About this file

This file contains Additional Clarification Questions and Government Responses for Solicitation W51AA1-26-Q-A014 Water Softener Maintenance.

The solicitation addresses water softener system replacement and ongoing maintenance services. Four replacement systems will be installed as Simplex configurations at four locations, with contractors responsible for removal and disposal of existing systems and associated resin. Adequate 120 VAC power is already available at each location, but contractors should anticipate piping modifications and fittings for installation. Allowable shutdown windows will be coordinated before installation, with Regular Days Off or weekends preferred for water shutdown. Final acceptance requires an in-person inspection and demonstration by the Contractor's Representative (COR), with a service ticket documenting company name, installation date, work performed, and sample hardness results, followed by COR sign-off.

Ongoing monthly maintenance covers fourteen (14) fixed systems throughout base and option years, with no corrective or emergency maintenance included beyond routine monthly service. Twelve units will require monthly Big Blue filter cartridge replacement following the replacement of the 1C Bay 2 system. Salt is contractor-furnished, with historical consumption data available in previous posted questions and answers. Contractors are responsible for transporting removed items offsite and properly disposing of them. No on-site storage space is available for spare filter cartridges.

Additional Clarification Questions

Solicitation W51AA1-26-Q-A014 Water Softener Maintenance

1. System Configuration for Replacement Units Tables within the PWS reference Simplex, Duplex, and Twin systems; however, Section 1.3 indicates that each replacement location will receive a new Simplex system. Please confirm whether the four replacement systems are intended to be Simplex systems regardless of the existing configuration, or if like-for-like replacement (Duplex/Twin) is required at certain locations.

Replacement systems should be quoted as a Simplex configuration at all four locations. We are looking to have the current systems listed in table 1 removed and disposed of and new simplex systems installed (as stated in Section 1.3/5.1)

2. Electrical Scope Responsibility Please confirm whether adequate 120 VAC power is already available at each installation location, or if the contractor is responsible for providing new circuits, disconnects, conduit, or other electrical modifications.

120 VAC power is already available at each location.

3. Plumbing Tie-In and Modifications Can the Government confirm whether existing piping sizes, materials, and isolation valves are compatible with the new systems, or if contractors should anticipate piping modifications, reducers, or additional valves beyond those specified for the filter housings?

Yes, contractors should anticipate the need for piping modifications and fittings for installation of the new systems.

4. Removal and Disposal Requirements Please clarify whether disposal of existing softeners and associated resin is considered standard non-hazardous waste, and whether any special handling, documentation, or disposal locations are required.

Contractor will be responsible for transporting all items removed offsite and properly disposing of them.

5. Water Shutdown Coordination Are there defined allowable shutdown windows for each location, and should contractors assume normal working hours only, or plan for after-hours or weekend work to support depot operations?

Allowable shutdown windows will be coordinated before planned installation.

Regular Days Off (RDO) or weekends would be the preferred timing for shutdown.

6. Monthly Service Scope and Variability Please confirm whether the quantity of fourteen (14) systems for monthly servicing will remain fixed throughout the base and option years, and whether corrective or emergency maintenance is excluded from the monthly service requirement.

Quantity of fourteen (14) systems will remain fixed throughout the base and option years. No corrective or emergency maintenance outside the monthly service is included.

7. Salt Supply and Consumption Please confirm whether salt is contractor-furnished or government-furnished, and whether historical consumption data is available to support pricing assumptions.

Salt is contractor-furnished. Please see previous posted questions/answers which include salt usage estimates.

8. Big Blue Filter Applicability Can the Government confirm the exact number of systems requiring monthly Big Blue filter cartridge replacement and whether spare filter storage space will be provided on site?

After the replacement of the 1C Bay 2 system and addition of a filter, there will be 12 units requiring monthly Big Blue filter cartridge replacement. No on-site storage is available.

9. Commissioning and Acceptance Criteria Please clarify whether formal commissioning, functional testing, or written Government acceptance is required for the newly installed systems, and what criteria will be used for final acceptance.

Contractor will contact COR upon installation completion for an in-person inspection/demonstration and sample testing. Contractor will generate a service ticket with company name, date installed, description of the work performed, and sample hardness results. COR will sign off on this ticket for final acceptance.
