The U.S. Army, Army Contracting Command - Rock Island (ACC-RI), on behalf of the Product Manager Demilitarization and the U.S. Army Joint Munitions Command, is conducting market research to identify potential sources possessing the capabilities, experience, and expertise necessary for Demilitarization and Disposal of conventional ammunition, including components.
In addition to this sources sought notice the Project Manager for Joint Services, Product Director for Demilitarization Division (PD Demil), Joint Munitions Command - Headquarters (JMC-HQ), and ACC-RI will be hosting an Industry Day to provide information on the planned acquisition and gather feedback from industry in response to the draft Request for Proposal (RFP) W52P1J- 19-R-0017. The following is a list of the families of conventional ammunition that will be included in the RFP, which could include any combination of the following:
155mm Improved Conventional Munition (ICM) projectiles (D561 / D562 / D864): The M449 (D561/D562) anti-personnel ICM contains 60 M43 anti-personnel sub-munitions in 10 layers of 6 sub-munitions each. Each sub-munition is wedged shaped with 2 side quote mark wings quote mark for arming when released. Each round contains three major components: An ogive, containing an expulsion charge at the base of the fuze well; the warhead, and the payload (described above). M864 (D864) consists of three major components: An ogive, containing an expulsion charge at the base of the fuze well; the warhead, a payload of 72 M42/M46 Dual- Purpose Improved Conventional Munition (DPICM) grenades; and solid propellant baseburn unit containing a composite propellant grain and igniter.
20mm cartridges (A953/A677/A919): The M56 series High-Explosive Incendiary (HEI) (A953, A919) projectile body is manufactured from bar stock steel by screw machine process. It has relatively thin-walled casing, base plate, and 165 grains (min) of aluminized Comp A-4 HEI charge. The M56A3 is assembled with the M103 or M103A1 cartridge case and, the M505A3 Point Detonating (PD) fuze to initiate the explosive charge. The M56A3 cartridge is also assembled using an M56A4 projectile body manufactured by a blank, cup, and draw process.
The M56A4 projectile body has no base plate and contains 165 (min) grains of aluminized Comp A-4 HEI charge. It uses the standard M505A3 fuze.
The PGU-28 Semi-Armor Piercing High Explosive Incendiary (SAPHEI) (A677) projectile is machined from 15B27 steel bar stock and then hardened to improve performance against lightly armored targets. The projectile consists of two incendiary compounds, High Explosive (HE), zirconium pellet, copper rotating band, aluminum nose, and a support disk. The nose ignites the more energetic body incendiary, which in turn, initiates the Composition A4 HE.
Fuzes (N335/N340/N411/N412): The M557 PD Fuze (N335) consists of fuze M48A3 assembled with the MN125A1 booster. The fuze PD head assembly contains a firing pin held in position by pin support, which prevents initiation of detonator M24 until impact. The fuze body contains an M1 delay plunger assembly and an interruption assembly with a setting sleeve, which provides a means of setting the selecting PD Super Quick or delay functioning. The delay plunger includes a firing pin and delay element M2. The delay element includes primer M54, a black powder delay charge and relay M7. The M125A1 booster consists of a brass booster body, a delay mechanism and a booster charge. The M17 detonator is held in an unarmed position by centrifugal detents and a gear train mechanism, which provide for the delayed arming for approximately 200 feet depending upon the weapon and charge being fired.
The M739A1 Fuze (N340) is a product Improved Version of the M739 Fuze. It uses a mechanical delay called the Impact Delay Mode (IDM) in place of the Pyrotechnic M1 Delay. It has a one-piece solid aluminum body and five modular sub-assemblies: (1) Crossbar and Holder Assembly, (2) Firing Pin and Detonator Assembly, (3) Setting Sleeve Assembly, (4) Impact Delay Module (IDM) and (5) the Safe and Arming (S&A) Assembly. The crossbar and holder assembly is a rain insensitive sleeve that allows firing in heavy rain or foliage with reduced probability of downrange premature functioning.
The M513/A1/B1/T226E3 (N412) Projectile fuze contains a radio continuous wave transmitter/detector with antennas and a power supply which performs the target detection function. A plastic nose cone is fixed to a rotatable setting ring with a single index line, The setting ring is connected to a clock-work timing mechanism within the fuze sleeve which energizes the proximity element upon approach to the target. The safety line, S, and graduations from 5 to 100, representing seconds to target, are inscribed around the shoulder of the sleeve, The setting ring and sleeve are metal, The slot in the setting ring is for time setting only. Slots in the fuze sleeve are for the fuze wrench when assembling the fuze to the projectile. The fuze is shipped with the index mark set at "S". A fuze desensitizing metal cap, M5, may be pressed on the nose cone when the fuze is used with 105mm, HE cartridges, if burst heights are expected or observed to exceed 50 feet. The M5 cap reduces the burst height by a factor of about 4.
The M514/A/B1 (N411) fuze is an adjustable delayed arming type which are activated by the receipt of reflected radio transmissions emitted from the fuze upon target approach. The fuze contain radio transmitters, antennas and receivers and are energized upon firing. Certain models of this fuze provide for impact functioning (PD action) or the option for a PD setting, but this characteristic is not common to all models. The fuze has a windshield/nose cone of plastic attached to a metal setting ring. The ring and fuze sleeve are made of steel or aluminum. The shoulder of the sleeve is marked with a PD setting where applicable and time graduations from 5 to 100 seconds representing the time of flight to the target. The setting index mark is located on the plastic nose cone. The M514A1 series nose cones identified as KEL-F are authorized for use in the 175mm gun system at all charges.
