About this file

This is a Questions and Answers sheet for Wood Packaging solicitation W519TC-26-Q-A101. The document addresses 14 clarifications regarding packaging components, materials, specifications, and delivery requirements for a wood packaging contract.

Key clarifications include: Filler assemblies for CLINs 0002, 0004, and 0005 do not require pricing as they are produced in-house at Pine Bluff Arsenal. The solicitation requires components only, not completed boxes. Southern Yellow Pine is not acceptable for MIL-DTL-15011 pallets; acceptable pallets must display heat treat marks, preservative treat marks, and manufacturer marks per 19-48-4116 Rev 14, Para AA. Separate items must be palletized separately on standard 48x40 pallet sizes with a recommended maximum height of 56 inches; these items may be shipped on standard "throw away" pallets rather than MIL-DTL-15011 pallets. Maximum quantities per ordering period are: CLIN 0005 (60 each), CLIN 0006 (35 each), and CLIN 0007 (20,000). Wood preservatives consist of Type I (suitable for all applications) and Type III (suitable for all applications except wirebound boxes). Delivery timelines vary per delivery order, and first delivery timing is currently unknown. Historical ordering patterns are available in the previous contract W52P1J-19-D-3020 through the Electronic Data Access Module of the PIEE suite. At shipment, materials must be palletized separately but may travel together on the same truck.

Q & A Sheet

Wood Packaging – W519TC-26-Q-A101

Q1. Pricing for the Filler Assembly on CLINS 0002, 0004, and 0005 are not on the Price Matrix.

A1. Fillers are produced in house at Pine Bluff Arsenal, therefore pricing is not needed for them.

Q2. Is the solicitation for the completed and strapped down Crate/Box or for the components?

A2. The solicitation is only requiring the components, not the completed boxes.

Q3. Please confirm whether Southern Yellow Pine (SYP) lumber is acceptable?

A3. SYP is a Group II lumber and is not acceptable on a MIL-DTL-15011 Pallet.

Q4. It appears there may be no requirement for government stamps or specific designations on the materials. Could you please confirm if any such markings or certifications are required?

A4. For pallets, they need to have heat treat marks, preservative treat marks, manufacturer marks, and if the dunnage material is made of wood it needs to be treated and marked IAW the 19-48-4116 Rev 14. Para AA.

Q5. The supplier is proposing to package each item on separate pallets, optimized to fit standard 48x40 pallet sizes, with the ability to double stack where appropriate for transport efficiency. Please confirm if this approach is acceptable?

A5. This is acceptable. Separate items must be palletized separately. Would not recommend a height above 56 inches.

Q6. Would appreciate clarification on the following CLIN quantities, as there appears to be a discrepancy between the solicitation document and the pricing attachment: CLIN

0005, CLIN 0006, CLIN 0007.

A6. CLIN 0005: 60 each is the maximum per ordering period. CLIN 0006: 35 each is the maximum per ordering period. CLIN 0007: 20,000 is the maximum per ordering period.

Q7. Does it matter what type of pallet we ship the materials on?

A7. No. These do not have to be shipped on MIL-DTL-15011. Can be standard “throw away” pallet. Needs to support the load they are stacking on it.

Q8. When is the first delivery needed/expected?

A8. Currently unknown at this time?

Q9. What is the timeframe in which all parts need to be delivered?

A9. Delivery will vary per delivery order.

Q10. Can the Government provide a minimum ordering quantity for all CLINs as a means of more accurately quoting production flow?

A10. Contract minimum quantities are provided within the solicitation narrative.

Q11. Can the Government provide historical ordering patterns for all CLINS?

A11. W52P1J-19-D-3020 is the previous contract for this requirement. By searching this in the Electronic Data Access Module of the PIEE suite, you can see all of the previous executed delivery orders.

Q12. Attachment #4, Note BB, concerns two types of wood preservatives. We need to know what those 2 types are.

A12. Type I is suitable for all applications. Type III is suitable for all applications except wirebound boxes. See attached for the 13064136 drawing. It’s a better reference for the engineers. Para. 6.13.5 breaks down the classifications more.

Q13. In the contracting document section Quality Requirements: Inspection, Acceptance, Quality Assurance, and Reliability, sub section d. the days required to submit quality samples is omitted. Can the government please clarify?

A13. The fill ins have now been provided.

Q14. At the time of shipment, should materials be delivered as quoted (individual items/pallets), or is it as combine and consolidate them for loading and transport?

A14. Must be palletized separately but ran travel together on same truck.
