About this file
This is a Request for Quotation (RFQ) for on-site Land Mobile Radio (LMR) Communications Trunking System Technologist support services at Tobyhanna Army Depot in Pennsylvania. The solicitation number is W51AA126QA085, issued on 13 August 2026, with quotes due by 26 August 2026 at 1:00 PM. The contract will be awarded as a Firm-Fixed-Price (FFP) agreement for commercial services under FAR Part 12 procedures. Quotes must be submitted electronically in three distinct volumes: Technical (Volume I), Past Performance Confidence Assessment (Volume II), and Price (Volume III).
The requirement covers 12 monthly lots over a one-year base period (04 March 2027 to 03 March 2028), with four optional one-year extension periods through 03 March 2032. The contractor must provide fully burdened pricing inclusive of labor, overhead, profit, travel, and tools. The solicitation is restricted to certified Motorola Authorized Service Partners proposing an LMR System Technologist holding five active Motorola ASTRO 25 training certifications, with Security+ or Network+ Certification also required. Technical evaluation is Acceptable/Unacceptable based on demonstrated capability, Motorola partnership proof, and valid certifications. Past performance will be assessed on two submitted contract references from the past five years, evaluated for relevancy and quality. Price is the most important factor among technically acceptable quotes. The contract incorporates multiple FAR and DFARS clauses including cybersecurity maturity model certification requirements at CMMC Level 2 (Self), payment via Wide Area Workflow (WAWF), and service contract labor standards. The acquisition is set aside for Women-Owned Small Business (WOSB) with an economically disadvantaged WOSB (EDWOSB) preference. Performance will be executed at Tobyhanna Army Depot with inspection and acceptance occurring at the same location.
