1Attach 0001 PWSAnnex K, Page 69The Contractor shall provide line haul transportation services in and around Iraq. When requested, the Contractor shall provide shipping containers to be used to transport goods. Will the Gov't be adding the shipping container requirement to the pricing matrix as a separate CLIN? Can the Gov't provide an quantity estimate of shipping containers that will be required?A CLIN has been added for a separate vehicle system that includes 40' container. Note: the container SHALL stay with the vehicle and NOT be offloaded. There is risk of not getting the container back, if offloaded. Additionally, the U.S. Government is will not be responsible for or pay detention fees for containers that are left in Iraq or the place of performance.
2Attach 0004, Price MatrixCLIN 0110The Price Matrix CLIN 0110 calls for quantities of 1-9 & 10-25. Can the Gov't explain what these quantities refer to?Convoy size - pricing security for a convoy of 1-9 vehicles and pricing for 10-25 vehicles.
3Attach 0004, Price MatrixCLIN 0110The Price Matrix CLIN 0110 calls for quantities of 1-9 & 10-25. Under the assumption that these numbers refer to Security Teams, can the Gov't provide historic data for mission volume and/or average convoy size (i.e. # of vehicles / convoy)?See attached Enclosure 001.
4Attach 0004, Price MatrixCLIN's 0100, 0101, 0102, 0103The Price Matrix refers to MHE CLINs in Iraq. Can the Gov't indicate if MHE will be based at a single location during this performance, or will MHE need to be transported to multiple locations. If the latter is applicable, what frequency of relocating MHE is anticipated?See attached Enclosure 002.
5Attach 0005, CLIN DescriptionsSection JSection J refers to Car Carrier Systems capable of safely self-loading and transporting multiple (6 or more) passenger vehicles at a time. The term passenger vehicle is a broad description. Can the Gov't provide a specification range for Passenger VehiclesMust meet the specifications UP TO a Toyota Hilux SR/SR5/Workmate. 6Attach 0002, Section LL.8.1, Page 8Several of our recent and relevant contracts in GCC countries are performed by a subsidiary company differing in name but operating under the same corporate management, governance, policies and procedures. Please confirm that these contracts will be accepted as past performance. The Offeror should include within its Past Performance submission how that subsidiary company is partially owned by/affiliated with the Offeror submitting the proposal for HL8 in order to be considered for the Past Performance portion. For example, if this was a previous Joint Venture, etc. The Past Performance should be able to be tied back to the Offeror for HL8 and how it contributed to that referenced Past Performance. If related to a major subcontractor, the Offeror shall also submit the written consent of its major subcontractors to allow the disclosure of its subcontractors' past performance information to the Offeror. In addition, signed letters of commitment shall be included for all major subcontractors. Failure to submit signed letters of commitment may result in non-consideration of the major subcontractors identified. (L.8.1) If the work was performed as a subcontractor, also provide the name of the prime contractor and POC within the prime contractor organization (L.8.1.(1)(a)).
7Attach 0002, Section LL.8.1(3), Page 10The information provided for the prime Offeror and each proposed major subcontractor must include the entire company name, company address, CAGE Code, DUNS Number. Please clarify if his requirement is limited to U.S. company major subcontractors. No, it is not limited to U.S. Companies. HL8 contractors/major subcontractors shall obtain and have a current Commercial and Government Entity (CAGE) Code and Data Universal Number System (DUNS) Number.

9Attachment 0004CLINs tabCan the USG provide more specification for the Lowboy Truck System (CLIN 0040)? Are these the same as the 70T HETs?The specifications are not the same as the 70T HETS. These are 'drop deck' trailers and are most commonly used to move tall cargo or MHE.
10Attachment 0001p.26 / 4.10Please confirm that contractors will be required to provide fuel on missons within Iraq.Yes, contractors are required to provide fuel on missions within Iraq.
11Attachment 0001p.11 / 2.6.7.2Please confirm that contractors may be required to provide security for missions within Iraq.Yes, contractors are required to provide security for mission within Iraq.
12Attachment 0001p.6 /The definition of TAN includes Bahrain, Kuwait, Oman, KSA, UAE & Yemen and Sinai Egypt & Jordan. However countries covered in “Theater of Operations” include Bahrain, Iraq, Kuwait, Qatar, KSA, UAE, Oman & Jordan. Can the USG require TAN missions to be executed within the "Theater of Operations" or only within the countries listed as being part of the TAN?At this time, task orders awarded for TAN will be restricted to those countries defined within the TAN, as currently outlined/specified in the PWS. However, the U.S. Government reserves the right to modify the countries within the TAN at a later date, which would subsequently result in revisions to the PWS, CLINs, and other contract documents.
13Attachment 0001p.1Can the USG provide a copy of the PWS that has had all changes accepted so to normalize font colors and styles. The rapidly changing colors, styles, and strike throughs present a confusing document.Attachement 0023 shall be made available for the Offerors to view, depicting all changes accepted, as to simplify reading/viewing.
14PWS 2.1--2.4 and Sec L .7.4Sec L.7.4 refers to the functions of the PWS. Paragraphs 2.1 through 2.4 refer to line haul, heavy lift, and PAX transportation services. QUESTION: Are line haul, heavy lift, and PAX transportation services the functions of the RFP?Line haul, heavy lift, and PAX tranpsortation services will be required functions to be performed under the HL8 contract.
15PWS 2.6.27How will the Government determine if damage was caused by improper loading versus improper securing given the fact that this will determine financial responsibility?Lost, damaged, destroyed, or stolen property will be determined IAW AR 735-5, Property Accountability Policies, dated November 9, 2016.
16PWS 4.12.01PWS Text: The current asset visibility system used by the USG to track trucking missions is the Global Distribution Management System (GDMS) developed and manufactured by Tapestry Solutions. In order to maintain Total Asset Visibility (TAV), the Contractor’s ITV solution shall fully integrate with the USG’s current asset visibility system.
Question: It does not appear that any specifications for the GDMS are provided in the RFP. How is the Contractor supposed to determine its ability to interface with this system without this information, which should be provided by the Government as a contractual document. What liability does Tapestry Solutions have?PWS revisions have been added. The GDMS contractor (Tapestry Solutions) does not incur any liability. Once GDMS is implemented, the contractor will have to work with them directly to confirm interfacing capabilities.
17Contract Section I-22 and I-23What systems will the Contractor have access to that requires a Privacy Act notification? No specific systems identified at this time.
18Contract Section I-89Does 252.247-7003 allow the Contractor to pass along any changes in fuel prices along to the Government? How should the Contractor price fuel on a FFP basis over a 5 year PoP?The Government will not provide fuel for performance under the contract, that is the responsibility of the contractor. Pricing for fuel shall be included as a part of the vehicle asset unit price submissions, for all ordering periods. Following contract award, if awarded competitively awarded a task order and during performance of that task order fuel prices significantly increase, taking the contractor above the proposed unit price for that task order, there are processes in place within the contract terms to address this type of situation.
19SF1449 and L-10The SF1449 indicates there is no DPAS rating however 52.211-14 lists the DPAS rating as DO. Can the Government please correct this inconsistency?52.211-14 will be removed from the solicitation. Per DoD 4400.1-M, the Under Secretary of Defense for AT&L approves DO rated orders and nominates to the Secretary of Defense for approval of DX rated orders. An unrated order is a commercial order or a DoD order that is not ratable.
20RFPp.70
Para 12Under Instructions, Conditions, and Notices to Offerors, paragraph 12 [252.237-7024 Notice of Continuation of Essential Contractor Services] requires in (b) that the offeror "shall provide with its offer a written plan describing how it will continue to perform all essential contractor services listed in attachment 0001. Performance Work Statement, during periods of crisis." Will the Government clarify which Volume offerors should provide this plan?Technical volume.
21L-9Since the Contractor is required to provide a CTIP Plan as part of the Tech Vol which is part of the evaluation, is the separate certification as required by FAR 52.222-56 in L-9 also required? If so, where should this be submitted? The certification as required by FAR 52.222-56 is mandatory and shall be submitted within the Technical volume, Technical Subfactor 5 - CTIP Compliance Plan.
22PWS 2.2.27 and 3.2These sections state that Trucks/vehicles will be loaded and unloaded by the Government and/or a third party contractor, unless otherwise specified by task order competition/task order. Question: if the contractor is not loading and unloading what are CLINs 0100, 0102 and 0103 for?For locations where MHE is unavailable - refer to "unless otherwise specified".
23PWS 6.11Our copy of the PWS has only environment following that section. Question: Is there more info on security?Security elements must also have this capability as well.
24PWS 2.6.7 , Annexes A&B, and Attachment 152.6.7 states-Contractors must meet security requirements and comply with local policies for accessing all military installations within operational area. Citizens of specific countries are prohibited access to USG installations unless granted an exception by the Base Commanders (Annexes A and B). Question: after review of Annexes A&B, and Attachment 15, are we correct in concluding that there are no requirements for American Citizens in order to secure base access for drivers on military installations in the TAN?Standard vetting and badging applies to all, including U.S. Citizens.
25Attachment 0004 Price MatrixCLIN 110, Security - Iraq Only PerformanceYou are asking for a Daily, Monthly, Quarterly, Semi Annually, and Annually rate however what Transportation Zone are you referring to in Iraq. There are 6 transportation zones please see attached. The rates are different depending on the zone your are originating from. For example KCrossing is in Zone 5 and missions go to Zone 1. That rate would be different that a rate that originates in for example Baghdad Zone 3 and terminates in Baghdad Zone 3. In addition, the rate you are asking for is that for a per mission rate per team or like in the current Iraq Linehaul contract it is currently being done on a Per Kilometer Basis. The rate will be by mission, by team.
26Attachment 0004 Price MatrixCLIN 0035, 80 Ton HET System - UAE to TANYou are asking for a rate from a specific country for Example UAE to TAN. Could you please identify which end destination country you are referring to? Is the TAN Camp Arifjan Kuwait or some other end destination country ie Saudi Arabia, Bahrain etc.At this time, UAE to TAN would mean UAE to any of the countries defined within the TAN, as currently outlined/specified in the PWS. The TMRs issued under the task order will specify the end destination for each movement, but the movements would originate in the country stated within the CLIN. For example, UAE to TAN would originate in UAE.
27PWS 2.1 and 2.2; Annex D; Annex K; Technical Exhibit 1; and CLIN 0110PWS 2.1 states "The contractor shall provide all personnel, equipment, tools, materials, supervision, security, and other items and non-personal services necessary to perform line haul & heavy lift transportation, and passenger/personnel transportation services as defined in this PWS. PWS 2.2 states "The contractor will maintain the capability to provide its own transport security when such protection is deemed necessary and Government-provided security is not available. Annex D: Operations in Hostile and/or Austere Environments states in pertinent part that-- Contractor Convoy Representative: Contractor Convoy Representatives (CCR) “… CCR’s shall have the ability and authority to self-escort other contractor’s assets throughout Kuwait AOR. The CCR will act as the convoy commander when the convoy does not utilize U.S. Military forces as escort (see Annex K).”Annex K: In and Around Iraq Performance states in pertinent part that---"The Contractor shall provide a secure and reliable means of distributing items including, but not limited to reconstruction material, security equipment, miscellaneous dry cargo, and life support assets throughout Iraq to and from Build Partnership Capacity Sites, Logistics Support Areas, and Tactical Assembly Areas (reference Technical Exhibit 1 for workload data). The Contractor shall provide line haul transportation services in and around Iraq. Locations include but are not limited to Baghdad, Taji, Erbil, Kirkuk, Tikrit, Al Taqaddam, Mosul Dam, Makhmur, Bashiquah, Qayyarah, K-Crossing, Al-Asad, Besmaya, BDSC, Union III, BEC, Kara Soar, Q-West, and Speicher Iraq. ...Technical Exhibit 1 at page 38 is the Performance Requirements Summary. it does not have workload data. CLIN 0110 is for Security for Iraq only. QUESTION: Can the Government provide the workflow data described in Annex K? Qualified security providers are not able to provide cost data when they do not know 1) the size and nature of the element they are securing, 2) the length and duration of the movements, 3) the frequency of the movements, and 4) the routes of the movements.Size of the elements and frequency of movements cannot be predicted. Please refer to the historical data provided as enclosures 001 and 002 in this document as responses to question three and four. Routes of movements and length/duration of the movements will be determined by the contractor and coordinated with the U.S. Government. Refer to the pricing for 1-9 assets, and 10-25 assets to move through the area.
282.6.24Contractor personnel are prohibited from carrying firearms or other types of weapons without the express written consent of the combatant commander and contracting officer. QUESTION: Since the Contractor is required to provide line haul security in most cases, will this express written approval be provided directly with Task Order award?CENTCOM requires an arming package for each individual, which is forwarded to the GCC (this person will change between country). The arming package (with SPOT LOA) is managed (usually by the Armed Contractor Oversight Division - ACOD) at a central point / office.

Q&A Two - 08 Mar 2017

Question NumberRFP / PWS / Attachment / CDRL Reference and TextPage #, Paragraph #Question/CommentAnswer
1RFPIn the RFP it appears clear that offers need to offer on ALL PRICING COMPONENTS. However the differing services requested seem to cover a substantial variants of services using flat beds and low boys specific to Kuwait, to TAN, to car carrier, to refrigerated cargo trucks, to Baggage and bus passenger services. Are we reading this correctly that an offerer MUST offer all services listed and an offer for bus passenger and baggage handling services only will not be considered?Yes, as discussed within Attachment 0002, paragraph L.9.1. Organization of Volume IV - Price, "Offerors shall complete all tabs (Daily, Monthly, Quarterly, Semi Annual, and Annual) within the Price Matrix, with the exception of the Summary tab…. Offerors must propose unit prices for all CLINs, quantity ranges, and ordering periods identified in the Price Matrix.... Failure to complete the Price Matrix may deem the Offeror ineligible for award."
2Attachment_0004_Price_Matrix_20170301The template lists the exact same CLIN numbers ending in "AA" for each of the different time length tabs of Daily, Monthly, Quarterly, Semi Annual, and Annual. Are we correct in assuming that this was an oversight, and that the letters at the end of each CLIN should be different in each tab? ( i.e. AA should be for daily, AB should be for Monthly, AC should be for Quarterly, etc...)Correct, AA should be for daily, AB should be for Monthly, AC should be for Quarterly, etc… The price matrix, Attachment 0004 has been revised to reflect the correct numbering.
3Contract Section I-89 and the Governments answer to question 18In the answer to question 18 "Does 252.247-7003 allow the Contractor to pass along any changes in fuel prices along to the Government? How should the Contractor price fuel on a FFP basis over a 5 year PoP?" the Government stated " The Government will not provide fuel for performance under the contract, that is the responsibility of the contractor. Question: Can the Government define the term "significantly increase"?This will determined on a case-by-case basis. However, this could be increased fuel costs which result in the overall unit price exceeding the negotiated ceiling price, which was previously determined fair and reasonable.
4Contract Section I-22 and I-23
In our previous question submittal, we asked "What systems will the Contractor have access to that requires a Privacy Act notification?" The Government replied "No specific systems identified at this time." Question: Will the Government update the RFP terms and conditions to remove FAR 52.224-1 and 52.224-2 since they are not applicable and carry civil liabilities?Clauses 52.224-1 and 52.224-2 will remain in the solicitation. As an update to the previous responses, systems such as the Synchronized Predeployment and Operational Tracker (https://spot.dmdc.mil/) will be utilized for the issuance of Letters of Authorization. The data entered and accessed on this site may be subject to the Privacy Act of 1974 and the criminal penalties may apply if its determined that the user has knowingly and willfully obtained access to the application(s) under false pretenses. Additionally the Trusted Associate Sponsorship System will be utilized for the issuance of CACs (https://www.dmdc.osd.mil/tass/) and may be subject to the Privacy Act of 1974.
5PWS 4.3.8 U.S Mail Transport Systemp, 19The PWS states that a U.S. Mail Transport System is to include tractor, trailer and driver (who must be a U.S. citizen), unless otherwise specified. The contractor assumes that the U.S Citizen must be the driver of the Mail Transport system rather than a Passenger. Can the Gov't confirm that no other nationality of driver is allowed to perform this work, even if supervised by a U.S Citizen. If the driver is not a U.S. citizen, the U.S. Mail Transport System shall be escorted by a U.S. citizen with a Secret security clearance.
6Attach 0004, Price MatrixCLIN 0002In previous iterations, TARPs were priced in conjunction with a transport asset. However, in the current matrix, it appears that the contractor is to price TARPs as a unit item. To confirm, is it the Gov't intention to price just the TARP, excluding the transport asset?Correct. The contractor is to price the tarp as an unit item (each).
7Attach 0004, Price MatrixCLINs 0100, 0101, 0102, 0103, 0110 ands 0002The various CLINs for MHE, Security and TARPs could conceivably be awarded to multiple contractors. Through Task Order Competitions is it possible that Iraq CLINs such as security, Transport Assets and MHE could be provided by up to three different contractors?Tarps should go with the systems and whoever owns the assets needs to coordinate. It should be transparent to the USG.
8Attach 0004, Price MatrixCLIN 0002Assuming TARPs are being priced as a unit item, is it potentially possible that a contractor could be providing TARPs to be used on another contractors transport asset? Each contractor should retain their own tarps.
9PWS 4.3.4: Buses & 4.3.6: Full size Baggage TrucksThe PWS states that 45 passenger buses will have baggage compartments. However, the PWS also has the requirement for Baggage Trucks. Furthermore, the baggage requirement is also not mentioned in Sec J attachment 0005. Can the Gov't confirm that the requirement of Baggage Trucks supersedes the requirement for Buses to have baggage compartments?Baggage trucks are separate and the requirement is for all buses to have baggage compartments.
10Q&A ONEQuestion # 9The Gov't responds to the original question which asks for specification of the Lowboy by stating - "The specifications are not the same as the 70T HETS. These are 'drop deck' trailers and are most commonly used to move tall cargo or MHE." However, the response doesn't not answer the original question which was for the "specification" as in Length, Width, Load Capacity etc. etc.The CLIN desciptions have been updated to provide clarification/additional details.
11Attach 004, Price MatrixCLIN 082Please confirm that the Contractor provides a Bus and Fuel, and the Government provides a USG Driver.Confirmed. In accordance with Attachment 0005 Section B pg. 38, The contractor is responsible for maintenance, insurance, and fuel unless otherwise specified on a case by case basis. The Government will provide the driver.

OIR Line Haul Data

95% of convoys are limited to 20 vehicles or less. However there does not appear to be any max size for convoys. There have been several convoys completed in the last few weeks that have had as many as 50

- 70 vehicles in a convoy.

The attached chart depicts the total number of convoys laid out against the number of vehicles per convoy. Data is since inception of the tracker in January 2016. Greater than 30% of convoys consist of only 1 vehicle (not including security).

Weekly missions (past 16 weeks)

Average is 31 TMRs/week, 149 trucks/week and 78% of TMRs required MHE

Max is 39 TMRs/week and 259 trucks and 93% of TMRs required MHE

Min is 17 TMRs/week and 78 trucks and 59% of TMRs required MHE

In almost all cases of MHE requirements it is necessary to transport the MHE.
