Question # Questions from Potential Offerors Government Response
1 Exhibit A –WSTARS WMII CDRLs_Rev 2, 04 January 2017
1. There is a preponderance of incorrect contract references in Block 5 of the CDRL Form 1423’s.
2. The CDRL listing on page 69 does not include CDRL B003 or B004. Additionally, in Exhibit A, B001 and B004 are not provided. There are multiple inconsistencies in the CRS documents with reference to CDRLs.
1. These incorrect contract references have been resolved. Please see updated
CDRLs in Exhibit A - WSTARS WMII CDRLs_REV 3 in Amendment 3.
2. CDRL B001 is included in the attachment. CDRLs B003 and B004 are not required, and are not in the attachment. The appropriate reference to CDRL B001 was added in the attached Base Contract CRS. The inappropriate references to
CDRL B004 were removed in the attached Base Contract CRS. Please see updated CDRLs in Exhibit A - WSTARS WMII CDRLs_REV 3 in Amendment 3 and updated Attachment 001 - Base CRS & Attachments_REV 2.
2 Attachment 002 - TO1 CRS & Attachment, Section 4. Objectives, e)
1. The Task Order requires production of Integration Hardware Environment (IHE) for the full WMII Converged and Composable Infrastructure to host multiple subsystems including GSCCE and WRMS (see, e.g., Objective 4, e)). GSCCE (with MAJE upgrade) and WRMS both require significant computing power and high throughput data storage to support their signal processing functionality. It is unclear whether it is the Government’s intent that the Converged and Composable Infrastructure support this functionality or whether this is to be provided by subsystem unique resources.
QUESTION: Request the Government to please confirm that the computing and data base functionality in the Converged and Composable Infrastructure is not required to support signal processing computing and storage required to support GSCCE (MAJE modification) and WRMS signal processing functionality.
It is the Government’s intent that the Converged and Composable Infrastructure will support this functionality.
The computing and data base functionality in the Converged and Composable
Infrastructure IS required to support signal processing computing and storage required to support GSCCE and WRMS signal processing functionality.
3 (A) SF33 Solicitation, Offer and Award
(B) Attachment 002 – TO1 CRS & Attachment, 13 December 2016
1. The SF33 and the TO1 CRS under PERIOD OF PERFORMANCE (PoP) does not indicate a desired or anticipated PoP start date, or a time of start in days after contract date of award. We understand from Section L, L.3 that our offer is valid for 120 days and while we assume the Government plans to award within 120 days from submittal, there is no indication of the authority to proceed date.
QUESTION: Request the Government to provide an anticipated start date for PoP and/or anticipated start days from award date.
The period of performance will start with the award of the contract.
4 Solicitation Section I Page 16 of 62, Clause I-84 DFARS 252.204-7012
1. As detailed in PGI 204.73, Safeguarding Covered Defense Information and Cyber Incident Reporting and the associated formal Frequently Asked
Questions (FAQs), the contracting officer shall ensure that Covered Defense Information (CDI) or operationally critical support (as provided by the requiring activity) is identified in the contract, task order, or delivery order, and ensure that the contract, task order, or delivery order includes the requirement (such as a contract data requirements list) for the contractor to apply markings, when appropriate, on CDI.
QUESTION: Request further input from the Government as to whether the requirement for Covered Defense Information (CDI) has been identified for this specific acquisition.
Yes, CID is a requirement under this contract.
5 QUESTION: Is the header/footer position outside or inside of the 1 inch page margin? The header/footer position is outside of the 1 inch page margin.
6 Solicitation Section L Page 54 of 62, Volume 6, Para (i)
1. Subparagraph c) references the following clauses to fill-in: 52.219-4 and 52.219-28. Clause 52.219-28 is not included in Section I. Subparagraph d) references a potential fill-in DFARS 252.209-7999. This clause in not included in Section K.
QUESTION: Did the Government intend for these references to be completed, or are they omissions?
FAR Clause 52.219-28 has been added. Please see updated Section I in W52P1J-
17-R-0008 - Amendment 0003. DFARS Clause 252.209-7999 has bee added.
Please see updated Section K in W52P1J-17-R-0008 - Amendment 0003.

Question # Questions from Potential Offerors Government Response
Solicitation W52P1J-17-R-0008
8 Attachment 003 - Price Matrix - Base & TO1
1. The Base Contract hours for each year are prescribed as “Gov’t Fill-In Fields”. The Offeror fills in the labor rates to the hours provided.
QUESTION: Request the Government to please clarify whether the notional hours given in the Base Contract tab are meant to include the Task Order 0001 hours in its entirety, are representative of a portion of the Task Order 0001 hours, or are the Task Order 0001 “AMOUNT” (price) completely independent of the notional hours of the Base IDIQ Contract?
The notional hours given in the Base Contract tab are inclusive of all work estimated over the life of the IDIQ contract, to include Task Order 0001.
9 Attachment 008 – Past Performance Questionnaire & Instructions
1. On Section III. CONTRACT PERFORMANCE, Item 6. SERVICE AREAS, there are no service areas identified. We are assuming that there are “no service areas” that the PPQ respondent is required to evaluate unless otherwise directed by the Government.
QUESTION: Please clarify the Government’s intention with respect to this service areas section as either intentionally left blank, or inadvertently unfilled.
2. On Section III. CONTRACTOR PERFORMANCE (GENERAL INFORMATION) with respect to the evaluation criterion, the following statement is made
“Using the rating definitions and abbreviations above, please read …” A screen shot of the statement is provided below.
NOTE: There are no definitions of the evaluation criteria abbreviations included on the template for the respondent to reference. Assumptions are being made for the following for abbreviations, but lack of the official definitions to delineate between different levels. We have non-US Army respondents that will need the ability to distinguish between the ratings that ensures a fair and reasonable assessment.
E = Excellent
VG = Very Good
S = Satisfactory
M = Marginal
UN = Unsatisfactory
N/A = Not Applicable
QUESTION: Request that the Government please provide the rating definitions and abbreviations update to the PPQ.
1. Correct, there are "no service areas" that the PPQ respondent is required to evaluate. Item 6. SERVICE AREAS has been removed from Attachment 008 -
Past Performance Questionnaire & Instructions_REV 2. Please see revised
Attachment 008 - Past Performance Questionnaire & Instructions_REV 2. The
Government will accept previous PPQ forms and PPQ do not have to be the revised Attachment 008 - Past Performance Questionnaire & Instructions_REV 2.
2. The rating definitions and abbreviations have been added to Section I. Please see revised Attachment 008 - Past Performance Questionnaire &
Instructions_REV 2. The Government will accept previous PPQ forms and PPQ do not have to be on the revised Attachment 008 - Past Performance
Questionnaire & Instructions_REV 2.
10 Reference TO01 CRS, Section 7(vii) Program Management and (viii) Cybersecurity. These paragraphs state Contractor shall perform tasking in accordance with Sections 5.2 and 5.4 respectively in the IDIQ CRS. Does this mean that CLIN 0007 – Program Management and CLIN 0008 – Cybersecurity are to be priced to support TO 0001 scope only? Or are these CLINS to be priced to account for all IDIQ program management and cybersecurity tasks in Sections 5.2 and 5.4; which would then eliminate the need to price program management and cybersecurity in subsequent task orders unless the scope was beyond that which had been priced in TO 0001.
CLIN 0007 – Program Management and CLIN 0008 – Cybersecurity are NOT to be priced to support TO 0001 scope only. Rather CLIN 0007 – Program
Management and CLIN 0008 – Cybersecurity are to be priced to account for all
IDIQ program management and cybersecurity tasks in Sections 5.2 and 5.4; which would then eliminate the need to price program management and cybersecurity in subsequent task orders.
11 Reference the RFP, Section B, FFP CLIN 0001, and the Price Matrix – Base Contract Tab. Is the purpose of adding the firm fixed price labor rates thru fee to
Section B of the IDIQ so that these rates may be proposed for FFP CLINS or task orders? Does the Government agree that cost type CLINS should be priced using FPRAs or FPRRs as appropriate? Does the Government intend to add CPFF and Cost Reimbursable CLINS to the IDIQ, Section B?
The purpose is to add FFP labor rates to the base contract which will be used for
FFP CLINs or task orders. The Government does not intend to add CPFF or Cost
Reimbursable CLINs to the Base IDIQ Section B.
Offerors are encouraged to propose or price the CLINs as they see fit. One tool to support reasonableness of the Cost Type CLINs could be FPRAs or FPRRs but there are other tools such as wage surveys, etc. that also could be used. The
Government does not intend to add CPFF or Cost Reimbursable CLINs to the
Base IDIQ, Section B.
