About this file
This is a Questions and Answers document for Request for Proposal W51AA1-26-Q-A045, titled "Sanding Booth," issued by the U.S. Army with Contract Specialist Kristen Zigmont. The document clarifies discrepancies and technical requirements related to the design and installation of a sanding booth at Tobyhanna Army Depot.
The Q&A addresses attachment numbering errors in the Performance Work Statement, confirms that the booth design should follow electrical and environmental requirements in sections 5.2.2.a and 5.2.2.5 rather than a dust explosivity laboratory report, and provides design specifications including: available room height of 27 feet with desired booth interior height of approximately 14 feet; roll-up doors sized to maximum possible height; no steel floor requirement; electrical system designable for either 480V or 208V with 120V controls; compressed air system to be provided by Tobyhanna Army Depot with no additional compressor required; fall protection system requiring field certification; and climate control system anticipated for placement on the mezzanine adjacent to the sanding room. The document confirms as-built drawings will be shared after award, natural gas availability in an adjacent room, facility drain availability in an adjacent room for condensate, and that carbon filtration should be applied to exhaust air. Additional clarifications include acknowledgment that design and installation of increased sprinkler pipe sizes and potential additional structural design for mezzanine support will be determined post-award with associated costs requiring contract modification. Evaluation criteria specify that technical proposals must demonstrate compliance with the Performance Work Statement with exceptions clearly identified, while past performance will be evaluated using CPARS and FAPIIS databases and rated as Acceptable/Unacceptable. No bid bond is required, and contract award is targeted for mid-June following solicitation closure.

Date:
Contract Specialist: Kristen Zigmont, Email: kristen.zigmont.civ@army.mil
Question #1: Performance Work Statement Page 1 of 74 Paragraph 1.2 states that Attachment 3 contains a diagram of the proposed booth configuration – it does not. Attachment 3 is the Contract Data Requirements List.
Attachment 4 contains the “Proposed Sanding Booth Area” diagram
Answer #1: Please excuse the discrepancy between the attachment numbers listed on SAM.gov and those referenced within the body of the Performance Work Statement (PWS).
The numbering correctly aligns with the attachment order provided at the end of the PWS.
Question #2: Performance Work Statement Page 1 of 74 Paragraph 1.2 states that Attachment 4 contains the Dust Explosivity Report – it does not. Attachment 4 contains the “Proposed Sanding Booth Area” diagram.
Attachment 5 contains the Dust Explosivity Report.
Answer #2: Please excuse the discrepancy between the attachment numbers listed on SAM.gov and those referenced within the body of the Performance Work Statement (PWS).
The numbering correctly aligns with the attachment order provided at the end of the PWS.
Question #3: Attachment 5 - Is it the Government’s intent that the “Laboratory Report – Explosivity of Dust Clouds” be the basis of design for the proposed sanding booth, cross-draft and vacuum systems?
Answer #3: No. Follow electrical and environmental requirements specified in 5.2.2.a and 5.2.2.5.
Question #4: Are as-built drawings for the existing building available? We understand they would be shared only after award.
Answer #4: Yes, they are available.
Question #5: S6.0 Electrical Safety Page 20 of 74 - Please provide a copy of the “TYAD Electrical Standard.”
Answer #5: Copy attached. Please refer to section 3-10 in the attach Design Guide for TYAD electrical requirements.
Attachment 04 – Questions and Answers Request for Proposal W25G1V-22-R-0043
Question #6: 5.2.1.2 System Layout Drawings – Page 45 of 74. Due to lead times for booth shop drawings, we request the 45-day timeframe be extended to 75 days from award.
Answer #6: This will be taken into consideration at time of award.
Question #7: 5.2.2.1. a Booth Structure and Design Page 45 of 74 – Please clarify desired height within the booth and size of roll-up doors.
Answer #7: Available room height is 27’. Desired booth interior height is approximately 14’ high. Roll-up door should be sized to maximum possible height after allowing for door control mechanism.
Question #8: .2.2.1. c Booth Structure and Design Page 46 of 74 – Please provide as-built information/drawings for the mezzanine floor system or acknowledge the possibility that additional structural design and construction may be needed to support units placed on the mezzanine, therefore associated costs would require a modification to the contract.
Answer #8: As-built drawings will be shared only after award. Mezzanine can be viewed during the pre-solicitation meeting.
Question #9: 5.2.2.1. e Booth Structure and Design Page 46 of 74 – Please clarify that the work includes a compressed air system for sanding and breathing air. Please clarify where compressor can be placed on grade.
Answer #9: Tobyhanna Army Depot will provide compressed air system for sanding and breathing air. No additional compressor is required.
Question #10: 5.2.2.3 Fire Protection Page 47 of 74 – Please acknowledge that design and installation of increased sprinkler pipe sizes can only be determined after award, therefore associated costs would require a modification to the contract.
Answer #10: Acknowledged.
Question #11: 5.2.2.4.a Accessories Page 48 of 74 – Please clarify fall protection system. Will personnel work from elevation platforms within the booth?
Answer #11: Personnel will work from floor level and from elevation platforms within the booth.
Questions #12: 5.2.3.1 Site Preparation Page 50 of 74 – Elsewhere this RFP requires the booth floor to be flush with the room floor. Please clarify if the booth requires a steel plate floor?
Answer #12: A steel floor is NOT required.
Questions #13: Please clarify location and capacity of electrical panel(s) available to power all booth equipment.
Answer #13: Available for observation during site visit. The system may be designed for either 480V or 208V, and controls may be 120V.
Questions #14: Does the fall protection require field certification?
Answer #14: Yes.
Questions #15: Does the facility have chilled water for the climate control system, if so, what is the water temperature and % percent of glycol?
Answer #15: Chilled water is not available.
Questions #16: Does the facility have natural gas for the climate control system, if so, how far to the closest connection point?
Answer #16: Natural gas is available in the adjacent room of the same building, available for observation during site visit.
Questions #17: The climate control systems are large and heavy, is there a location outside the building the climate control system could be pad mounted?
Answer #17: Anticipated location is on the mezzanine adjacent to the sanding room.
Questions #18: Where is the closest facility drain for condensate from the climate control system?
Answer #18: Facility drain is available in the adjacent room of the same building, available for observation during site visit.
