SECTION SF 30 BLOCK 14 CONTINUATION PAGE
The following items are applicable to this modification:
AMENDMENT U0003
A. The purpose of this amendment is to:
1. Incorporate an updated version of Attachment 0003 - PPQ dated 18 October 2016 into the solicitation.
2. Incorporate an updated version of Attachment 0004 - SCA Wage Determination (WD 15-2175 Rev.-3) dated 9 September 2016 into the solicitation.
3. Update the extended description in Section SF 1449 of the solicitation for CLINs 0001, 1001, 2001, 3001, and 4001. It now reads "As referenced further in PWS Sections 5.1 through 5.4" whereas previously it read "As referenced further in PWS Sections 5.2 through 5.4."
4. Corrected the title "Addendum to 52.212-2 (Sect. M) (Evaluation of Offers - Commercial Items - Basis for Award) in the solicitation. Previously it read "Addendum to 52.212-1 (Sect. M) (Evaluation of Offers - Commercial Items - Basis for Award). The incorrect Addendum reference has been corrected.
5. Added the following language to Section L.4.c of the solicitation, "For the Past Performance Factor 4, Volume IV, no revised proposals will be requested or permitted."
6. Revised Section L.9 Factor 4: Past Performance (Volume IV) of the solicitation. Please see below highlighted areas for specific changes.
7. Revised Section M.8 Factor 4: Past Performance (Volume IV) of the solicitation. Please see below highlighted areas for specific changes.
8. Revised Section L.4.1.d. of the solicitation. This section now reads "Drawings/Graphics shall not be used for extensive narrative content. Page limits do apply to drawings/graphics in accordance with Table 1 - Compliance Matrix Proposal Organization and Page Count."
9. Revised Section L.4.1.e. of the solicitation. This section now reads "Tables shall not be used for extensive narrative content. Page limits do apply to tables in accordance with Table 1 - Compliance Matrix Proposal Organization and Page Count."
10. Provide the following contractor questions and answers:
Q1: Is there an incumbent for this effort?
A1: Yes
Q2: What is the incumbent contract number?
A2: W52P1J-13-C-5002
Q3: Reference SF 1449 - Block 14 Continuation Page Executive Summary # 6. The RFP states “Phase-in is for a maximum of 30 calendar days prior to the start of the POP, see CLIN 0010 for more details”. CLIN 0010 is 01 Feb 2017 through 28 Feb 2017. Is it the Government’s intent that Phase-In is an allowable cost, and should be represented in CLIN 0010?
A3: Yes that is correct. CLIN 0010 is a priced Option CLIN per the SF 1449 and Attachment 0006 – Price Matrix – NEC IT Support C4IM 30Aug16.
Q4: Reference SF1449 – Block 14 Continuation Page Executive Summary # 7. The RFP states “Phase-out is for a maximum of 30 calendar days and is separate from the POP, see CLIN 4010 for more details”. Is it the Government’s intent that Phase-Out cost as defined in the L.11.e should be represented in CLIN 4010?
A4: Yes that is correct. CLIN 4010 is a priced Option CLIN per the SF 1449 and Attachment 0006 – Price Matrix – NEC IT Support C4IM 30Aug16.
Q5: Reference SF 1449, L.1.c. The Government states the successful offeror may station up to 15 personnel onsite beginning 1 February 2017. And furthermore, that the contractor costs during the transition are the responsibility of the contractor. Is it the Government’s intent that costs for up to 15 personnel be unbillable?
A5: This ambiguity has been corrected per Amendment 0002 of the SF 1449 – Solicitation. The costs for Phase-In and Phase-Out will be billable to the Government per Priced Option CLINs 0010 and 4010.
Q6: Reference SF 1449, L.7.1, Key Personnel Resume Format. “Name of Parent Organization for which the Key Person worked at time when offer was submitted.” Would you please clarify what is meant by Parent Organization?
A6: A Parent Organization/Company is a company that owns enough voting stock in another firm to control management and operation by doing and influencing or electing its board of directors. The second company is deemed a subsidiary of the parent organization/company.
Q7: Reference SF 1449, L.7.1, Key Personnel Resume Format E. Name, title, phone number, and Email of Supervisor are required. This information may no longer be available, given the potential elapsed time between employment date and present date. Suggest that the government make this POC information optional and only require the three references be submitted with resumes.
A7: If POC information is not available – state the reason why.
Q8: Reference SF 1449, L.7.1 Key Personnel Resume Format. “By submitting and signing the resume, the Key Person and Offeror authorize ACC-RI and members of the Sole Source Selection Board (SSEB) to contact any references and previous employers to verify accuracy.” A contingent hire may be hesitant to allow the Government to contact his/her current employer (disclosing the fact that he/she is looking for another job). Suggest that the Government revise this statement to “…contact any references and previous employers (except current)…” A8: The Government appreciates the suggestion, however, no changes will be made.
Q9: Reference SF 1449, L.7.2 and L.7.3. The RFP lists Subfactor 3B under L.7.2 and 3C under L.7.3.
Should the Subfactors be labeled 2B and 2C?
A9: Yes, this has been corrected per Amendment 0002 to the SF 1449 – Solicitation.
Q10: Reference SF 1449, L.7.3 Subfactor 3. The government requires a document management plan for recording their processes and procedures in support of this PWS. Presumably this plan is in conjunction with the document management system in PWS Section 1.29. (Page 20) What does the sentence mean:
“NOTE: This documentation is in addition to the RMF prerequisites.”?
A10: The Contractor will perform processes that are outside the requirements of RMF but must still be documented to successfully meet the requirements of the solicitation; i.e., problem resolution.
Q11: Reference SF 1449, M.7.2. The Government will conduct its analysis by evaluating the information submitted by the Offeror in response to Section L Paragraph L.9.2.” Could the Government please confirm that the Section L reference should be Paragraph L.8.2?
A11: Yes, this has been corrected per Amendment 0002 to the SF 1449 – Solicitation.
Q12: Reference SF 1449, M.7.3. The Government will conduct its analysis by evaluating the information submitted by the Offeror in response to Section L Paragraph L.9.3.” Could the Government please confirm that the Section L reference should be Paragraph L.8.2?
A12: Yes, this has been corrected per Amendment 0002 to the SF 1449 – Solicitation.
Q13: Reference PWS Section 1.3.3. “Place of Performance: TDY to two small NEC-RIA supported Installations”. This statement is followed by three different places IAAAP, LCAAP, and OCPA, in addition to off-site meeting and conferences. Please clarify the number and places of performance.
A13: This was a typographical error. The number should have been three instead of two.
Q14: Reference PWS Section 1.4. Normal Duty Hours are 0700 – 1700 but the hours of support in subsequent sections have different hours listed (5.3.1 0600 – 1800 for example, 5.5.2.1 0600 – 1700).
Would the Government please confirm the hours for tasks not within the normal duty hours of 0700 – 1700?
A14: “As stated in the PWS “Normal duty hours are defined as Monday through Friday, 0700-1700 local time, except Federal Holidays unless otherwise specified.” The two occurrences you referenced require services outside the normal duties and therefore were listed.
Q15: Reference PWS Section 1.29. The government requires the contractor to develop and operate a document management system. Is this system required to be in Government space? Is it correct to assume the contents of the incumbent contractor’s document management system will be available for review?
A15: The system must reside within the Government space. The Government does not currently have a document management system. The solicitation requires the Offeror to develop and operate a system using standard naming conventions for document retrieval.
Q16: Reference SF 1449, L9.2.7 as well as Attachment 0003 – Past Performance Questionnaire. “The Offeror shall submit a Past Performance Questionnaire (PPQ) (Attachment 0003) for each of the recent and relevant past performance references included in the proposal.”
Question: Under "FAR 52.0000-4919 (Contractor Performance Information)," which is incorporated by reference in the NEC-RI ITSS RFP, Government agencies are directed to use the CPARS system to maintain past performance reports generated by this contract. Requiring completion of a PPQ (which is outside the CPARS system) is contradictory to the instruction to use the CPARS, and places an unnecessary additional burden on already-oversubscribed Government personnel. Additionally, due to disclosure rules, our customers often are not authorized to submit Past Performance questionnaires.
A16: FAR part 13.106-2 Evaluation of quotations or offers states that “Evaluation of other factors, such as past performance— (i) Does not require the creation or existence of a formal data base; and
(ii) May be based on one or more of the following:
(A) The contracting officer’s knowledge of and previous experience with the supply or service being acquired;
(B) Customer surveys, and past performance questionnaire replies;
(C) The Governmentwide Past Performance Information Retrieval System (PPIRS) at www.ppirs.gov; or
(D) Any other reasonable basis”.
No changes will be made.
Q17: Reference TE-5_GFE_29Aug2016.xlsx and TE-4_Workload_2016_31_Aug_2016.xlsx. Can the Government please clarify the discrepancy of equipment listed in TE-5_GFE_29Aug2016.xlsx and TE- 4_Workload_2016_31_Aug_2016.xlsx?
a. TE-5 identifies ~363 laptops and desktops, while TE-4 identifies ~6,480 workstations
b. TE-5 identifies ~120 servers, while TE-4 identifies 90 servers A17: GFE is equipment the government provides to the Contractor to perform the work outlined in the PWS. Workload is provided to help offerors ascertain the size and scope of the work to be performed.
Q18: Reference TE-4_Workload_2016_31_Aug_2016.xlsx. Can the Government please clarify the quantity (50/100) provided in TE-4_Workload_2016_31_Aug_2016.xlsx to describe the number of virtual servers (row 15)?
A18: The (50/100) = 50 hosts supporting 100 virtual servers.
Q19: Reference the PWS. Will there be Government staff that will be working with the contractor staff to fulfill the requirements of the PWS?
A19: Work defined in Section C-5 of the PWS, will be provided solely by the Offeror.
Q20: Reference the PWS. How many technical Government personnel will be supporting the functional areas as specified in this contract?
A20: Work defined in Section C-5 of the PWS, will be provided solely by the Offeror.
Q21: Reference TE-5_GFE_29Aug2016. Can the Government provide a building location breakdown of the locations of the equipment on the provided list?
A21: No
Q22: Reference M.6 and M.7 of the SF 1449. The Section L reference numbers in each subsection within M.6 and M.7 do not match the actual Section L section/subsection number intended for reference.
A22: This issue has been corrected per Amendment 0002 to the SF 1449 – Solicitation.
Q23: Reference L7.2 Subfactor 3B and L.7.3 Subfactor 3C of the SF 1449. Should L.7.2 Subfactor 3B and 3C be titled 2B and 2C?
A23: Yes, this issue has been corrected per Amendment 0002 to the SF 1449 – Solicitation.
Q24: Reference L.7.1 Subfactor 2A Organization Structure and Key Personnel. Are commitment letters considered part of the page count?
A24: No
Q25: Reference the compliance matrix and L.8. Subfactors 3B and 3C of the SF 1449. The compliance matrix lists Subfactors 3B and 3C as separate sections. However, page 74 Section L.8.2 lists both 3B and 3C together followed by a single set of requirements to be addressed. Are Subfactors 3B and 3C to be addressed as a joint response or as individual responses for each subfactor?
A25: Section L.8.2 Subfactor 3B and Subfactor 3C shall be addressed as individual and separate responses.
Q26: Reference L.10 Factor 5: Price Volume V of the SF 1449. Please clarify if attachment 006 Pricing Matrix is to be submitted separately as an excel file per the compliance matrix or as part of an accompanying word doc as mentioned in L.10.2 and L.10.3 for accompanying written explanations?
A26: Attachment 0006 Pricing Matrix will be part of the overall Pricing Proposal. Attachment 0006 Pricing Matrix shall be in excel format. The remaining portion of the Pricing Proposal shall be submitted in Microsoft Office (2013 Word, Excel, etc.) format. The Pricing Proposal has no page limit.
Q27: Reference L.11 Contractor/Business Volume VI of the SF 1449. Are amendments to be included in this volume? If not, what volume will they be included in?
A27: Yes, amendments shall be signed and included in Contractor/Business Volume VI.
Q28: Reference L.11 Contractor/Business Volume IV of the SF 1449. If there is no OCI, does the offeror still need to submit an OCI mitigation plan?
A28: Yes
Q29: Reference the Continuation Sheet from the SF 1449. CLIN 0004 Garrison above baseline services does not have a corresponding service quantity listed on page 4.
A29: Referencing the SF 1449, Continuation Sheet, CLIN 0004 shows a Quantity of 1 and a unit of issue of Job. Furthermore, please reference Attachment 0006 Pricing Matrix CLIN 0004 for further details on how to price the CLIN.
Q30: Reference Section L.1.c of the SF 1449. Section L.1.c states contractor costs during transition are the responsibility of the contractor. However, CLIN 0010 indicates Phase In is an FFP Job with an anticipated POP of Feb 1-28 2017 and p 79 of 93 L.10.4 states CLIN 0010 must be priced. Please clarify if Phase In
(Transition) is at the contractor's cost or will it be part of the pricing the government will pay to the successful offeror through CLIN 0010? If there will be a combination of contractor and government costs, can the government clarify what should be included in CLIN 0010 pricing?
A30: This ambiguity has been corrected per Amendment 0002 of the SF 1449 – Solicitation. The costs for Phase-In and Phase-Out will be billable to the Government per Priced Option CLINs 0010 and 4010.
CLINs 0010 and 4010 shall be priced.
Q31: Reference Section L.7.1 of the SF 1449. Top of page states "Sole Source Selection Board". This appears to be an 8(A) competitive procurement. Does the government intend to issue a Sole Source?
A31: No, this issue has been corrected per Amendment 0002 to the SF 1449 – Solicitation.
Q32: Reference PWS, P12, Table 1. Investigation Required for NIPR SIPR AD Admin / OU Admin is listed as SSBIT5SSBI. Please clarify if this is a typo and what Investigation type is required.
A32: Yes, this was a typographical error. It should read SSBI.
Q33: Reference L.7.1 Subfactor 2A Organizational Structure and Key Personnel – Resume Format # 6.
The solicitation states "Chronological Relevant Work History: Start with current position and work backwards." How many years of relevant work history does the candidate need to provide?
A33: This would be a judgment call by the offeror.
Q34: Reference L.7.1 Subfactor 2A Organizational Structure and Key Personnel – Resume Format. If the contact information for a previous supervisor is no longer obtainable or valid, will the omission of this information find us not compliant?
A34: If the information is no longer obtainable or valid – state the reason why.
Q35: Why did the last year have a lower Task Award?
A35: The Government does not fully understand nor have the ability to answer this question.
Q36: Will the Government provide a list of interested vendors?
A36: No
Q37: Are there plans to modernize the VTC Capability?
A37: Yes, although modernization plans are contingent on funding.
Q38: Of the 40,000 tickets, what is the breakdown?
A38: Approximate percentages by services required in Section C5 are as follows: 40% Desktop, 20% servers, 15% Network, and the remaining is spread amongst the remaining services identified in Section C5.
Q39: Of the 40,000 tickets, what is average turn time on tickets?
A39: Performance requirements for each service has been identified in PWS and PRS.
Q40: Of the 40,000 tickets, what is the current FTE Breakdown?
A40: The Government is not allowed to answer this question.
Q41: To assist with teaming, will the Government provide a list of Site Visit attendees with contact information so we may contact interested parties?
A41: No
Q42: What type of Contract Furnished Vehicle is required?
A42: No specific type of vehicle is required as long as it can meet the requirements defined in Section C4.
Q43: Reference the SF 1449 Executive Summary (Paragraph 15) and Clause 52.212-5(c)(6). The Executive Summary states that “This requirement is subject to the Service Contract Act”. However, the RFP also cites FAR 52.222.51, “Exemption from Application of the Service Contract Labor Standards to
Contracts for Maintenance, Calibration, or Repair of Certain Equipment.” Please confirm that this FAR clause is not intended to be included as part of this requirement.
A43: FAR Clause 52.222.51 has been removed per Amendment 0002 of the SF 1449 – Solicitation.
Q44: Reference SF-1449 Continuation Sheet, CLIN x005. Will the government please confirm that CLIN x005 is included only as a header for “Standardized A La Carte Services” so that SubCLINs x005AA, x005AB, and x005AC could be established and priced, and that no price is required to be proposed separately for CLIN x005?
A44: The Government confirms this.
Q45: Reference SF-1449 Continuation Sheet, Section C1.2.2 and C2.1.1. The PWS states that “Mission organizations may acquire additional Above Baseline/Mission services from the NEC” and that “The customer funds above baseline and/or mission services.” Are the Above Baseline Services considered Optional Tasks similar to the SubCLINs x005AA, X005AB, and x005AC? If so, will the Government denote the Above Baseline/Mission service CLINs with the designation "OPTION" in the SF-1449 Continuation Sheet?
A45: Yes, SubCLINs 0005AA, 0005AB, and 0005AC are considered Option SubCLINs. Option is annotated under the SubCLINs on the SF 1449 – Continuation Sheet.
Q46: Reference SF-1449 Continuation Sheet, Section C5.5.4. For the “Standardized Above-Baseline Services”, the PWS states that “These services will be offered to each customer with a standardized price for each specified unit of measure." The CLINs for these services (x005AA, x005AB, and x005AC) have a Quantity of "1" and a Unit of "Job". Does this mean the “Standardized Above-Baseline Services” will be procured as one Firm-Fixed-Price (FFP) job/lot?
A46: Yes, SubCLINs 0005AA, 0005AB, and 0005AC are FFP. 1 Job depicts the total price for the SubCLINs listed on the SF 1449 – Continuation Sheet. For instance, the total price that was used for SubCLIN 0005AA in Attachment 0006 – Price Matrix - would be the same price used for SubCLIN 0005AA on the SF 1449 – Continuation sheet.
Q47: Reference SF-1449 Continuation Sheet, Section C5.5. CLINs x002, x003, x004 are identified as “FFP” services in the Section SF 1449 - Continuation Sheet. In the PWS, these services are identified as “Above Baseline Services (Reimbursable).” Please clarify whether these Above Baseline Services are FFP or Cost-Reimbursable. If they are FFP, will they be procured as one job/lot?
A47: Please reference the answer to Question # 46 above Also, the contractor would be allowed to invoice on the CLIN with a unit of issue of 'Job' as many times as they would like in WAWF as long as they do not go exceed the total amount on the CLIN.
Q48: Reference Clause 52.212-5(c)(3). In accordance with the citation of FAR 52.222-42, Statement of Equivalent Rates for Federal Hires, will the Government please provide the classes of service employees expected to be employed under the contract and state the wages and fringe benefits payable to each if they were employed by the contracting agency subject to the provisions of 5 U.S.C. 5341 or 5332?
A48: Please reference Attachment 0004 - SCA Wage Determination (WD 15-2175 Rev.-3) dated 9 September 2016.
Q49: Reference SF-1449 Continuation Sheet and L.1.c. Section L.1.c of the RFP states that “Contractor costs during the transition are the responsibility of the contractor." However, the SF-1449 Continuation Sheet contains a CLIN (0010) to capture costs associated with Phase-In transition. Will the Government please confirm that contract personnel costs associated with the Phase-In are directly billable to the resultant contract?
A49: This ambiguity has been corrected per Amendment 0002 of the SF 1449 – Solicitation. The costs for Phase-In and Phase-Out will be billable to the Government per Priced Option CLINs 0010 and 4010.
CLINs 0010 and 4010 shall be priced.
Q50: Reference SF 1449 L.1.a. The RFP states that “Contractors must provide (8a) Certification with their proposal.” In which volume should offerors include their 8(a) certification, or should it be provided as a separate document?
A50: The 8(a) Certification shall be included as a separate document to the Cover Letter with the Proposal.
Q51: Reference SF 1449 L.1.g and L.8. The RFP states that “The Contractor shall submit an unclassified proposal that demonstrates its ability to perform and meet the requirements in the Contract Performance Work Statement (PWS).” However, the RFP does not cite any specific PWS sections in the instructions or evaluation criteria. Are offerors expected to respond to all subsections of PWS Section C-5 – Work Requirements in the Technical Volumes, in addition to their responses to Subfactors 3A-3D as described in RFP Section L.8?
A51: The offeror’s ability to perform and meet the requirements of the PWS should be clearly demonstrated in the information provided in L.7., Overall Management and L.8., Technical Approaches (Volume II and Volume III).
Q52: Reference SF 1449 L.4.a and L.10.2. Table 1 in the RFP lists the File Naming Structure for the Price Volume as “[Contractor]Pricing.xlsx.” In Section L.10, the RFP states “The price proposal shall be submitted in Microsoft Office (2013 Word, Excel, etc.) format.” Please confirm that offerors should submit the Pricing spreadsheet (Attachment 0006) as an Excel (.xlsx) file and any accompanying Pricing Narrative as a separate Word (.doc) file.
A52: The Government confirms this. Also, please see answer to Question # 26 above.
Q53: Reference SF 1449 L.4.c and L.4.1.j. The Proposal Submittal Instructions state that “The Contractor shall provide an electronic version of the required files (uncompressed files, which must be virus free).”
However, the Document Specifications state that “Compressed files (e.g. *.zip) will be accepted through ASSIST.” Please clarify whether or not the Government will accept compressed (.zip) files as part of the offeror’s submission.
A53: The Government will not accept compressed files as part of the offeror’s submission.
Q54: Reference SF 1449 L.4.1.d. The RFP states that “All drawings shall be prepared in PowerPoint (Microsoft Office 2013 compatible). All PowerPoint drawings are to be prepared as separate files and incorporated in the word processing file.” This is an unusual request given the considerably more sophisticated tools available to create Office-compatible graphics and raises the following questions:
a) Does the Government intend for no drawings/graphics to be visible in the word processing files?
b) Does the Government intend for offerors to include all drawings/graphics as embedded PowerPoint objects in the word processing file, or to simply provide a written reference to an attached PowerPoint file?
c) May offerors create drawings/graphics as .PNG or .JPG files and paste them into PowerPoint slides for use with the proposal?
d) Would the Government consider altering this instruction to allow Offerors to place graphics directly into the word processing documents?
A54: Please reference L.4.1.d. of the SF 1449 - Amendment 0003. The language has been revised.
Q55: Reference SF 1449 L.4.1.e. The RFP states that “Tables not easily established with simple tabbing in the word processing document shall be prepared as a spreadsheet and submitted in Microsoft Office Excel 2013 compatible. All Excel spreadsheets or tables are to be prepared as separate files and incorporated in the word processing file, if applicable.” This is an unusual request given that tabbing is no longer typically used to create tables in Microsoft Word because Word provides an easy-to-use table creation tool. Given the nature of this request, please answer the following questions:
a) Does the Government intend for no tables with cell borders to be visible in the word processing files?
b) Does the Government intend for offerors to include all tables as embedded Excel objects in the word processing file, or to simply provide a written reference to an attached Excel file?
c) Would the Government consider altering this instruction to allow Offerors to create tables directly in the word processing documents?
A55: Please reference L.4.1.e. of the SF 1449 - Amendment 0003. The language has been revised.
Q56: Reference SF 1449 L.7.1. The RFP states that “All tabs within the Staffing and Skill Mix Schedule should be completed to present the direct productive labor hours, full-time equivalents for the prime offeror, team member(s), and subcontractor(s), per labor category, by PWS task area." Please verify that offerors are not required to specifically identify the prime offeror, team member(s), and subcontractor(s) associated with the fulfillment of each respective labor category. (Attachment 0008 does not appear to provide a column to identify such associations.)
A56: The Government confirms that offerors are not required to specifically identify the prime offeror, team member(s), and subcontractor(s) associated with the fulfillment of each respective labor category.
Q57: Reference SF 1449 L.7.1. The RFP states that “The Offeror’s proposal shall propose a Basis of Estimate (BOE) containing the staffing level and skill mix for the prime offeror, team member(s), and subcontractor(s) efforts required to execute the PWS” in the Overall Management Approach. Please confirm that the entire BOE is expected to be provided in Attachment 0008 and that Attachment 0008 is excluded from the 30-page limit specified for Volume II.
A57: The BOE can be provided separately in Volume II as well as in Attachment 0008 or it can be provided just once in Attachment 0008. If provided separately, the BOE information in Volume II must be consistent with the BOE information in Attachment 0008. Attachment 0008 does not count toward the 30-page limit specified for Volume II. Additional information involving the BOE shall be provided in Volume II if need be.
Q58: Reference SF 1449 L.7.1. The RFP states that “A description of each position, detailing the job responsibilities and minimum experience and education for the prime and its team member(s) and subcontractor(s) that will be employed to execute efforts, should also be included” in the Overall Management Approach. Because such position descriptions can be quite lengthy, and considering the number of positions required, will the Government exclude these position descriptions from the 30-page limit specified for Volume II?
A58: No
Q59: Reference SF 1449 L.7.2. The RFP requires offerors to describe corporate employee processes and retention rates for “the prime offeror and each major subcontractor/team member.” Will the Government please provide its definition of a “major subcontractor/team member” as used in this context?
A59: These would be the major subcontractor/team member that performs the larger percentage of the services.
Q60: Reference SF 1449 L.8.2. Section L.8.2 describes two work scenarios designed “To assist the Government in evaluating the offeror’s understanding of the requirements of Sub-Factors 2 and 3 …” Please verify that this sentence should refer to Sub-Factors 3B and 3C, in accordance with the heading for this section.
A60: The Government verifies that this sentence should refer to Sub-Factors 3B and 3C, in accordance with the heading for this section. This issue has been corrected per Amendment 0002 of the SF 1449 – Solicitation.
Q61: Reference SF 1449 L.10.6 and M.9.5. In Section L.10.6, the RFP states that “The Government will evaluate offers based on CLIN prices proposed for the Base Year and all Option Years and any other price related factors required by the RFP,” but does not specifically mention the Option to Extend Services.
Section M.9.5, however, states that “The Grand Total Evaluated Price is the sum of the Total Evaluated Prices for the Base Year and all Option Years, plus the Option to Extend Services …” Please verify that the total price to be evaluated by the Government includes the Option to Extend Services as a component.
A61: The Government verifies that the total price to be evaluated by the Government includes the Option to Extend Services.
Q62: Reference SF 1449 L.10.8. The RFP states that, for CLIN 0005, “… a not to exceed (NTE) Total Productive Hours is included in the Pricing Matrix for each SubCLIN.” Please confirm that the NTE hours provided are the quantity of hours that all offerors must bid for these SubCLINs and that offerors may not propose a lower, or higher, quantity of hours.
A62: Offeror should bid to the number of hours listed on the pricing matrix for CLIN 0005. Offeror should not propose a lower or higher quantity of hours.
Q63: Reference SF 1449 M.7.2 and M.7.3. The evaluation criteria given for Subfactor 3B and Subfactor 3C make no reference to the scenarios described in Section L.8.2, and also appear to contain incorrect references to Section L.9.2. Will the Government please specify the precise evaluation criteria they will apply to offerors’ responses regarding the Subfactor 3B and 3C scenarios?
A63: This issue has been corrected per Amendment 0002 of the SF 1449 – Solicitation.
Q64: Reference PWS C1.9.1.1. The PWS states that “Contractor personnel who require a Secret security clearance and who will require IT Level I system access or who will be performing IT level I functions require a Single Scope Background Investigation (SSBI) completed with suitability determination for IT Level I access. The Contractor shall contact the supporting Government Security Office/G2/S2 for submission of the SSBI (SF 86).” Will the Government bear the costs associated with security clearances?
A64: No
Q65: Reference PWS C5.5.4.2. For Above-Baseline Server Support, the PWS states that “The Contractor shall provide mission Specific Server Administration and Hosting.” Does the hosting requirement only consist of virtual server hosting? Can the Government provide a more specific description of these hosting requirements?
A65: As stated in PWS Section C5.5.4.2., hosting could consist of either physical or virtual servers. No, requirements have not been defined. When a customer identifies the requirement, further description of the services will be provided.
Q66: Reference Attachment 0006 – Price Matrix and Attachment 0008 – Staffing Levels and Skill Mix Schedule, All Tabs for Base and Option Years. May offerors add a column in Attachments 0006 and 0008 to denote proposed Key Personnel?
A66: The Government suggests that contractors designate a “Key” personnel in the Labor Rate Title in both attachments. For example, “Program Manager (KEY)”.
Q67: Reference Attachment 0008 – Staffing Levels and Skill Mix Schedule, W52P1J-16-R- 4002_20Sep2016_Final, Base and Option Year tabs; SF-1449 Continuation Sheet. The tabs for the Base Year and Option Years in Attachment 0008 contain a column for offerors to propose FTE and productive hours for PWS Tasks 5.1.1 thru 5.1.15. However, there is no corresponding CLIN in the RFP established to capture the price for this level of effort. Will the Government please establish a CLIN to capture the price for the level of effort associated with PWS Tasks 5.1.1 thru 5.1.15?
A67: PWS Tasks 5.1.1 through 5.1.15 shall be priced inclusive of NEC-RI Baseline Support CLINs 0001, 1001, 2001, 3001, and 4001. This change has been made in Amendment 0003.
Q68: In Attachment 0003, Amendment 0002, it states “(NOTE: The Offeror must complete PART I A and B. Subsequently, the offeror shall include this document with its proposal as well as send a copy to the respondent identified in IIA.)” In RFP L9.2.7 it states “ The Offeror shall submit a Past Performance Questionnaire (PPQ) (Attachment 0003) for each of the recent and relevant past performance references included in the proposal. Offerors are also required to complete Section IIA. General Information and Section IIB. Contract Identification of the PPQ and include only the completed Sections IIA and IIB in Volume IV of the NEC ITSS RFP.
QUESTION: We assume that the top part of the Past Performance Contract Reference in Volume IV should exactly match the content of Sections IIA and IIB of the PPQ. Do we also include the Complete PPQ within Volume IV? If so, do the PPQs count against any overall page limit for the Volume?
A68: The Past Performance Factor 4, Volume IV and PPQ (Attachment 3) have both been corrected. See L.9.2.7, L.9.2.7.1, L.9.2.7.2 and the revised Attachment 3 (PPQ).
Q69: In RFP L.9.2.3, it states “Contract References: The Offeror may submit no more than three (3) recent and relevant contract and/or project references for itself. In addition to the Offeror’s references, no more than two (2) recent and relevant contracts and/or project references may be submitted for each proposed subcontractor, teaming partner or JV partner. Offerors are required to explain what aspects of the past performance are relevant to the NEC-RI ITSS RFP in 500 words or less for each submitted reference.
QUESTION: We assume that the overall Past Performance Contract Reference within Volume IV should include All the equivalent Sections IIA and IIB content submitted in the PPQ, to be followed by a 500 word description. We would like to provide, per Past Performance Contract Reference, the two top sections as submitted in the PPQ, a small chart with X’s showing relevance to high level contract requirements, followed by 500 words or less description. Will this be allowed?
A69: Yes. See revised Past Performance Factor 4, Volume IV and PPQ (Attachment 0003). The chart “characters” will be counted in the 500 word limitation.
Q70: The note at the top of the Past Performance Questionnaire (PPQ) states “… the offeror shall include this document with its proposal as well as send a copy to the respondent identified in IIA.” This note appears to contradict the instructions in RFP Section L.9.2.7, which states that offerors are required to include only the completed PPQ Sections IIA and IIB in Volume IV. Will the Government please clarify whether or not the entire PPQ document should be included in Volume IV?
A70: The Past Performance Factor 4, Volume IV and PPQ (Attachment 0003) have both been corrected.
See L.9.2.7, L.9.2.7.1, L.9.2.7.2 and the revised Attachment 3 (PPQ).
Q71: RFP Section L.9.2.7 states that offerors are required to complete Section IIA and IIB of the PPQ and include only these completed PPQ sections in Volume IV. However, there is also a Section IIC on the PPQ for “Identification of Offeror’s Representative.” Will the Government please clarify whether or not Offeror’s should complete Section II C on the PPQ and whether or not the completed Section II C should be included in Volume IV?
A71: The Past Performance Factor 4, Volume IV and PPQ (Attachment 0003) have both been corrected.
See L.9.2.7, L.9.2.7.1, L.9.2.7.2 and the revised Attachment 3 (PPQ).
Q72: The note at the top of the Past Performance Questionnaire (PPQ) states “The Offeror must complete PART I A and B. Subsequently, the offeror shall include this document with its proposal as well as send a copy to the respondent identified in IIA.” There is no section labeled PART I on the PPQ; there are sections labeled “SECTION II” and “PART II”. Also, the respondent is not identified in the A area of either of these sections. Will the Government provide a revised PPQ that corrects these errors?
A72: The Past Performance Factor 4, Volume IV and PPQ (Attachment 3) have both been corrected. See L.9.2.7, L.9.2.7.1, L.9.2.7.2 and the revised Attachment 3 (PPQ).
Q73: The PPQ contains spaces for “OFFEROR’S COMPANY NAME” and “OFFEROR’S CAGE.” Will the Government please verify that these spaces require the name and CAGE code of the prime offeror submitting the NEC-RI ITSS proposal, and not the name and CAGE code of any subcontractors who may be submitting the PPQ as part of a team?
A73: Yes. The Offeror Company Name and CAGE are for the Offeror submitting the proposal. Also see the revised Attachment 3 (PPQ).
Q74: In Section II B-Identification of Offeror’s Representative of the PPQ, is the Government requesting information for a representative from the prime offeror submitting the NEC-RI ITSS proposal, or from a representative of whatever company is submitting the PPQ, whether prime or subcontractor?
A74: L.9.2.7.1 Offerors are required to send the partially completed PPQ to the Agency/Respondent/ POC identified in Section IC (the person having knowledge of the work effort performed) and request the PPQ be completed and returned to the contracting personnel identified on the PPQ (and below).
Q75: Sections II B and II C of the PPQ have a space labeled “Date.” Should offerors provide the date the PPQ was sent to the respondent in these fields, or the date of proposal submission?
A75: Date Sent
Q76: Reference Attachment 0004. A new Wage Determination was released in August (WD 15-2175 (Rev.-2)). Will the Government provide the updated Wage Determination?
A76: Yes a new Wage Determination was issued per this Amendment 0003.
Q77: Are the “Transition Period” in which the contractor may place up to 15 personnel on site, and the “30 Day Phase In Period” the same thing?
A77: Yes
Q78: In reference to SF 1449, p.3 #7. We request the government define the specific dates of the Transition Out period as they have the Transition In period, specifically, are the dates the last 30 days of the Period of Performance or the 30 days following the end of the Period of Performance?
A78: The Phase-Out period will consist of 30 days following the end of the Period of Performance.
Q79: Reference SF 1449, 52.212-12 and Addendum to 52.212-1. 52.212-12, (a), second paragraph references in red to please reference the addendum to FAR Clause 52.212-2 (Section M) - Evaluation - Commercial Items while page 83 of 93 reflects Addendum to 52-212-1 (SECT M). Can the Government please confirm the correct FAR Clause?
A79: The correct FAR Clause reference is 52.212-2 for Sect. M. This issue has been corrected per Amendment 0003.
Q80: Reference SF 1449 Section L.7. 1st Paragraph. “Attachment 0008 – Staffing Levels and Skill Mix Schedule is a separate document that will be evaluated as part of this proposal.” Does this count against the 30 page limit for Volume II?
A80: No
Q81: Reference SF 1449 Sections L.8.2 and L.8.3. Two unnumbered Work Scenarios are provided. Can we assume that the first one relates to L.8.2 and the second one relates to L.8.3?
A81: Both scenarios relate to L.8.2 and L.8.3. Separate responses are required for L.8.2 and L.8.3.

A83: Yes
Q84: Reference the SF 1449, L.8.2. Should the scenario responses be broken out separately from any subfactor response and have their own heading in the proposal?
A84: Yes
Q85: Reference the SF 1449, L.4.1.D. The government states “All drawings shall be prepared in Power Point (MS Office 2013).” Can the government please clarify what is meant by “drawings”? Does this include all graphics?
A85: Yes drawings are inclusive of graphics. Please reference L.4.1.d. of the SF 1449 - Amendment 0003.

Q87: Reference SF 1449, p. 6-37. Do the SF 1449 Continuation Sheets need to be included in the proposal?
A87: No the Continuation Sheets do not have to be included in the proposal submission for this RFP.
However, Attachment 0006 - Price Matrix (Price Sheets) is a mandatory document that must be filled-out and included with proposal.
Q88: Can you elaborate “Standardized Above Baseline Services (A La Carte) are to be considered as part of the solicitation or as optional?
A88: Standardized Above Baseline Services (A La Carte Services) are considered to be a part of the solicitation and are 'Option' CLINs. They must be priced in Attachment 0006 - Price Matrix (Price Sheets).
Q89: Reference SF 1449 Section L.10. Would the Government please provide your Government Cost Estimate (GCE) for this contract?
A89: No, the Government is not allowed to release this information.
Q90: L.9.2.5 The end of this paragraph states, “… in support of the DOD, Army, Navy, Air force, and United States Marines.” Please clarify if past/current performance for other government agencies (i.e. Dept.

This includes providing services …with automation support in accordance with [C4IM] standards in support of DoD, Army, Navy, Air Force, and U.S. Marine contracts.” Does this mean similar work for other government agencies that do not use C4IM is unacceptable?
A95: The Offerors submitted reference will be evaluated in accordance with the Section M.j of the SF 1449. - relevancy determinations.
Q96: In reference to SF 1449, Section L.9.2.7.
