*** End of Narrative A0000 ***
The narrative in Sections A, L, and, M were updated and printed in their entirety.
A1. The US Army Chemical Materials Activity (CMA) Recovered Chemical Materiel Directorate (RCMD) provides centralized management and direction to the Department of Defense (DOD) for the assessment and disposal of recovered chemical weapon materiel, and other chemical disposal missions, in a safe and efficient, environmentally sound and cost-effective manner. The Joint Project Manager for Elimination
(JPM-E) is managing a project for the RCMD to test Thermal Desorption Technology to remediate chemical warfare agent contaminated soils and debris. The technology supplier will provide a thermal desorption system and demonstrate its efficacy through a series of tests at an approved vendor site location using simulated agents, different soil types, and different operating conditions.
A2. The objective of this effort is to select an Offeror to develop a test plan, obtain the test materials and systems, and perform the demonstration tests IAW with the test plan to demonstrate the effectiveness of a thermal desorption system to remediate agent contaminated soils.
A3. This Request For Proposal, issued as an unrestricted, full and open competitive solicitation, will result in a single source contract award with an option to purchase the system as stated in section B of this solicitation. The basic contract types will be setup for award on a cost-plus-fixed-fee (CPFF) basis. The Period of Performance (POP) will not exceed one year. The performance work statement is at attachment 1. The option to purchase the system will be awarded at the Government's sole discretion, will be based on need and performance of the contractor.
A4. The Government intends to make one award for the requirements outlined in the solicitation. The Government will determine which offeror can best accomplish the requirements set forth in this solicitation. In making this determination, the Government will conduct an integrated assessment to determine the best value to the Government using the criteria outlined in this document. Award will be made to the offeror, whose proposal represents the best value to the Government, considering the evaluation criteria and the requirements of the solicitation. Consequently, integration of the technical/management factor, the performance risk assessment, and small business utilization evaluation with the total evaluated price could result in award to an offeror other than that with the lowest price/estimated cost. However, the Government reserves the right to make no award as a result of the solicitation if, upon evaluation, none of the proposals are deemed likely to meet the technical/management requirements at an acceptable level of risk and/or cost.
A5. Offerors should submit their best proposal since the Government plans on awarding the contract without discussions. The Offeror's proposal shall be valid for 120 days from the closing date of the RFP or 120 days after the final proposal is received if the Government determines after receipt of proposals that discussions are needed.
A6. This RFP should not be discussed with any Government employee except the Procuring Contracting Officer (PCO), Brian J. Murphy or
Contract Specialist, Brian J. Egli. Mr. Murphy and Mr. EGLI may be contacted at brian.j.murphy5.civ@mail.mil or brian.j.egli.civ@mail.mil.
A7. This RFP and any amendments to this RFP shall be issued electronically. Because of this, the Government is under no obligation to maintain an Offerors mailing list. Any offerors interested in this requirement must periodically access FEDBIZOPS at https://www.fbo.gov/ to obtain the RFP and any amendments that may be issued. Failure to provide proposals in accordance with the instructions/format specified in this RFP shall render the Offerors proposal non-compliant. The proposal will not be further evaluated and will not be further considered for award.
A8. The Government will consider timely questions from offerors to the solicitation; to be timely, questions shall be submitted by the offerors no later than five working days after the issuance date of the solicitation. Questions shall be submitted electronically to the
PCO and contract specialist, as identified in A6. All timely questions and the Government's responses to these questions will be electronically issued within eight working days; in addition, any ensuing amendments to the solicitation based on the Government responses will also be electronically issued. For questions received after five working days, the Government will respond and issue them electronically as soon as possible. However, late questions and responses will not form a basis for extending the solicitation's proposal submission date.
A10. The closing date and time for this RFP is identified on page 1 of this RFP, the Local Time is Central Time. All proposal documents are due at the time set forth in this RFP.
A11. The Government will compare the Offeror's proposal to Section L in order to perform a compliance review. Failure to provide proposals in accordance with the instructions/format specified in this RFP shall render the Offerors proposal non-compliant. The non-compliant proposal will not be further evaluated and will not be further considered for award.
A12. The fixed price clauses apply to the option CLIN to purchase the Thermal Desorption System.
A13. Contractor personnel wishing to address an issue of concern, questions, or inquires outside of normal day to day contract administration communications or when wishing to address circumstances that could foreseeably lead to disagreement or conflict with the
Government are asked to adhere to the following communication chain for contacting Government personnel in order to resolve such matters at the lowest level possible. If an issue cannot be resolved satisfactorily, it can then be raised to the next level.

SECTION M - EVALUATION FACTORS FOR AWARD
M-2 Basis for Award
The Government intends to make one turnkey award for the testing of Thermal Desorption Technology to Remediate Agent Contaminated Soils, as outlined in the solicitation. The Government will determine which Offeror can best accomplish the requirements set forth in the solicitation. In making this determination, the Government will conduct an integrated assessment to determine the best value to the
Government using the criteria outlined in this section.
Award will be made to the Offeror, whose proposal represents the best value to the Government, considering the evaluation criteria and the requirements of the solicitation. Consequently, integration of the Technical/Management, Past Performance, and Small Business
Participation factors with the total estimated cost could result in award to an Offeror other than that with the lowest price/estimated cost. However, the Government reserves the right to make no award as a result of the solicitation if, upon evaluation, none of the proposals are deemed likely to meet the technical/management requirements at an acceptable level of risk and/or cost.
M-2 Evaluation Guidance
Selection of the successful Offeror will be made based on the evaluation criteria delineated herein. However, any proposal that is unreasonable in terms of technical approach, schedule, and/or costs (high or low) will be deemed reflective of an inherent lack of technical, schedule and/or cost competence or a failure to comprehend the complexity and risks of the Governments requirements stated in the solicitation. This may be grounds to reject the proposal.
Selecting the Offeror for award will be based on an evaluation of proposals in four factors: technical/management, past performance, cost/price, and small business participation. The technical/management factor will be evaluated and assigned a color/adjectival rating of Blue/Outstanding, Purple/Good, Green/Acceptable, Yellow/Marginal, or Red/Unacceptable by the Technical/Management Evaluation Team. In addition, based on the technical evaluation, an adjectival technical risk rating of High, Moderate, or Low proposal risk will be assigned. These ratings are defined in Tables 1 and 2 below:
Table 1- Technical Evaluation Rating Color Rating and Description
Blue/Outstanding________________
Proposal meets requirements and indicates an exceptional approach and understanding of the requirements. The proposal contains multiple strengths and no deficiencies.
Purple/Good___________
Proposal meets requirements and indicates a thorough approach and understanding of the requirements. Proposal contains at least one strength, and no deficiencies.
Green/Acceptable________________
Proposal meets requirements and indicates an adequate approach and understanding of the requirements. Proposal has no strengths or deficiencies.
Yellow/Marginal_______________
Proposal does not clearly meet requirements and has not demonstrated an adequate approach and understanding of the requirements.
Red/Unacceptable________________
Proposal does not meet requirements and contains one or more deficiencies and is un-awardable. Is likely to cause significant disruption of schedule, increased cost or degradation of performance.
Table 2- Technical Risk Rating-
Assessment of technical risk, which is manifested by the identification of weakness(es), considers potential for disruption of schedule, increased costs, degradation of performance, the need for increased Government oversight, or the likelihood of unsuccessful contract performance.
Rating and Description
Low___
Has little potential to cause disruption of schedule, increased cost or degradation of performance. Normal contractor effort and normal

Government monitoring will likely be able to overcome any difficulties.
Moderate________
Can potentially cause disruption of schedule, increased cost or degradation of performance. Special contractor emphasis and close
Government monitoring will likely be able to overcome difficulties.
High____
Is likely to cause significant disruption of schedule, increased cost or degradation of performance. Is unlikely to overcome any difficulties, even with special contractor emphasis and close
Government monitoring.
The Past Performance Assesment Team will review the Offerors past performance and will assign a past performance relevancy rating of
Very Relevant, Relevant, Somewhat Relevant, or Not Relevant. Once relevancy has been determined, the PRAG will assess the Offerors past performance with a rating of Substantial Confidence, Satisfactory Confidence, Limited Confidence, No Confidence, or Unknown Confidence
(Neutral).
The past performance evaluation criteria will be assigned a past performance relevance rating, and a performance confidence assessment rating, as defined in Tables 3 and 4 below.
Table 3. Past Performance Relevancy Rating
Rating Definition
Very Relevant_____________
Present/past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.
Relevant________
Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.
Somewhat Relevant_________________
Present/past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires.
Not Relevant____________
Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.
Table 4. Performance Confidence Assessment
Rating Description
Substantial Confidence______________________
Based on the Offerors recent/relevant performance record, the Government has a high expectation that the Offeror will successfully perform the required effort.
Satisfactory Confidence_______________________
Based on the Offerors recent/relevant performance record, the Government has a reasonable expectation that the Offeror will successfully perform the required effort.
Limited Confidence__________________
Based on the Offerors recent/relevant performance record, the Government has a low expectation that the Offeror will successfully

perform the required effort.
No Confidence_____________
Based on the Offerors recent/relevant performance record, the Government has no expectation that the Offeror will be able to successfully perform the required effort.
Unknown Confidence (Neutral)____________________________
No recent/relevant performance record is available or the Offerors performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned.
The Cost/Price Team will evaluate costs.
