Question 1: The items containing asbestos will require significant additional work to handle, treat and dispose. As such, the cost for these items will be substantially higher for items containing asbestos than similar items without asbestos. If items with and without asbestos are combined within a specific CLIN or MGQ, bidders would need to assume that all could contain asbestos and then would artificially inflate the cost to the U.S. Government. Would the U.S. Government consider separating the asbestos containing items into a different CLIN so these can be properly priced?

Answer 1: No, however see enclosed attachment for a list of items containing asbestos.

Question 2: Many of the items listed on the Industry Day presentations have asbestos.

With the limited release of technical data, there are little details where the asbestos is within each asset. Can the U.S. Government provide additional details for these assets to detail where the asbestos is within each item? If so, can the U.S. Government provide this ahead of the final solicitation? Planning a process with this unknown significantly increases risk, which then increases price.

Answer 2: Yes, see enclosed attachment for a list of items containing asbestos.

Question 3: On the M313 and M314 fuzes, can the U.S. Government provide the composition of the battery? Depending on the composition of this battery, there could be components that significantly change the processing rate, and therefore the processing cost.

Answer 3: This question references the M313 and M314 fuzes, however according to the posted Asset List that was provided with draft RFP W52P1J-19-R-0017, the U.S.

Government calls out the M513 and M514 fuzes. Technical Data that describes the materials used in the M513 and M514 fuzes as listed on the CAD 2020 Asset List will be made available to qualified vendors that gain access to the FedBizOps Technical Data website at the time of the RFP release.
