*** End of Narrative A0000 ***

The purpose of this amendment is to answer questions that have been asked about the solicitation.

1. Can you please provide the number and geographic distribution of sites potentially requiring remediation?

RESPONSE: The technology is being selected based upon its capability to remediate soils from any future burial site. There are burial sites throughout the US. The major burial sites are at Anniston, Alabama and Stockton, Utah.

2. Can you please provide the estimated quantities of impacted soils at each site, as well as a maximum and minimum concentrations of contaminants at each site?

RESPONSE: The technology will need to process soils at the rate of 2 cubic yards per hour. This RFP is to develop and perform tests to demonstrate the thermal desorption technology and not to remediate the soils at a site. The minimum level is undetectable contamination.

The maximum concentrations are anticipated to occur when the excavations begin.

3. Are there other soil contaminants that are amenable to thermal desorption at the project locations that would be required to meet Federal, State, or Local soil cleanup objectives?

RESPONSE: This RFP will only test remediation of mustard agent simulant.

4. Are there other soil contaminants that would need to be controlled within the thermal desorption unit's air pollution control equipment that are not associated with agent mustard?

RESPONSE: This RFP will only test remediation of mustard agent simulant.

5. Can the unit used for the tests exceed the 2 CY/hour capacity?

RESPONSE: Yes, 2 CY/Hr is the minimum capacity.

6. Should the demonstration test confirm that thermal desorption is the preferred technology for the remediation of soil(s) contaminated with agent mustard, will the U.S. Army require the thermal desorption unit to process a soil volume per hour greater than that of the demonstration test (greater than 2-cubic yards per hour)?

RESPONSE: The requirement is to process 2 Cubic yards per hour. There is no requirement to process at a rate greater than 2 Cubic yards per hour.

7. Can the testing unit be an existing TSDF facility that meets the same permitting/treatability specifications as outlined in the

RFP, or does the test need to be conducted in a mobile unit at a standalone site?

RESPONSE: The testing can be at any location selected by the offeror to include a TSDF facility. The equipment performing the tests must be mobile and transportable per the PWS. The tests do not have to be performed at a remote site.

8. If the test should be conducted with a mobile unit, does the testing need to be completed at an Army facility, and if so, can you please provide the location?

RESPONSE: The testing can be at any location selected by the vendor. There is no requirement to perform the testing at an Army Facility.

9. Is the lease/purchase option discussed in the PWS for the test equipment of equipment for full scale operations?

RESPONSE: For the test equipment. The 2 Cubic yards per hour is the full scale production capacity

10. Section 3.1.2.1 of the PWS discusses a 99.99% effective removal efficiency (RE) of the simulant by the system. Is the RE referenced directly related to the soil contaminant and meeting the 0.010 mg/kg health based standards or was the statement to include all effluent streams from the thermal treatment system?

RESPONSE: The 99.99% RE and the .010 mg/kg are for the mustard simulant. For these tests, only the mustard simulant will be evaluated.

11. In developing a design for a thermal desorption unit capable of completing the work required in the PWS, it would be appropriate to understand if any utilities (water, electricity, fuel) are available at the various locations where soil remediation is to occur. Is there a list of available utilities at the project locations?

RESPONSE: The testing can be at any location selected by the vendor. The concept is to have a mobile self-contained unit that be deployed to remote locations to remediate agent contaminated soils. Therefore, the PWS requires that the technology demonstrate that it is mobile and transportable.

12. Section 3.3.1.2 of the PWS states that the offeror must dispose of the processed soils. If the offeror had the ability to utilize the processed soil in a permitted beneficial manner would such a utilization be acceptable to the U.S. Army?

RESPONSE: Yes. The requirement is that the disposition of the soils will be the responsibility of the offeror.

13. Does the thermal desorption unit utilized during the demonstration test have to be the same unit utilized during full scale operations?

RESPONSE: The test and design capacity are 2 cubic yards per hour.
