A104: Expectation is for the offeror to try to achieve 100% availability, reliability and operational readiness of systems; however, the Government does allow for deviations from this standard. The deviations from 100% can be found in TE-2 - Performance Requirement Summary (PRS) and is taken from TE-1 - C4IM Services List.

Q105: In reference to PWS Paragraph 1.10.1.3, The PWS states, “…Contractor and subcontractor employees requiring IA awareness training complete the training at the start of work performance.” Will the IA Awareness training be provided by the Government?

Q110: In reference to PWS Paragraph 1.11.1.3, OPSEC Training - Will the government accept training already completed within the annual cycle, or will the contractors have to recertify at the beginning of the contract POP A110: The Contractor will need to submit new OPSEC training forms within 30 calendar days of the start of the contract for each of their employees. Employees hired after the start of the contract, will require the OPSEC training within 30 calendar days of the start of employee performance on this contract and annually thereafter.

Q111: In reference to PWS Paragraph 1.13, the PWS states, “Contractors performing work at Government workplaces shall provide their employees with an easy readable identification (ID) badge indicating the employee’s name, the Contractor’s name, the functional area of assignment, and a recent color photograph of the employee.” Will the contractor need to provide Company ID badges, or will the Government issues CAC suffice?

A111: A Government issued CAC will suffice.

Q112: In reference to PWS Para 1.27.1, The PWS states, “…the Government will provide one-time training to no more than two (2) personnel during initial training.” Will the Government provide a training CLIN to cover contractor costs for additional personnel training?

A112: The Government will fund the initial new requirement training for two personnel per CLIN 0007 of the SF 1449. The Contractor will be responsible for funding any additional training.

Q113: In reference to PWS Para 1.3, The PWS states, “The Contractor shall deliver comprehensive, integrated, end-to-end IT services.” Are all services provided by the contractor or are the Government employees also providing the services?

A113: Work defined in Section C-5 of the PWS will be provided solely by the Offeror.

Q114: In reference to PWS Para 1.3, The PWS states, “The Contractor shall deliver comprehensive, integrated, end-to-end IT services.” In order to determine an appropriate staffing approach, will the Government provide the number of Government employees expected to work with the offeror in providing the identified services?

A114: Work defined in Section C-5 of the PWS will be provided solely by the Offeror.

Q115: In reference to PWS Para 1.9.1, The PWS states, “New or replacement personnel who require a security clearance to perform work under this contract shall have the required security clearance at work performance start date.” To minimize risk at contract start, will the Government consider allowing interim clearances for newly assigned personnel?

A115: The Government honors all interim clearances granted by the Department of Defense Central Adjudication Facility (DoD CAF). Local interim determinations will not be honored.

Q116: In reference to PWS Para 1.9.1.4, TARP Training - Will the TARP training be provided by the Government?

A116: All training required in PWS paragraphs 1.9. – 1.11.1.3 will be provided by the Government.

Q117: In reference to PWS Para 5.2.3.2.1, “Contractor shall provide standard office automation desktop software…” What specific software is the Government expecting the Contractor to provide? Microsoft Office is GFE. Does “provide” mean “distribute” or “deploy” to Army users (i.e., labor) not the actual software or licenses?

A117: The word “provide” in this context means to “distribute” or “deploy.” Please reference PWS Para

5.2.3.2.2. “The Contractor shall provide centrally funded software to all Army users or as part of a standard Army Program.”

Q118: In reference to PWS Para 5.2.5. The paragraph mentions, “thin clients”. Will the Government provide an update to the GFE list to identify the assigned amount of Thin Client hardware?

A118: PWS Paragraph 5.2.5 will be changed to say Zero Client instead of Thin Client. Zero Clients will not be provided to the Contractor in support of this solicitation (except where test environments are necessary); however, the offeror shall be required to support the zero client equipment.

Q119: In reference to PWS 5.2.1.2. Weekly backups: What type of media are the back-ups saved to?

Tape? HD? Synchronous within enterprise? Asynchronous outside enterprise? If tapes, is Contractor responsible for purchasing and maintaining an inventory of tapes? If yes, will the Government provide estimate of annual tape consumption and type of tape system currently used?

A119: It is a mix of tape backup and disk based backup. We are currently in transition from tape to disk.

Backup tapes will be procured through the material CLIN of the contract and therefore the offeror does not need to include this in their submissions. Offeror’s will be responsible for proper inventorying and storage of tapes until retired.

Q120: In reference to SF 1449, p.3 and 4, #8. We request the Government please define the acronym “WYS” used in reference to the IT Support Specialist for Above-Baseline A La Carte Services pricing.

A120: Workyears

Q121: In reference to SF 1449, P. 30, M7.1. Evaluation factor includes reference to DoD Instruction

5200.40. There are also multiple references to this Instruction throughout the RFP and PWS. DoD Instruction 5200.40 was replaced by DoD Instruction 8510.01 on November 28, 2007.

http://www.public.navy.mil/spawar/PEOEIS/NEN/NGEN/Documents/CertificationandAccreditationProces s_rel.pdf Does the Government want our proposal to address IA IAW 5200.40 or the 8510.01?

A121: The reference of DoD Instruction 5200.40 in PWS Para 5.4.4.1, Defense in Depth should not have been used. The DoD Instruction 8510.10 document is the current instruction and should be used. Note, this instruction was referenced in other portions of the solicitation and is also referenced in Section C6, Publications and Forms.

Q122: Regarding PWS 1.3.2, could the government explain how these services will be funded?

A122: Funding for PWS 1.3.2 is outside the scope of this solicitation.

Q123: Regarding PWS 1.11.1.2, the Government states that, “the Contractor's Project Manager shall keep the COR apprised of all personnel whereabouts when in a temporary duty (TDY) location." Is there a reason this is being defined as a Project Manager's responsibility rather than the Program Manager's?

A123: The reference of Project Manager is incorrect. It should say Site Manager.

Q124: Regarding PWS 1.22, is the Offeror expected to price for physical laborers to transport equipment?

Typically, there is a contractor on the installation whose contract includes moving furniture and equipment.

As this is not a C4IM services, would that not fall under that contractor's purview? How often is this service required?

A124: Moving IT equipment is not provided by any service on this installation. The solicitation requires the offerors to move baseline equipment used in support of services identified in Section C5.2-C5.4. The offeror’s will not be moving customer equipment.

Q125: Regarding PWS 1.27.1, can the government define what the limited time referenced would roughly be?

A125: There is not reference to a time constraint in PWS Para 1.27.1.

Q126: Regarding PWS 1.30, can "record" be defined? For example, would it be any information developed as a part of execution of the contract?

A126: All documented data related to this contract, paper or electronic, shall be recorded and stored.

Q127: PWS 4.1 identifies a required services example as transporting PCs. This contradicts 1.22 stating the contractor shall not be responsible for transporting end-user devices. Which is correct?

A127: They are both correct. The offeror will be responsible for moving GFE (including PCs) and additional new equipment that is needed in support of baseline services identified in Section C5.2-C5.4.

The offeror will not be responsible for moving customers’ equipment.

Q128: Regarding PWS 5.1.13, will the contractor have the authority to task/engage vendors on the government's behalf? This requirement implies as much in order to fulfill it, but typically a government POC sign-off is required.

A128: After verifying the equipment is still under warranty. The Contractor shall be responsible to work within the warranty to get the equipment repaired/replaced. At no time shall the Contractor make contact with a vendor when the equipment is not under warranty without getting permission from the Government first.

Q129: In reference to PWS 5.2.3.5.1, C4IM lists this as a mission-funded service, yet this is in the Baseline Services section of the PWS. Is this service intended to be for NEC only?

A129: Service described in PWS Para 5.2.3.5.1 was taken directly from C4IM 700.3.4.2 and it is identified as a baseline service. The only part of Life Cycle Replacement (LCR) that is a mission funded service is the data transfer.

Q130: In reference to PWS 5.2.3.5.3, can "other hardware" be defined? This leaves the scope of expertise required to be very broad.

A130: “Other hardware” would be the types of equipment used in support of Desktop/Software/ Peripheral support services that may be defined in the future.

Q131: In reference to PWS 5.4.5.3, detection and investigation is typically a Cyber Center function. Is this responsibility being pushed down to local NECs?

A131: Detection and investigation are done at multiple levels. The offeror will be responsible for detection and investigation at the local level and Cyber Center detects at a higher level and will notify local NECs when action is required.

Q132: In reference to PWS 5.5.1.2.4, should the times be listed as "outside the 0700-1700 Central support" hours rather than 0600-1700?

A132: No as that is the requirement of the customer.

Q133: Is 24 hours advance notice as much as the government can give for planned events?

A133: The 24 hour notice is a minimum amount of time and is historically more.

Q134: Can a requirement be added that the notification to the Contractor needs to occur during normal duty hours, or is the Contractor expected to monitor notification methods during weekends and Federal holidays (e.g. can the ASC G-6 POC approve a Sunday event on Saturday 24 hours in advance and the Contractor be expected to support it)?

A134: Given the mission of the specific customer, requirements can occur during non-standard hours;

however, response time is defined within the PWS and PRS.

Q135: In reference to PWS 5.5.2.1, the equipment relocation requirement begs the same questions as 4.1 and 1.22: is the contractor responsible for transporting end-user devices? Physical labor and transportation for technicians invokes considerations of liability and risk.

A135: Yes, the offeror shall be responsible for transporting end-user devices as outlined in PWS Section

5.5.2.1. Equipment relocation and setup is a function the customer requires for this service.

Q136: In reference to PWS 5.5.4.3, 5.5.4.5, 5.5.4.6, and 5.5.4.7, could the Government please clarify how they intend for Offerors to price these items? As pricing directly impacts staffing, will support for these requirements be accepted in the form of FTEs or based on hours to complete the requirement?

A136: Offerors are not being required to price for these services for this solicitation. When the customer determines they need one of these services, the Contractor shall provide an estimate based on the project scope.

Q137: In reference to PWS 5.5.4.4, does New Technology Support include a requirement for the Government to provide training?

A137: Yes

Q138: PWS 1.22 references that the Contractor is responsible for packing/unpacking and moving equipment. Is there a common location for delivery of equipment? If yes, do we transport the equipment from the delivery location to the final destination?

A138: The solicitation requires the offerors to move baseline equipment used in support of services identified in Section C5.2-C5.4. The offerors will not be moving customer equipment. The Government does provide the Contractor a facility in the basement of Building 104.

Q139: Reference PWS 1.22. Is there a depot location? If yes, is it Government or contractor-run? Please verify that it is not a requirement of the solicitation.

A139: The Government does provide the Contractor a facility in the basement of Building 104; however, the Contractor will only be moving baseline equipment used in support of services identified in Section C5.2-C5.4 and does NOT include customer equipment.

Q140: Reference TE-2 _PRS _for_ ITS_Contract_31_Aug_2016. The AQL for 5.5.1.2 indicates 1%. Can the Government clarify? Do you mean there will be no issues of 1%? And if so, 1% of what? Or, that we are responsible for greater than 99% maintenance support, scheduling and analysis of equipment? Do you mean we will establish a schedule and successfully schedule and complete periodic maintenance?

A140: The PWS and PRS both state daily maintenance support; i.e., turning on the equipment, ensuring the equipment is operational and if not, troubleshooting problems. If the Contractor is unable to fix the problem, the Contractor will notify the COR and the ASC POC immediately to determine next course of action. Method of surveillance is periodic inspection and customer complaints. When inspections occur for this service, the Government will take the amount of times a service was required to be performed and how many times it was out of scope to determine compliance. The Contractor is allowed 1% deviation to 100%.

Q141: Reference TE-2 _PRS _for_ ITS_Contract_31_Aug_2016. The AQL for 5.5.1.2.1 indicates 1%.

A141: There are two measurable requirements for 5.5.1.2.1, both have a 1% deviation. Method of surveillance for both is periodic inspections and customer complaints. When inspections occur for these services, the Government will take the amount of times a service was required and how many times it was out of scope to determine compliance. Since the surveillance method is periodic, a specified amount of time cannot be provided. The Contractor is allowed 1% deviation to 100%.

Q142: Reference TE-2 _PRS _for_ ITS_Contract_31_Aug_2016. Regarding 5.5.1.3.2 and 5.5.1.4 indicate an AQL of 2%. Does this refer to no more than 2% of the support and notification requirement will not be completed within the timeframe identified? Also, is this within a 1 month period? A 1 year period? Over the life of the contract? Please clarify.

A142: For ACQ 5.5.1.3.2, Yes, the metric relates to the requirement to document On Call requirements and notified the COR and ASC POC within the timeframe established. Since the surveillance method is periodic, a specified amount of time cannot be provided. Method of surveillance is periodic inspection and customer complaints. When inspections occur for this service, the Government will take the amount of times a service was required to be performed and how many times it was out of scope to determine compliance. The Contractor is allowed 2% deviation to 100%.

Q143: Reference TE-4_ Workload. Line 11 indicates remote Blackberry service, associated with PWS

A144: Equipment has been listed in TE- 5 GFE and number of systems are located in TE- 4 Workload.\

Q145: Reference PWS Section 5.2.1.2.2. Section 5.2.1.2.2, indicates a requirement to maintain 100% availability. Is the equipment configuration such that it can support 100% uptime? Are there redundant fiber channel switches (for example)? Are the LUNs redundant? If the current architecture does not support 100% availability (rather, 99.999+), will the Government entertain technical solutions to augment the current configuration?

A145: Expectation is for the offeror to try to achieve 100% availability, reliability and operational readiness of systems and systems; however, the Government does allow for deviations from this standard.

The deviations from 100% are found in the TE-2 Performance Requirement Summary (PRS) and is taken from TE-1 C4IM Services List.
