, Solicitation Offer And Award Documents And Certifications/Representations as previously stated in the Draft RFP Q&A responses from the government? | sections L&M have been updated to include the Small Business Subcontracting Plan in volume 6. | |
| 10 | Section L, W52P1J19R0069.pdf | 69, 78-79 | Number of DVDs/CDs required for submission | Section L Page 69 specifies that two (2) DVDs/CDs of Volume 4 shall be submitted. However, later more detailed instructions for completion of Volume 4 (pages 78-79), in three locations, requires that an "electronic copy of the completed worksheet shall be submitted on a single write CD ROM", which seems to imply the need for three DVDs/CDs. Would the Government please confirm that only two DVDs/CDs containing Volume 4 are required to be submitted? | The total requirement is for two (2) DVDs/CDs for all volumes, there are no further electronic submissions required for volume 4. The single write CD language has been removed. | |

| 16 | Section L - Management Plan - Resumes | DRFP Q&A #2 in the file entitled "HWAD_QA_3.pdf", received on 24 Oct 19 | Can the Government please reconfirm that resumes are excluded from the page limit IAW Q&A #2 received on 10/24/19. Further, we assume that each resume is limited to a maximum of 3 pages -- please confirm. | Yes, resumes are excluded from the page limit. No page limit to resume page count. | ||
| 17 | Section L, W52P1J19R0069.pdf | Pages 70 and 78 | PMP | Section L (page 78) states that "The Property Management Plan is not included in the 150 page limit" (for Volume 3); this is consistent with response #6 in the Q&A file entitled "HWAD_QA_3.xlsx" received in October 2019. However, page 70 of Section L in the FRFP states the Property Management Plan cannot exceed 50 pages. Given all the requirements of FAR 52.245-1(f) Contractor Plans and systems and the separate elements of the PWS, staying within 50 pages will cause us to not be able to include our Corporate property management procedures. Would the Government please confirm that the PMP is excluded from the 150 page limit for Volume 3? | PMP is included in page count. Volume 3 is 150 pages with the PMP limited to 50 pages. Section L&M has been revised to clarify PMP requirement. | |
| 18 | Section L, W52P1J19R0069.pdf | Pages 70 and 78 | Volume 3 | In relation to the question above, if the Property Management Plan is not a part of the 150 page limit for Volume 3, would the Government please confirm that the Volume 3 page limit remains at 150 pages? | Yes, volume 3 remains 150 pages. | |
| 19 | N/A | N/A | Transition | Is it possible to utilize available housing on HWAD during the transition period, for housing of transition personnel? If so, can the Government provide an approximation as to how many rooms/beds might be available for rent? (We recognize there are no guarantees, but if we could be given a general idea as to what's possible, that would be helpful) | If vacant housing is available, an application could be made to the operating contractor to utilize vacant quarters during the transition. The occupant must comply with the terms and conditions of the lease agreement, and would be responsible for any deposits and pay the current rental rate for occupancy to the operating contractor. There is currently only one unit available which is a 3 bdrm, 2 bath house. Vacant military barracks could also be used during this timeframe through Government request and approval. | |
| 20 | Section L - SB Participation Plan and Attachment 23 | RFP Page 80 | Contract Value | Can the Government please confirm that the offeror should use the total evaluated price from the Price Matrix (Attachment 0016-0017-0018) ) to calculate percentage of work to be performed by each subcontractor in the Attachment 23 - Small Business Participation Plan? | Yes, the Small Business Participation Plan (attachment 0023 of RFP) is based on cell H56 on Pricing Matrix (attachment 0016).
