About this file

This is an Amendment 1 to solicitation W519TC26QA117 issued by Army Contracting Command - Rock Island (ACC-RI) for the JMTC Cooling Project at Rock Island Arsenal. The amendment revises the Request for Information on Procurement Data (RIPD) to version A02, extends the response due date from 28 April 2026 to 01 May 2026 at 10:00 AM Central Time, and provides contractor-submitted questions with clarifications. The solicitation is issued under Federal Acquisition Regulation (FAR) Part 12 for commercial products and services and is currently short of funds, with funding anticipated at a later date.

The procurement requires a chiller replacement system with four Contract Line Item Numbers (CLINs): CLIN 001 (Equipment Requirements), CLIN 002 (Demolition and Removal), CLIN 003 (Exterior Provisions), and CLIN 004 (Brand Name equipment). Proposals will be evaluated on technical factors (Experience, RIPD Compliance Statement, Equipment Identification, Warranty, and mandatory Site Visit attendance on 14 April 2026 at 10:00 AM) and price, using Lowest Price Technically Acceptable (LPTA) source selection procedures. Award will be made to the lowest total evaluated price among technically acceptable quotes. A firm fixed price (FFP) is required for all CLINs, including installation, training, warranty, and FOB destination shipping to Rock Island, Illinois. All quotes must remain valid for 90 days from submission. A one-year parts and labor warranty beginning upon final acceptance is mandatory. Contractors must pre-register at least three business days before the site visit and comply with Rock Island Arsenal visitor access requirements, including background checks and proper identification.
