About this file
This is a Contractor Questions and Answers document for USAG-RIA Project #2026-1694, a B138 IGSA Repair project dated July 14, 2026 (Revision 1).
The document addresses 17 contractor inquiries regarding project scope and specifications. Key clarifications include: brick cornice rebuild applies to the entire building envelope as needed per Sheet Note B, with Keynote 1 identifying specific cornice work areas; interior full disinfection and cleaning of the building is required; the contractor is responsible for disposing of metal shelves per Drawing A-101; a keypad system is standalone with no building network integration required; one interior-mounted coiling overhead door with stainless steel hinges and strike is specified, operating on 120/208 1PH; traprock dry shake is required with contractor-selected product subject to approval; and salvaged brick is required for the north elevation while new brick is required for the south elevation in all cornice rebuild work. Additional clarifications address electrical specifications (transformer testing per MEP-101 Electrical Note E), plumbing infrastructure (no sanitary sewer in building; connection at manhole west of Door 100B per E6/MEP-101), fire suppression systems (none existing; new system to be fed from fire hydrant location shown on updated Sheet A-101 Revision 1), and HVAC/electrical design decisions (contractor to determine best solution meeting code requirements for the 200-amp panel and electric heater installation). Louver repairs are required per Keynote 3 on Sheet A-501, though contractor proposals for replacement as repair method may be considered pending government evaluation of proposed materials and methods.

USAG-RIA Project #2026-1694 Contractor Questions B138 IGSA Repair 7/14/2026 Rev 1
Question 1: On Drawing A-501 between Sheet Note B and Keynote 1 regarding the extent of the brick cornice rebuild — full cornice vs. top two courses, the out-of-level trigger condition, and the salvaged-vs-new brick sourcing. The clarification affects quantity takeoff and pricing. Please see the attached RFI for the specific questions.
Response: Sheet Note B: refers to the entire building envelope as needed.
Keynote 1: is for the cornice work in the areas identified with Key Note 1.
Question 2: Please clarify if the intention of this project is to fully clean and disinfect the entirety of the building interior.
Response: Yes
Question 3: Are the metal shelves inside the building being disposed? If so who is responsible for disposal?
Response: See General DEMO Note “C” on Drawing A-101 Contractor is responsible
Question 4: A-101 call for a keypad on keynote #2. Is this a stand alone system or is there a network within the building that we need to tie the cables to?
Response: Stand Alone. There is no Network in the building
Question 5: Can the Government clarify exactly what is wanted as far as testing the existing transformer? We see nothing in the specifications.
Response: See note Electrical Note “E” on drawing MEP-101
Question 6: Confirm the total number of coiling overhead doors required under this project. The solicitation narrative references a new coiling overhead door replacing the existing sliding wood door; however, please confirm whether one (1) or more coiling doors are required.
Response: One (1) door as indicated on Drawings
Question 7: Confirm the mounting configuration for the coiling overhead door. Is the door intended to be installed as an interior-mounted or exterior-mounted assembly?
Response: Internal Framing Required
Question 8: Please provide the required operating voltage and phase for the door operator/motor?
Response: 120/208 1PH
Question 9: Prints show stainless steel material. Is this correct, and if so, does that include all metal parts of the door?
Response: Yes Hinges, strike
Question 10: Reading the spec and I noticed it talks about traprock dry shake. Is that actually needed? It doesn’t call out a manufacturer, brand, type etc.
Response: Yes, Contractor to submit product info of their choosing for approval
Question 11: Is the brick cornice rebuild limited to the top two courses, only where the top course is out of level by more than 1.5°, totaling approximately 300 LF as stated in Sheet Note B?
Response: Sheet Note B: refers to the entire building envelope as needed
Question 12: Do the Keynote 1 locations indicate additional or fuller cornice rebuild beyond the conditions in Sheet Note B? If so, please identify those locations and the extent of rebuild at each.
Response: Keynote 1: is for the cornice work in the areas identified with Key Note 1.
Question 13: Confirm the brick-sourcing rule in Note B (salvaged brick to north elevation, new brick to south elevation) governs all cornice rebuild work, including Keynote 1 locations.
Response: Confirmed
Question 14: Is there sanitary sewer in the building, is the location of the sanitary sewer known, and where is the connection location for the floor drain and oil separator proposed?
Response: There is no sanitary sewer in the building. There is a sanitary sewer manhole to the west of Door 100B where the connection is to be made.
See E6/MEP-101.
Question 15: Is there an existing fire suppression system, and is there a water supply line in the building, and if so what size is it.
Response: There is no existing fire suppression system. See updated Sheet A-101 in Revision 1 for fire hydrant location from which the fire suppression system will be fed.
Question 16: The original plans and specs called for a new 200 amp 3 phase panel. That panel is fed off an existing transformer. The existing transformer will put off less than 100 amps of power. This would have sufficed but in Amendment 4 they are now calling for an electric heater in a room. They are saying to tap the transformer with a second feed and provide power for this heater. There are 2 transformers, one inside the building and the distribution transformer outside. It is unclear what they are trying to accomplish. If we tap the distribution transformer then we will have 2 feeds coming into the building. That is usually not a safe practice. It would make more sense to replace the existing interior transformer up to 200 amps capacity (75KVA) and replace the existing feed to the exterior distribution transformer to provide a full 200 amp capacity feed to the building.
Response: Since this is a design build, the contractor will need to decide the best solution that meets the needs and code requirements.
Question 17: Is it the Government’s intent to repair or replace the severely damaged windows and Louvres? If so, what type of materials would Government require we use for Louvres?
Response: The intent is to repair the louvers as described on Keynote 3 on Sheet A-
501. A proposal by the winning contractor to replace as a form of repair would be considered by the Government, but the details of the proposed replacement method and materials would need to be evaluated prior to the approval.
