About this file
This is Amendment 0002 to Solicitation W51AA126RA002, issued by the U.S. Army's Picatinny Arsenal on February 25, 2026. The amendment updates cybersecurity requirements and modifies proposal submission instructions for an unspecified procurement. The primary changes involve updating Cybersecurity Maturity Model Certification (CMMC) Level Requirements from CMMC Level 1 (Self) to CMMC Level 2 (Self) in clauses 252.204-7021 and 252.204-7025, effective calendar years 2021 through 2025. Contractors must maintain current CMMC Level 2 (Self) certification for all information systems processing, storing, or transmitting Federal Contract Information (FCI) or Controlled Unclassified Information (CUI), submit CMMC unique identifiers (UIDs) to the contracting officer, and ensure subcontractors maintain appropriate CMMC certifications. The amendment also establishes annual affirmation requirements for continuous compliance through the Supplier Performance Risk System (SPRS) and requires contractors with Conditional CMMC status to close out valid plans of action and milestones to achieve Final status.
The solicitation requires proposals submitted in three volumes: Technical (50-page limit), Past Performance (15-page limit), and Solicitation/Certifications (no limit). Technical submissions must address bonding capacity of $5,000,000 minimum single project and $30,000,000 aggregate with surety verification, a safety program aligned with OSHA standards including five years of Total Recordable Incident Rate (TCR) and Days Away, Restricted, or Transferred (DART) Rate data, and quality control approaches with documented procedures. Past performance evaluation requires three recent contracts awarded and completed within five years prior to solicitation issuance, performed as prime contractor under NAICS code 236220 with minimum contract values of $350,000, supported by completed Past Performance Questionnaires from client points of contact submitted directly to contracting officers Justin Marino and Brian Souter. Electronic proposals must be submitted to justin.m.marino2.civ@army.mil and brian.j.souter.civ@army.mil by the deadline specified in SF 1442 Block 13, with all amendments acknowledged per FAR Provision 52.215-1. The Government reserves the right to use AI tools to support proposal analysis while maintaining all final evaluation judgments and source selection decisions as exclusively governmental functions.
