About this file
This is a Performance Requirements Summary document for the ICIDS-V (Intrusion Detection and Identification System - Version 5) contract, detailing staffing, inspection, maintenance, and quality assurance requirements with 100% acceptable quality level (AQL) conformance across all performance objectives.
The contractor must maintain minimum staffing of one Site Manager/Engineering Technician (DAQ SMS Certified with Security+), one Electronics Technician III (DAQ SMS Certified if accessing SCIF/SAPF, with Network+ and Security+), and two Electronics Technicians II (DAQ SMS Certified if accessing SCIF/SAPF, with Network+). All personnel must meet DoD 8570.01-M certification standards, maintain current DAQ certifications, and pass Tier-1 background checks. Operational requirements include conducting monthly soft inspections and semi-annual full inspections of IDS-equipped buildings using DA Form 4930, with deficiencies addressed within one month. Emergency response standards mandate certified technician response within one hour during core duty hours and within two hours for non-duty hour calls. System restoration must occur within six hours of arrival, with IDS failures resolved within 24 hours. The contractor must maintain a detailed maintenance database, submit Monthly Status Reports by the 10th workday of each month, perform monthly backups and database updates coordinated with the CAAA Physical Security Officer, maintain on-site inventory of OEM-approved spare parts with one-year warranties, and conduct semi-annual physical inventory reporting within ten days. Additional requirements include providing "as-built" CAD drawings for installations and implementing a Quality Control Plan (QCP) with participation in Government-led Quality Assurance Surveillance Plan (QASP) reviews. All performance standards are verified through random sampling and customer feedback.
