About this file
This file contains Questions and Answers (Q&A) for Request for Proposal W51AA1-26-Q-A045 for a Sanding Booth project at Tobyhanna Army Depot (TYAD). The Q&A addresses clarifications on the Performance Work Statement (PWS), technical specifications, facility conditions, and contract requirements. Key clarifications include: attachment numbering discrepancies between SAM.gov and the PWS body; confirmation that the sanding booth will also accommodate fiberglass repairs using epoxies and glazing compounds with wet lay-ups of carbon fiber, fiberglass, and Kevlar materials; booth interior height of approximately 14 feet with a 27-foot available room height; no requirement for a steel floor or additional compressed air system as TYAD will provide both; and fall protection requiring field certification with personnel working from both floor level and elevated platforms. The contract specialist is Kristen Zigmont (kristen.zigmont.civ@army.mil).
Critical technical and scheduling requirements include: system layout drawings due 75 days from award (extended from 45 days); design submissions minimized to preliminary design, pre-final, and final as-built phases; total contract completion within 420 calendar days (14 months) from Notice to Proceed with target completion of May 31, 2028, including six months for environmental permits; Class I Division 2 inside the booth with Class I Division 1 only at the spray zone is acceptable (with cost comparison requested for Class I Division 1 across the board); carbon filtration required on exhaust air; dust hazard analysis required per TYAD Fire Chief direction; and no bid bond required as this is not a construction order. The contract is a Firm Fixed-Price Purchase Order with award targeting mid-June. As-built drawings for the existing building, mezzanine floor system, and fire protection systems will be provided after award, with acknowledgment that contract modifications may be needed based on final design requirements for fire protection infrastructure and structural support for mezzanine-mounted equipment.

Questions #24: Is there a timeframe established for contract award?
Answer #24: Once the solicitation closes, then aiming for Mid-June.
Questions #25: The requirement currently states that the booth have 3-Stage Filtration with VOC removal. If we’re only sanding within the booth, VOC’s will not be present because the paint is dry. Will they also be painting within this booth as well?
Answer #25: See PWS paragraph 1.2: A new Sanding Booth will provide Tobyhanna Army Depot (TYAD) capability to repair dents, holes, cracks, etc. in composite materials by applying epoxies and glazing compounds, and by performing wet lay-ups using carbon fiber, fiberglass and Kevlar. The Sanding Booth will handle composite material repairs for the depot workload. Epoxies and glazing compounds will be applied while wearing proper personal protective equipment, including coveralls, safety goggles and respirators with organic vapor cartridges.
Questions #26: Class I Div 1 vs Div 2 — they spec’d C1D1 throughout. We can absolutely build to C1D1, we do it every day. But if they’re open to it, C1D2 inside the booth (with C1D1 only at the spray zone) is a real cost saver on lighting and controls. Want to ask if they have a preference, or if they want us to default to C1D1 across the board for AHJ defensibility. Either is fine on our side, just want to know which way they’re leaning.
Answer #26: C1D2 inside the booth (with C1D1 only at the spray zone) will be considered. If possible, please provide cost of C1D1 across the board as well.
Questions #27: What’s actually happening in this booth? They call it a sanding booth but they spec’d a paint booth — carbon VOC stage, breathable air drops, sprinklers, the whole package. Is this sand + spray + cure all in one enclosure? Or sanding only with the carbon stage there as belt-and-suspenders? Changes how we engineer the recirc / regain air piece.
Answer #27: Booth is used for sanding of fiberglass that has been painted with CARC paint, then fiberglass repairs are performed and cured inside the booth as well. Some assets require the worker to be more than 4 feet above ground level, necessitating fall protection. The fiberglass sanding dust tested weak positive for explosivity.
Personnel also work from floor level and from elevated platforms within the booth.
Questions #28: Biggest part going in —rough L x W x H and weight. Confirms door opening and whether they need rails / dollies / overhead
Answer #28: Available room height is 27’. Desired booth interior height is approximately 14’ high. Roll-up door should be sized to maximum possible height after allowing for door control mechanism. Fall protection rails overhead in ceiling – alternative solutions will be considered.
Questions #29: Utilities at the Bldg 10 location — available amps at 480V, gas service psi and BTU, compressed air capacity, and where the breathable air supply comes from.
Answer #29: Available for observation during site visit. Tobyhanna Army Depot will provide compressed air system for sanding and breathing air. No additional compressor is required. Work with the assumption that we have more than enough capacity; the vendor should identify what they will need/consume and TYAD D/Installation Services (DIS) will accommodate. In event gas is at higher pressure (2 psig or 5 psig), DIS should be able to regulate down to normal pressures…7” to 11”.
Questions #30: Type of Contract?
Answer #30: This is a Firm Fixed/Price Purchase Order.
Questions #31: Requested Target Completing Date?
Answer #31: The contractor shall complete all contractual work within 420 calendar days (14 months) of Notice to Proceed. Target completion date is 31 May 2028. This includes 6-month allowance for Environmental permits to be obtained by TYAD personnel after award, if needed depending on booth system design.
Questions #33: Please identify the various surfaces and coatings that will be sanded.
Answer #33: Response: Substrate is aluminum painted with Chemical Agent Resistant Coating (CARC) paint.

Questions #54: Do they want carbon filtration on the recirculation air or the exhaust air ?
Answer #54: See Q & A Version 1
Questions #55: Section 5.2.2.3(b) requires changes to pipe sizes. Provide as-built drawings of the fire protection systems installed in the building and the most recent hydrant flow test to adequately bid necessary changes.
Answer #55: As-built drawings will be provided after award. The fire pump room is adjacent to the sanding booth room. There is a 6” pipe within 50 feet of the desired booth location. Please assume adequate flow at this time; if this turns out to be false, contract modification will be needed.
Our records show that the closest hydrant is out of service. TYAD is working to see if our local DPW has any information. It is still the responsibility of the contractor to provide their own testing. Please note the information provided is a general baseline which may not be fully accurate and should not be used for any type of final designs.
Questions #56: Section 5.2.2.3(a) requires connection into the existing Notifier system. Confirm adequate capacity is provided to connect into existing adjacent circuits. Provide as-built drawings of the fire alarm system to determine where connection into the circuit is possible.
Answer #56: Please assume adequate capacity at this time; if this turns out to be false, a contract modification will be needed.
Questions #57: Section 5.2.2.1(d) states that TYAD does not have a fire protection engineer. Confirm who is acting as the AHJ and will approve the fire protection approach as it relates to the dust hazard analysis.
Answer #57: TYAD’s Authority Having Jurisdiction (AHJ) responsible for enforcing fire codes and approving installations is TYAD’s Fire Chief. His stance is that a Dust Hazard Analysis be completed.
Questions #58: Section 5.2.1.2 requires system layout drawings to be delivered within 45 calendar days of award. Confirm that a single submission in lieu of an iterative design submission is required for project.
Answer #58: Design submissions will be minimized to preliminary design, pre-final and final as-built.
Questions #59: Under Section 1.29, the highlighted text on Page 36 of 74 requires contractors and subcontractors to be CMMC Level 2 (C3PAO). Confirm that CMMC Level 2 (self) is not acceptable.
Furthermore, confirm that this project will contain CUI require CMMC compliance at all.

Questions #60: The booth is required to meet applicable NFPA standards and OSHA requirements. Due to the handling of combustible dusts, NFPA 654 applies and would require a combustible dust hazard analysis of the dust-handling portions of the system (the booth, the collection system) [NFPA 654 Section 7.1.2]. Additionally, OSHA's National Emphasis Program for combustible dusts requires a dust hazard analysis for processes handling/producing combustible dusts [CPL 03-00-008]. Will a dust hazard analysis be required as part of the project deliverables?
Answer #60: TYAD Fire Chief stance is that a Dust Hazard Analysis be completed.
