About this file
This is a Scope of Work for a Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) Task Order Contract (MATOC) for depot-wide minor construction services at Tobyhanna Army Depot in Pennsylvania. The contract is a non-personal services contract covering labor, equipment, tools, materials, supervision, and transportation for task orders related to minor construction, repairs, maintenance, alterations, emergency services, and renovations throughout the depot. The ordering period extends for five years from September 2026 through September 2031, with individual task orders establishing their own specific performance periods. Each awarded contractor must comply with the Tobyhanna Army Depot Master Specifications and Installation Planning Design Guide on all resulting task orders and maintain capability for 24-hour response when necessary to support ongoing work.
Task orders will be issued either as design-build or design-bid-build projects, utilizing Specs Intact and Unified Facilities Guide Specifications (UFGS) for applicable specification sections. For design-build projects, contractors submit detailed specifications as part of their design submission. For design-bid-build projects, the task order references applicable specifications from the TYAD Master Specifications, with any required tailored specification sections included in the individual task order. A Notice to Proceed will be issued following MATOC award, task order award, and acceptance and approval of bonds and insurance. Each firm-fixed price task order will establish its own individual performance period, with possible adjustments if bid options are awarded.
