Q.1 Attachment 2 Price Matrix
In the detailed build up tab the Government provides direct hours and overtime hours for each labor category. Are the overtime hours included in the direct hour calculation and shown separately only for the purpose of calculating any premiums, or are these additional hours worked? In other words, are the total hours actually worked a sum of the direct hours and overtime hours?
The direct hours and overtime hours provided in the detailed build-up tab of Attachment 0002 - Price Matrix are separate estimations.
Q.2 Attachment 2 Price Matrix
The staffing estimated by the Government in Attachment 2 Price Matrix , shows Motor Vehicle Dispatcher A, Specialist Facility CDL Lead, and Machinist Specialists as exempt employees. Other RFP data such as Attachment 4 CBA shows that these positions are hourly employees. Will the Government please clarify the classification of these positions?
Attachment 0002 - WSMR MSS Price Matrix has been updated to reflect the Motor Vehicle Dispatcher A, Specialist Facility (CDL) Lead, and Specialist, Machinist (CDL) as NON-EXEMPT. Q.3 1.10
PWS 1.10 states, "The following personnel are considered key personnel by the Government: Program Manger (PM) and Alternate." It goes on to state, "Qualifications for all key personnel are listed below:"
However, the only Key Personnel qualifications listed within 1.10 is "a. Program Manager (PM)." Please confirm the APM is a key position and provide the minimum qualifications for this key position.
Attachment 0001 - WSMR MSS Performance Work Statement dated 30JUN2025, paragraph 1.10, has been revised as follows: "The following personnel are considered key personnel by the Government: Program Manager (PM) and Deputy Program Manager (DPM). The Contractor shall provide a PM and DPM who shall be responsible for the performance of the work. The names of the PM and DPM, along with a Curriculum Vitae (CV) for each of these individuals, shall be provided in writing to the KO no later than 5 days after contract award or during the post-award meeting (CDRL A005).
The PM and DPM shall have full authority to act for the Contractor on all contract matters relating to daily operations of this contract. The PM or DPM shall be available IAW PWS paragraph 1.5.4. Attachment 0001 - WSMR MSS Performance Work Statemente dated 30JUN2025, paragraph 1.10(b) has been updated to include minimum requirements for Deputy Program Manager. TECHNICAL EXHIBIT D, PRS #5, CDRL A005, has been updated as follows: "The Contractor shall provide a Program Manager (PM) and Deputy Program Manager (DPM) who shall be responsible for the performance of the work. The name of the PM and the DPM shall be provided in writing to the KO no later than 5 days after contract award or during post-award meeting.

PWS 1.10 states, "The following personnel are considered key personnel by the Government: Program Manager (PM) and Alternate." Attachment 003 provides a positions description for a Deputy Program Manager, not Alternate. Please confirm the DPM and APM labor categories are one and the same.

Q.5 M.7.1; L.7.1.1.5
L.7.1.1.5 states that "Any adjustments to the labor hours shall be described...", indicating that Offerors may make any changes to total level of effort and mix across labor categories, and M.7.1 explains that “The Government intends to evaluate price reasonableness, relying primarily upon competition. … and a comparison will be made of total evaluated prices...”.
-- Conducting a side-by-side total proposed cost comparison, when each bidder has discretion in determining staffing levels and labor hours, presents a significant challenge to the Government and potential grounds for protest as Offerors may pose substantially different prices based on widely varying assumptions about future workload.
Each bidder must estimate future workload based on limited information and their own varying assumptions. Consequently the total level of effort and labor mix will vary – likely significantly – resulting in total prices proposed by different Offerors that will not be directly comparable.
For example, bidders proposing fewer hours (e.g., 550,000) will falsely appear cheaper than those proposing more hours (e.g., 650,000) not because of true cost efficiency, but rather solely as a result of different workload assumptions when actual future workload is ultimately directed by the Government .
Further adding to the uncertainty, the Government provided Historical workload data exhibits significant year-to-year variability.
Notably, the most recent year's data of 518,132 hours (Attachment 8) is substantially lower than the 665,864 hours specified in the provided price matrix. This significant discrepancy in hours underscores the challenge faced by offerors in determining an appropriate total number of hours for their bids. Without verified workload projections, offerors may base their proposals on divergent assumptions, potentially leading to an inequitable comparison of total costs across bids.
In short, without standardized workload data, the government faces difficulties in equitably comparing bids and the current instructions allow bidders to potentially propose unrealistically low total price by underestimating workload.
-- To aid the Government in making an equitable, sound, and defensible evaluation of prices across Offerors:
1.Except for the PMO, will the Government provide a fixed level of e ort and labor mix that all O erors must price, such as the data contained in the Pricing Matrix?
2.Alternatively, will the Government provide the baseline future workload (prior to O eror making any adjustments) to ensure a more equitable comparison of total proposed price?
3.As a third alternative, will the Government provide clearer instructions on whether to base estimates on historical workload hours, the price matrix, or a specified alternative?
The labor hours for each period of performance in Attachment 0002 - WSMR MSS Price Matrix are being provided as an estimate for all Offerors to propose against. If efficiencies are identified and captured, Offerors shall follow the instructions provided in Sections L and M on how to articulate those efficiencies within their respective proposals.
Q.6 Attachment 0009; L.3.8
L.3.8 states, “Offerors are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors and sub-factors .” However, there is no requirement in Section L on where we are to include them.
Please clarify where Representations and Certifications are to be included.
Section L.3.8, Table 1, Cover Letter, Instructions, has been revised to include Representations and Certifications (excluded from pg. count).

CDRL A021 states, "The Facility Security Officer (FSO) shall provide WSMR Personnel Security Manager (PSM) with a list of all personnel, "Owned" or "Serviced" through the Joint Personnel Adjudication System (JPAS)..." JPAS was replaced by the Defense Information System for Security (DISS) on March 31, 2021.
Please provide an updated Technical Exhibit C.

Technical Exhibit A states, "1.1.21. Personnel Security Clearance : The Contractor shall be able to acquire a Facility Clearance Level of at least TOP SECRET level in the Joint Personnel Adjudication System (JPAS) at time of the proposal submission and must maintain the level of security required for the life of the contract.... Offeror must provide a current and complete DD Form 441, Department of Defense Security Agreement and meet all requirements. " When must the Offeror provide a current and complete DD Form 441?
IAW TECHNICAL EXHIBIT A, SECURITY REQUIREMENTS, paragraph 1.1.21, a complete DD Form 441 is due at time at proposal submission.

In reference to the Government’s reply to question number 7, it is clear that it is the Government’s intent that the contractor will be responsible for the provision and maintenance of all vehicles necessary to support operations. However, we take exception to the Government’s apparent position that none of the associated costs – which would clearly be direct contract costs for this cost reimbursable contract – would be reimbursed by the Government. Will the Government please clarify its position relative to cost reimbursement of these vehicle costs. If the costs are not included in the ODC plug number the only way to get reimbursed is through the use of a reimbursable indirect rate.
The Government is clarifying its cost reimbursement position relative to the vehicle costs under this contract. The Contractor is responsible for obtaining and maintaining the vehicle fleet necessary to complete the requirements of the PWS. How the Contractor charges the contract for the necessary vehicles costs is at the Contractor's discretion and is determined by the Contractor's individual accounting system.

L.7.1.1.5
L.7.1.1.5 states, "Any adjustments to the labor hours shall be described in the pricing narrative as well as the technical volume and made obvious in Attachment 0002 – Price Matrix (by highlighting the modified cells or giving the cell dark borders or both). " However, there is no requirement in Section L to discuss staffing, other than staffing required during transitionin Volume I Mission Capability. Please clarify, where in Volume I Mission Capability are we to address L.7.1.1.5 requirements.
If the Offeror proposes adjustments, the adjustments will need to be discussed in the Cost/Price Volume as well as the Mission Capability Volume IAW L.7.1.1.5. Offerors can propose adjustments at the end of Volume I Mission Capability.

PWS L.3.11 states that, "Each paragraph should be single spaced and shall be separated by at least one blank line." For clarification, is the blank line between paragraphs required to be 12-point font (matching the body text), or may a smaller font size (e.g., 6-point) be used for the blank line—as long as the paragraph spacing remains visually clear and consistent throughout the document?

On the 'Summary Cost Element' sheet, NMGRT is only being calculated on labor. Should NMGRT be applied to the ODC plug numbers also, or is the Government assuming that NMGRT is included in the plug numbers?

Attachment 4
In response to Question 7, the Government replied that Contractors will not be reimbursed for Vehicles or associated Vehicle maintenance costs under this contract. We assume the intent of this statement is that this cost will not be directly reimbursed, but rather that it should be included in the Contractor's indirect charge rates. Is that understanding correct?
If this understanding is correct, will the Government update Attachment 4 - Contractor Furnished Property, to add a list of vehicles by make and model that all bidders must include in their “Indirect Charge Rate” as referenced in Attachment 4.
The Government is clarifying its response to Question 7 provided in Amendment 0001. The Contractor is responsible for obtaining and maintaining the vehicle fleet necessary to complete the requirements of the PWS. It is up to the Contractor to decide how to charge the contract for necessary vehicle costs based on its organization's individual accounting system.

Per PWS 4.5:
- Will the Government provide Fuel cards/keys at no cost to the Contractor?
- If contractor is to buy these Fuel Cards/Keys, is contractor allowed to charge the purchase cost of Fuel card/keys from the ODC CLINs on this contract?
Attachment 0001 - WSMR MSS Performance Work Statement, paragraph 4.5.1, has been revised as follows: "The Contractor shall pay for all fuel utilized in the contract but will be able to utilize the Government fuel stations located on WSMR by the use of Fuel Key only for GFP provided vehicles.
There is a gas station on post but no diesel. Off-site gas stations are in El Paso, Las Cruces, Alamogordo, Socorro, or in the Wingate area for non-GFP provided vehicles. Historically this contract has incurred an approximate 1,000,000+ miles per year for all vehicles combined. Diesel fuel is only available at WSMR for GFP provided vehicles.

According to PWS 4.5.1 diesel fuel is available, however, the answer provided to Q.7 states that diesel fuel is unavailable. Please clarify the avaiability of diesel fuel.

Q.22 Attachment 7 Is the contractor responsible for paying the cost of insurance for the vehicles listed in Attachment 7?
Yes, Contractors will be responsible for obtaining insurance for all contractor provided vehicles.
Q.23 Attachment 2 and Attachment 7
Are bidders required to add vehicle maintenance staff under the Detail buildup worksheet of Attachment 2 or should they assume that the staffing in Attachment 2 would meet the requirements of all PWS including Vehicles?
Offerors are to review the PWS and all applicable solicitaion attachments and propose the labor hours and skill set it deems fit to accomplish the requirements of the PWS. Should the labor hours or labor category descriptions differ from those identifed in Attachment 0002 - WSMR MSS Price Matrix, Offerors shall articulate the differences within its proposal IAW Sections L and M.
Q.24 Attachment 7 In the event bidders cut the number of vehicles as shown in Attachment 7, is the rationale for the number of vehicles proposed going to be evaluated?
PWS Attachment 0007 - Mission Support Services Vehicle Usage provides historical data on a previous year's vehicle usage for Offeror's situational awareness. This is not an attachment for Offeror's to propose against, nor are vehicles a factor to be used as evaluation criteria. This attachment is being provided as insight into the number of vehicles it could take to accomplish the requirements of the PWS.

According to L.3.7 "The Proposal Manager role is required to submit a proposal..." and "...the User’s email address in PIEE must match the email address on file in SAM.gov" SAM POCs are functional in nature ("Accounts Receivable" for example). Can you be more specific about which SAM email address must match the PIEE user account?
The user's email for the Proposal Manager's role in PIEE must match their registered email address on file with SAM.gov.

Currently, all of the hours for option periods are listed in a single column for Regular Time and a single column for Overtime without the ability to show any year to year differentials. If offerors have alternate solutions that cause Level of Effort to fluxtuate from year to year, how should that be represented in the Price Matrix? May offerors include additional columns that transparently show the intended work hours by labor category for each individual year?
Yes, Offerors may modify Attachment 0002 - WSMR MSS Price Matrix to capture efficiencies and staffing solutions. It is the Offerors responsility to ensure no errors within the matrix and to properly articulate the modifications to the matrix within the proposal as instructed in Sections L and M.

In order to burden subcontractor costs appropriately in the Price Matrix, formulas in existing columns will need to be altered OR new columns will need to be added to accomodate different indirect calculations.

Q.28 L.7.1.1.12 Can you please clarify whether subcontractors will be required to submit sealed packages for this opportunity?
There is no guidance in Section L.7.1.1.12 that directs Offerors to submit Subcontractor proposals via sealed packages. That is not a requirement of this solicitation.

In response to Question 7 the Government states it will not be reimbursing Contractors for Vehicles or Vehicle maintenance costs under this contract.
Since these vehicles are used solely for this cost-reimburseable type contract would the Government reconsider these costs to be charged directly to the contract?
A similar approach was recently issued by the Army Contracting Command for the Aberdeen Test Support Services Contract Number W91CRB21R0016 that used this specific instruction:
"PWS 4.6.12 – Vehicle Pool: The Contractor shall provide a pool of Contractor-furnished vehicles for use by the Contractor in support of the Test Support Services requirements in this PWS. The specific vehicles are listed in the Contractor-Furnished Vehicle List (Exhibit B). The Contractor shall invoice the Government for the reimbursable costs of the Contractor Vehicles.”
Would the Government consider a similar approach since all vehicles used are specific to the WSMR MSS PWS functions and cannot be allocated to other corporate contracts or functions?
The Government is clarifying its response to question 7 provided in Amendment 0001. The Contractor is responsible for obtaining and maintaining the vehicle fleet necessary to complete the requirements of the PWS.
