Request for Information (RFI) For Information Technology (IT) Services and Support
Subject: RFI W519TC-25-R-ITSS – IT Services Capability Statement and Responses
**NOTE: This amendment modifies the previously issued Request for Information (RFI) by removing paragraph 4.1.1.2, titled 'Facilities,' from the Performance Work Statement (PWS). All other information remains unchanged.
1.0 Introduction
Army Contracting Command – Rock Island is issuing this RFI on behalf of Product Lead Acquisition, Logistics and Technology Enterprise Services (PL ALTESS) to gather information from industry sources regarding capabilities to support potential future requirements. ALTESS is one of the oldest Information Technology (IT) reimbursable Government-to-Government services organizations within the United States Army.
ALTESS is seeking a capability statement, not a proposal, to inform acquisition planning and strategy development for a tentative requirement.
2.0 Background
ALTESS is an IT managed service provider for the Army, providing infrastructure, platform, and application services. ALTESS provides these services across numerous hosting locations, including Army Enterprise Data Centers (AEDCs) - CONUS & OCONUS and Enterprise Cloud Management Agency’s (ECMA) cARMY enclaves within various commercial cloud service providers. The variety of services are detailed below:

This is a new requirement for IT Services and Support. ALTESS provides IT services to Program Executive Offices (PEOs), Program Management Offices (PMOs), and other agencies within the Department of Defense (DoD) and the Federal Government.
3.0 Basis for Set-Aside/Competition
Based on responses to this RFI, the Government may consider a set-aside for small businesses or procure services through full and open competition. All applicable Small Business Set-Aside categories will be considered in accordance with Federal Acquisition Regulation (FAR) Part 19. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided regarding submissions.
4.0 Place of Performance
The primary place of performance is Radford, Virginia, 24143 with potential staffing at alternative sites CONUS/OCONUS.
5.0 Information Requested
ALTESS requests responses to the following questions.
5.1 Contract Type Considerations
1. How would the utilization of a Time and Materials (T&M) or Labor Hour contract type impact your ability to:
a) Submit a proposal in response to a future Request for Proposal (RFP) for this requirement?
b) Retain qualified personnel?
c) Hire qualified personnel?
d) Incentivize personnel?
2. What contract type would your organization recommend to best support a “mostly” labor-intensive IT services organization, specifically considering:
a) Retention of IT specialists in a competitive labor market (including support for competitive salaries, benefits, and quality of life)?
b) Recruitment of qualified IT specialists for both on-site positions in a rural area and off-site personnel with routine teleworking options?
5.2 Automation and Development, Security and Operations (DevOps) Capabilities
Please describe the automation and DevOps tools/technologies your organization has experience with deploying, configuring, and utilizing for managing multiple hosting locations with infrastructure, platform, and software services across multiple networks.
Describe the tools used, processes developed/implemented and how cybersecurity plays a part throughout.
5.3 Contract Flexibility & Labor Rates
What contract types and strategies have you found to be most flexible in providing labor and tools to support the rapidly evolving state-of-the-art in IT, including emerging labor categories such as cloud engineers? Please also provide insight into the differential in labor rates observed for personnel with demonstrable cloud experience.
5.4 Surge Capacity & Personnel Availability
Describe your organization’s capability to provide temporary labor support for requirements less than full-time equivalent (FTE). Specifically, detail your approach to maintaining a “bench” of qualified personnel to address surge requirements or fulfill temporary project needs.
5.5 Security Clearance Process
What hurdles does your organization typically encounter with the government onboarding and security clearance process for both un-cleared and cleared personnel?
5.6 Subcontractor Management
Does your company have experience managing a team of subcontractors? If so, please provide details regarding the nature and scope of those engagements.
6.0 Required Capabilities
Please refer to the Performance Work Statement (PWS) dated 29 January 2026, attached for detailed information regarding required capabilities.
7.0 Information Requested (Capabilities Statement)
Interested parties capable of performing these services are requested to submit the following information:
7.1 Company Information:
a) Organization name, street address, email address, website address, telephone number, size and type of ownership.
b) DUNS number.
7.2 Capability Statement:
a) The Offeror shall submit a comprehensive Capability Statement that directly addresses the requirements delineated within the attached Performance Work Statement (PWS). This statement must be accompanied by verifiable supporting documentation that substantiates the Offeror’s organizational capabilities and the professional qualifications of all proposed personnel for the specified task area(s).
b) Details regarding any anticipated subcontracting or teaming arrangements, including the administrative and management structure.
7.3 Specific Responses to Questions: Please address the following questions in your capability statement:
a) What type of work has your company performed in the past in support of similar requirements?
b) Can your company manage a task of this nature? If so, please provide details.
c) Can your company manage a team of subcontractors? If so, provide details.
d) What specific technical skills does your company possess that ensure capability to perform the tasks outlined in the PWS?
e) Provide an explanation of your company’s ability to perform at least 50% of the tasking described in the PWS for the base period and option periods, in accordance with FAR 52.219-14 (if applicable).
f) Provide a statement including current small/large business status and company profile to include number of employees, annual revenue history, and office locations.
g) Indicate whether your company qualifies as a Small, Small Disadvantaged, Women-Owned, HUBZone, or Service-Disabled Veteran-Owned Small Business Concern.
8.0 Special Requirements
a) Security: Contractor personnel must possess, at a minimum, an interim or final Department of Defense (DoD) security clearance commensurate with the level required by the PWS at the time of proposal submission and maintain it throughout the contract period, reference PWS section 3.3 Security. A DD Form 254, Contract Security Classification Specification, will apply. The prime contractor shall have or demonstrate the ability to obtain a Secret Facility Clearance.
b) Compliance: This acquisition is subject to the Berry Amendment, the Clinger- Cohen Act, and the Service Contract Act.
c) NAICS Code & Size Standard: The applicable North American Industry Classification System (NAICS) code is 541512 with a Small Business Size Standard of $27.5M.

Capabilities statements shall be limited to 15 pages in length using the below font & margin setting in either Microsoft Word or Portable Document Format (PDF).

All responses to the questions listed above and capability statement to this RFI are to be submitted electronically via email to Contracting Officer: Nicole Feddersen at corene.n.feddersen.civ@army.mil and Contract Specialist: Marisol Trevino at marisol.m.trevino.civ@army.mil no later than 5:00 PM Eastern Standard Time on March 2, 2026. Requests for extensions will not be considered
No phone calls will be accepted. The Government is not committed nor obligated to pay for the information provided, and no basis for claims against the Government shall arise as a result of a response to this RFI.
Please submit all questions no later than 5:00 PM Eastern Standard Time on February 12, 2026. All Q&A will be provided on or around February 23, 2026.

Data received in response to this RFI that is marked or designated as corporate or proprietary will be protected from unauthorized disclosure.
