The offeror must use / price its proposal in accordance with the latest revisions of the specifications that are called out on the drawings at the time of release of the solicitation. After award, if the contractor would like to use a different revision, then the contractor could submit a Request for Variance (RFV) to the U.S. Government but there is the risk that the RFV may not be approved by the U.S. Government, and then the contractor would still be contractually required to use the latest revisions of the specifications that are called out on the drawings at the time of release of the solicitation.
Q5. Can contractor XYZ be used as a sub-contractor for this contract?
A5. The determination as to what sub-contractors are utilized for this effort is at the discretion of the prime contractor. The only restriction is that the sub-contractors are a domestic source located within the United States, its outlying areas, or Canada. A6. ASTM E10 covers the requirements for Brinell Hardness Test portable testing as long as the machine has a Direct Verification prior to use (details are in ASTM E10). Therefore, yes a contractor can use a portable hardness tester, not as an acceptable alternative, but as necessary as covered by the specification.
