Answers to Questions Received 5-16-2017 About

Solicitation W52P1J-17-R-LAUN

Q1: Will the lint collectors be replaced?

A1: Depends on the style/type of machine. If the proposed dryers have a lint collector that is located internally in the machine, then the current lint collectors will need to be removed. If the proposed dryer style requires external lint traps, re-use of the current lint collectors is fine. If re-use is not possible, the existing lint collectors will need to be replaced with suitable lint traps.

Q2: Ductwork. Rivets allowed?

A2: Yes.

Q3: When does install hours start?

A3: As early as 0600 (i.e., 6:00 A.M.) central time.

Q4: Do tools need to be checked-in each day?

A4: Pine Bluff Arsenal will not perform a check of contractor tools. Contractors could potentially be inspected by random security checks upon entrance or exit from the installation.

Q5: Do dryers need to be connected to fire alarm system?

A5: No, the dryers do not need to be tied into the current fire alarm system.

Q6: Will used machines be traded-in or scrapped?

A6: As long as approved by HAZMAT/Safety, they would be most beneficial to the Army as trade-ins. Contractor may elect to trade new machines for old equipment as part of its proposal. Contractor will need to include the trade-in value of the current equipment as a separate line-item in the Price Matrix. Contractor will need to complete the necessary paperwork, i.e. a DA1149 form, as part of the turn-in process for the used equipment. The COR must sign-off on the DA1149 form (transportation document), and the barcodes associated with the removed equipment shall be documented on the form.

Vendor shall obtain DA1149 form from the COR. Instead of trading new equipment for the old machines, Contractor can choose to scrap the current equipment after the new equipment has been installed. Decision must be reflected up-front in contractor’s proposal.

Q7: Does all the existing unused re-used piping have to be demolished?

A7: If piping is currently abandoned in place, it does not have to be demolished as part of this contract. If the proposed installation requires a piping configuration that differs from the existing set-up, which results in the existing pipes to be unused, the unused pipes will need to be removed by the Contractor.

Q8: Existing water headers need supported. Should this be handled by Government or vendor?

A8: Vendor shall address header support as necessary to meet requirements for complete system installation.

Q9: Disconnects are old and should be replaced and installed in safe (a.k.a. new location)?

A9: Vendor shall address old disconnects as necessary to meet requirements for complete system installation. Disconnects may be replaced and installed in safe location.

Q10: There are drain pipes in the trenches. Are they to be used? Is steam required?

A10: Utilize existing drain pipes as much as possible, provide new connection or drain piping if necessary. Steam is not required.

Q11: Is the plan to remove the current lint collector? If not, current dryer technology may not work going into Norman D6.

A11: That will depend upon the style of the proposed dryers. Refer to answer to question #1.

Q12: Should dryer location stay the same (or be moved right, left, back, or front)?

A12: Dryer location should remain the same.

Q13: Should the dryer discharge location stay the same (or be moved right, left, back, or front)?

A13: Dryer discharge location should remain the same.

Q14: Water connections (hot and cold) associated with washer #2 only connect to existing 3”-4” header. Does the Government want it to stay this way?

A14: Connections may be changed to suit the requirements of proposed equipment as long as applicable codes are met.

Q15: Does the Government want an additional 1.5” hot connection (associated with washer #2)?

A15: Connections may be changed to suit the requirements of proposed equipment as long as applicable codes are met. If proposed equipment requires an additional hot connection, then the existing connection may be utilized. If proposed equipment does not need an additional hot connection in order to meet required specifications in the

Statement of Work (SOW), then it does not need to be reconnected.

Q16: Does the Government want the header open end drops above washer #2 removed or capped?

A16: Removal or capping is acceptable.

Q17: What is the work/schedule of the facility?

A17: The schedule is as follows:

Week 1 Monday - Thursday: 0600-1530 central time (i.e., 6:00 a.m. – 3:30 p.m.)

Friday: 0600 to 1430 (i.e., 6:00 a.m. – 2:30 p.m.)

Week 2 Monday - Thursday: 0600-1530 central time (i.e., 6:00 a.m. – 3:30 p.m.)

Q18: Will/can the install take place when the facility is in operation?

A18: Installation of the new equipment must occur in such a way that Pine Bluff Arsenal can maintain laundry operations throughout the entire installation process.

Q19: Can the install take place at 2nd or 3rd shift?

A19: Install should take place during normal Pine Bluff Arsenal (PBA) working hours.

Refer to A17. PBA can accommodate installation during a three-day weekend, if needed. Advanced coordination with the COR and other PBA staff is required.

Q20: Will production need to be maintained during the install?

A20: Installation needs to take place in such a way as to not shut down laundry operations. If performed during normal work week, only one dryer and one washer can be down at a time. Production will need to be maintained. Items that have to be laundered cannot leave the installation to be cleaned off-site.

Q21: Will it have to be a multi-phased installation?

A21: Installation needs to take place in such a way as to not shut down laundry operations. If performed during normal work week, only one dryer and one washer can be down at a time.

Q22: Who from PBA will be onsite as a contact during the installation?

A22: Normal contact for Pine Bluff Arsenal will be the Contracting Officer

Representative (COR).

Q23: Can the install take place on the weekend?

A23: Arrangements can be made for installation to take place over a 3-day weekend as long as laundry operations are not impacted, as previously stated. Refer to A20 and

A17 above.

Q24: Is it possible to get a CAD file for the building with the current equipment layout or event just for the building itself?

A24: AutoCAD drawings have been provided as Attachments 0016, 0017, and 0018.

Q25: Does installation need to take place on a specific day of the week? Can it take place on a 3-day weekend?

A25: Refer to A23.

Q26: Can job boxes be left at the installation or do they need to be checked-in every day?

A26: Work boxes can be left at the job site. They are left at the contractor’s risk, and the

Government is not responsible for items left at the work site.

Q27: Do any special welding or soldering permits need to be obtained?

A27: A hot work permit will be required, and can be obtained from the Pine Bluff Arsenal

Fire Department via the COR. The hot work permit is only valid for one day. If welding work will take more than one day to complete, a hot work permit will be required for each day welding is to be performed.
