About this file
This document is an Amendment (0002) to a federal solicitation for the U.S. Army Contracting Command - Rock Island for the BLU-136/B 2,000lb High Fragmenting Bomb Assembly and CNU-417/E Shipping and Storage Container. The amendment primarily provides answers to industry questions and updates several sections of the original solicitation, including delivery terms, manufacturing build schedules, and proposal submission requirements. Specifically, the amendment clarifies that deliveries for the first delivery order shall commence within 365 days after FATR approval, with suppliers having up to 2 years to complete the first delivery order.
The solicitation is structured as a Fixed Price contract with EPA - Actual Costs, seeking unit prices for different quantity ranges across multiple ordering periods. Offerors must submit comprehensive proposals including technical capabilities, past performance, pricing, and small business participation plans. Key submission requirements include detailed manufacturing plans, quality management descriptions, testing and inspection approaches, and contract references. The government reserves the right to award with or without discussions and will evaluate proposals based on technical ability, past performance, price, and small business participation factors. The solicitation targets manufacturing and delivery of military munitions and associated storage containers, with strict requirements for manufacturing readiness, quality control, and performance documentation.
