Question # Questions from Potential Offerors Government Response 1 Questions on CDRL A007

In the DD-1423s, the CDRL A007 CDRL references paragraph 1.6.16.1, which does not appear in the CRS. Presumably the correct reference is 5.2.3?

CDRL DD-1423 references DI-MGMT-81466A, which is a Contract Performance Report. Can the Government confirm that the intent of CRS section 5.2.3 is that full EV reporting (all 5 CPR formats) is required on the IDIQ, regardless of task order value (regardless of gate limits specified in RFP Section A.7)? Or, is the Government indicating by the DD-1423 Block 3 "Contractor Manpower Report" that only CPR Format 4 is required?

The DD-1423 for A006 indicates that the "EVMS is not required". Can the Government confirm that this statement is in regards to A006 only, and that the requirement is to report EV data through A007?

The correct reference is 5.2.3 in CDRL A007. Please see updated CDRL A007 in Exhibit A - WSTARS WMII CDRLs_REV 2 in Amendment 1. The Government indicates by the DD-1423 Block 3 "Contractor Manpower Report" that only CPR Format 4 is required. Please see clarification in Block 6 in updated CDRL A007 in Exhibit A - WSTARS WMII CDRLs_REV 2 in Amendment 1. No EV Reporting is required for the A006 or A007.

2 Question: Form DD254 does not have SCI checked off and in CRS 2.6 it says it will require Sensitive Compartmented Information (SCI) access eligibility for some personnel. The CRS implies SCI will be at the contractor site in CRS 2.6. Please clarify that the SCI access is only at Government sites?

Correct, SCI access is only at Government sites. Please see updated Attachment 0005 - WSTARS DD254_REV 2 in Amendment 1.

3 Question: Form DD254, 11a is checked on the DD254 which implies we only have access to classified materials at another contractor’s facility or government activity, but 11c. is checked off as well indicating that we are authorized to receive and generate classified materials.

Please see updated Attachment 0005 - WSTARS DD254_REV 2 in Amendment 1.

4 Question: The RFP Security requirements require a COMSEC account but the DD245 does not have the appropriate blocks checked. Please see updated Attachment 0005 - WSTARS DD254_REV 2 in Amendment 1.

5 Question: CDRL 004 Configuration Control Document references the GSCCE System Spec, is this the correct reference? Please see updated CDRL C004 in Exhibit A - WSTARS WMII CDRLs_REV 2 in Amendment 1.

6 Question: CRS 5.1 states "The Contractor shall study the currently fielded WSOMS GSCCE subsystem, and enhance those hardware, Virtual Machine (VM) software, and SOA bus capabilities. " This statement seems to contradict other requirements contained in the Task Order and Base IDIQ CRS requirements. It is assumed that the Government preference would be a subsystem independent WSTARS MWII as not to be dependent upon future subsystems changes such as

GSCCE.

There is no contradiction; the operative word is "capabilities".

7 Question: L.9 Vol4 VOLUME 4 - PRICE/COST PROPOSAL (iv) narrative word doc. Typically the requirements of paragraph b "evidence of current Forward Pricing Rate Proposals and/or Agreements or similar for Direct Labor rates and/or Indirect rates" is sufficient Paragraphs c and d would only be required if those agreements did not exist.

Recommendation: Evidence of current Forward Pricing Rate Proposals and/or Agreements or similar for Direct Labor rates and/or Indirect rates and will be provided in the MS Word Volume should be sufficient

Section L.9 VOLUME 4 - PRICE/COST PROPOSAL, Paragraphs (iv) b. and (iv) c.

are independent supporting events to detail existing labor (and Indirect) rates and those proposed. Therefore, they are not substitutable.

8 Question: Is it the Government’s intent to award to the prescribed amounts provided by the Government in the WSTARS WMII Price Matrix for travel and ODC costs or should each offer include surrogate amounts for each in their pricing volumes along with the corresponding basis of estimate?

Surrogate amounts for Travel and ODC costs are to be included within the offeror’s Price proposal. As reflected on the WSTARS WMII Price Matrix and as spelled out below:

#009: Government Surrogate for Travel(Not to Exceed): $62,500.00 #010: Government Surrogate for ODC (Not to Exceed): $62,500.00

These amounts are to be incorporated and accumulated within the offeror’s proposal as prescribed. The surrogate amounts are not guaranteed amounts as these are cost reimbursable CLINs. Only actual costs will be paid.

Updated Section L Volume 4 - Price/Cost Proposal (iii) f) in Amendment 1.

9 Where would the price for the hardware be identified, CLIN 002? The price for the Infrastructure Prototypes (hardware) shall be input under CLIN #002 Converged and Composable WMII: Infrastructure Prototypes.
