Questions and Answers

The following questions have been submitted in response to solicitation W52P1J-18-R-0089.

Q1. The solicitation states in section L.3. Volume III – Price Factor the Offeror may be considered unacceptable if all configurations are not quoted. Are we required to quote all three configurations?

A1. Yes, all configurations at all quantity ranges will be required to be quoted.

Q2. Can you provide an anticipated date of award and most likely quantities for our reporting and estimating purposes?

A2. Anticipated award date is 4th Quarter 2020. For most likely quantities, please refer to the weights associated with quantity ranges for each component in the Price Matrix at Attachment 0001.

Q3. The minimum guaranteed quantity is 3,000. Is that per ordering period or across all ordering periods?

A3. There is only one minimum guaranteed quantity of 3,000 and it will be satisfied in Ordering Period 1.

Q4. A question came in regarding the revision of the TT-C-490 requirement.

A4. The requirements of this solicitation are to use the latest revisions of the specifications that are called out on the drawings at the time of release of the solicitation. The offeror must use / price its proposal in accordance with the latest revisions of the specifications that are called out on the drawings at the time of release of the solicitation. After award, if the contractor would like to use a different revision, then the contractor could submit a Request for Variance (RFV) to the U.S. Government but there is the risk that the RFV may not be approved by the U.S. Government, and then the contractor would still be contractually required to use the latest revisions of the specifications that are called out on the drawings at the time of release of the solicitation.

Q5. Can contractor XYZ be used as a sub-contractor for this contract?

A5. The determination as to what sub-contractors are utilized for this effort is at the discretion of the prime contractor. The only restriction is that the sub-contractors are a domestic source located within the United States, its outlying areas, or Canada. All requirements of the solicitation shall flow down to any sub-contractor utilized for this effort.

Q6. SP8463171, Rev E, Table I and Section 4.3.3 state Brinell Hardness Test (BHT) shall be performed per (ASTM) E10. This includes on the front flat surface of the threaded nose of the case. Is portable hardness testing an acceptable alternative when required for measuring BHN?

A6. ASTM E10 covers the requirements for Brinell Hardness Test portable testing as long as the machine has a Direct Verification prior to use (details are in ASTM E10). Therefore, yes a contractor can use a portable hardness tester, not as an acceptable alternative, but as necessary as covered by the specification.

Q7. SP8463171, Rev F, Section 3.1.1 states Government Furnished Property List as Not Applicable. Both SP2008227958, Rev B, Section 3.1.1 and SP8463190, Rev G, Section 3.1.1, (documents that state precedence) list CNU-417/E, P/N 8463244, as Government Furnished Property List. The Solicitation

6 November 2019 states Item 0005 as CNU-417/E as an item to be quoted. Please confirm the CNU-417/E is not supplied by the Government and must be produced by the Manufacturer.

A7. The CNU-417/E is the pallet that must be furnished by the contractor and not by the U.S.

Government for the Air Force Bomb configurations (8463170-110, 200827956-030). The MHU-212 Pallet must also be furnished by the contractor, and not by the U.S. Government, for the Navy Configuration (8463170-150).

Q8. After looking through the documents I can't seem to find any information on material grade and chemistry. I've seen the document where mechanical properties and first article testing is specified but it does not specify material grade and chemistry. Can you provide any insight into what is required? Are we to choose a grade that is capable of meeting the mechanical requirements?

A8. The BLU-109 TDP does not specify a material or chemistry, only mechanical properties that must be met. The mechanical property requirements are documented in SP8463171 - Critical Item Fabrication Specification, BLU-109 Series, Case, Warhead, Table 1.

Q9. For clarification, the solicitation states validity should be for 120 days, however, in the responses to questions, Attachment 0014, the anticipated award is 4th Quarter 2020 which is beyond the 120 day validity. What validity is the U.S. Government requesting?

A9. At this time, the U.S. Government maintains a proposal validity of 120 days and an anticipated award date of 4th Quarter FY 2020. We understand the anticipated award date extends past the 120 days. If we are able to award without discussions, the award date will likely be pulled in. If we do have discussions, then we will request offerors to extend the validity of their proposals, and at the conclusion of discussions, we will request Final Proposal Revisions.

Q10. In an effort to provide the U.S. Government with the best possible pricing, we are requesting a 2 week extension for solicitation W52P1J-18-R-0089, from November 18th to December 2nd.

A10. The U.S. Government will NOT be extending the due date of 18 November 2019 for receipt of proposals for solicitation W52P1J-18-R-0089.

Q11. Can you confirm the correct drawing revisions for two drawings included for the CNU-417/E Ammo Box: Drawing 7553316 and Drawing 7553318?

A11. The correct Revisions for the drawings are as follows: Drawing 7553316, Revision H; Drawing 7553318, Revision G. These revisions are listed on the DL8463244-010, Revision H as part of the TDP for this solicitation.
