About this file
This is a Justification and Approval (J&A) document for a brand-name only procurement of Land Mobile Radio (LMR) Communications Trunking System Technologist Support Services at Tobyhanna Army Depot (TYAD), Pennsylvania. The requiring activity is TYAD's LMR Branch, and the contracting activity is the Army Contracting Command – Tobyhanna Division. The procurement authority is Title 41 U.S.C. §1901 as implemented in RFO FAR 6.104 and RFO FAR 12.102. The contract type is Firm-Fixed-Price (FFP) with a 12-month base period beginning March 4, 2027, followed by four 12-month option years and one 6-month extension option, extending through March 3, 2032. Competition is restricted to certified Motorola Authorized Service Partners, and the solicitation will be posted publicly on SAM.gov under NAICS 811210 with a $34 million size standard.
The contractor will provide specialized, non-personal on-site technologist support services for the existing proprietary Motorola ASTRO 25 LMR trunked radio system at TYAD. The services include preventive and corrective maintenance, upgrades, configuration, and troubleshooting. Brand-name restriction is justified because the system's hardware, core trunking software, diagnostic codes, and configurations are proprietary to Motorola Solutions, Inc., requiring technologists to possess five specific proprietary Motorola ASTRO 25 certifications and be employed by authorized Motorola Partners to maintain the system without voiding OEM warranties. Market research conducted June-August 2026 confirmed at least three active certified Motorola Partners with required credentials are available to bid. The procurement history shows two prior FFP contracts: one awarded March 4, 2022 through March 3, 2027 under Unrestricted with HUBZone Preference procurement method, and a prior Sole Source contract (FAR 6.302-1) from September 1, 2016 through March 3, 2022. The fair and reasonable cost determination will be made using competitive quotes and an Independent Government Cost Estimate (IGCE) in accordance with FAR 15.404-1.

To perform preventive and corrective maintenance on this system without voiding OEM warranties, the technologist must possess five (5) specific proprietary Motorola ASTRO 25 certifications and be employed by an authorized Motorola Partner. No other manufacturer's system or non-certified technician can maintain or modify this proprietary network core.
7. Alternatives:Three alternatives were considered: (1) Full and open competition without brand-name restriction: This is not viable because non-certified contractors lack access to Motorola's proprietary software updates and licensing, creating high risks of system failure. (2) Use of in-house personnel: Not viable as the depot does not possess the proprietary diagnostic tools or certified personnel. (3) Replacement of the entire LMR system: Highly inefficient and not in the best interest of the Government, costing millions of dollars in duplicative equipment and installation costs.
8. Impact if not approved:If this justification is not approved, the depot cannot restrict competition to certified Motorola partners. An award to a non-certified vendor would prevent critical cybersecurity patching, lead to system downtime, and jeopardize public safety and emergency dispatch communications at TYAD.
9. Efforts to Obtain Competition:The solicitation will be posted publicly on SAM.gov as a competitive brand-name acquisition restricted to certified Motorola Authorized Service Partners. This ensures competitive pressure among qualified vendors while protecting the Government's technical requirement.
10. Effective competition:Based on market research, multiple qualified Motorola Authorized Service Partners are active in the federal marketplace, ensuring adequate price competition.
11. Subcontracting competition: Subcontracting opportunities exist according to market research, multiple-qualified Motorola Authorized Service Partners are active in the federal marketplace.
12. Actions to Increase Competition: The Government will continue to monitor the market. If Motorola licenses its software to the general public in the future, the brand-name restriction will be removed in subsequent contracts.
13. Market Research: Market research was conducted in JUN-AUG 2026. The query confirmed that at least three (3) active vendors are certified Motorola Partners and employ technologists with the required ASTRO 25 credentials.
14. Interested Sources: A Sources Sought Notice was posted on SAM.gov under NAICS 811210 ($34M size standard). Multiple high-quality capability statements were received from diverse business entities.
