*** End of Narrative A0000 ***

The purpose of this amendment is to answer questions for solicitation W52P1J-15-R-0077.

1) What level of contamination is required in the soil for the Government to view as an acceptable demonstration for HD surrogate removal efficiency (DRE).

Response: The soil will need to be spiked to demonstrate a removal efficiency of 99.99% and a threshold of .010 mg/kg

2) There are many surrogates that have been used at the stockpile sites to demonstrate DRE in incineration systems. Desorption is a different process and will require a study to determine what compound demonstrates the same behavior as HD under desorption process conditions. Has the Government identified a desorption surrogate for HD such that all bidders will be required to prove the system will work under worse case conditions?

RESPONSE: The government has not identified the simulant for the tests. The government is requesting that the offeror propose a simulant.

3) Would the Government be interested if the contractor could arrange a test with neat agent? This would increase the cost of the testing but it would eliminate any questions about the surrogate.

RESPONSE: The RFP is for testing a simulant of HD. Neat agent testing is not required in this RFP.

4) CR&E is quoting a rotary kiln desorption unit. The 2 yd3 /hr soil feed rate size for a rotary kiln is small and there are no units available that may be leased for the project. There are smaller test units approx. 1ft3 /hr and larger units that may be available for the test. The Larger units would be inefficient for the test but may be more appropriate for a full scale operation at the test conclusion. CR&E has access to a smaller unit that would not demonstrate the required 2 yd3 /hr but sizing doesn't appear to be in question as rotary kilns have been used to desorb contaminates in soils in all sizes and pollution abatement systems have also been demonstrated effective in small and very large sizes. The smaller unit could be used by the government to test various soils or solids in the future. Is the government interested in pursuing the testing with a unit that is larger and or smaller than the processing capability discussed in the RFP? Using a unit that is more compatible with industry will reduce the overall project cost

RESPONSE: The offeror is required to provide their proposed test plan. The smaller test unit can perform tests for the operating parameters. A unit is required that can process 2 cubic yards or greater /hour with the soil considered the most difficult to process spiked with simulant for the chemical warfare agent mustard.

5) A process system handling HD contaminated soil will require high dollar alloy steel for the desorption unit and vessels that handle the off gas. The HD surrogate is likely to be as corrosive as HD. Lower quality materials may be used for a short term test but if the government decided to purchase the unit all materials would have to be upgraded. Is the Government interested performing the test with a desorption system fabricated from lower grade materials?

RESPONSE: The government requires the option to purchase the equipment. The equipment will need to demonstrate the capacity to operate at least 2 cubic yards per hour for the duration of the tests. The offeror can decide if the equipment will need to be upgraded to operate for the tests.
