8 FAR 16.203-1 (a) (1 indicates that Firm Fixed Price Economic Adjustment contracts are appropriate when price adjustments are based on increases or decreases) from an agreed upon level in published or otherwise established prices of specific items or the contract end items. Section L indicates that the offeror is to use a fixed Government Surrogate number for these costs in their proposal submission. The Surrogate was derived from the Independent Government Cost Estimate, and is calculated by multiplying the monthly cost by the number of months for each performance period. As the Surrogate appears to represent an agreed upon level being used to establish prices, would the USG consider changing CLINS 0002, 1002 & 2002 to a FFP with Economic Adjustment consistent with FAR Part 16.203-1 (a) (1)?
Per the Solicitation the ODCs/Materials are on a cost-no fee basis and will be reimbursed as such. These are not fixed.

Attachment 0001 - PWS 3.1 General Page 5
This requires the Contractor to provide a T1 line with 1.5 M bandwidth for warehouse operational services and hardware software integration support to the HSIF. Is this an allowable ODC expense? Yes, the T1 Line is an allowable ODC expense.
Attachment 0001 - PWS 3.1 General Page 5
This requires the Contractor to provide a T1 line with 1.5 M bandwidth for warehouse operational services and hardware software integration support to the HSIF. Is this the only network connectivity to the HSIF or is there a Government network backbone for the HSIF? If so, who supports the
Government network backbone?
The Government Nonsecure Internet Protocol Router (NIPR) network runs independently of the intranet that the T1 line will support. Infrastructure support for NIPR is provided by the Government, which is used for employees' Government email accounts and some Federal training requirements. The NIPR and the intranet are firewalled from each other - one is not the backbone for the other.
