About this file

This document is an Industry Questions and Answers (Q&A) attachment for Request for Proposal (RFP) W519TC-25-R-0019, addressing the U.S. Army's requirements for the BLU-136/B 2,000lb. High Fragmenting Bomb Assembly and CNU-417/E Shipping and Storage Container. The Q&A covers multiple technical and procedural clarifications, including WAWF (Wide Area Workflow) document submission requirements, First Article Test (FAT) procedures, and schedule expectations for the 5-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract.

Key details include the minimum guaranteed quantity of 1,000 units for the first delivery order, a production timeline where First Article Test Report (FATR) must be submitted within 270 days of delivery order issuance, and production commencing after FATR approval. The government reserves the right to request certified cost or pricing data if adequate competition is not received, and the contract allows flexibility for offerors to use Option 1 (previous production documentation) or Option 2 for different components of the bomb assembly and shipping container.

Attachment 0010 – Industry Q&A

RFP W519TC-25-R-0019

BLU-136/B 2,000 lb. High Fragmenting Bomb Assembly and CNU-417/E Shipping and Storage Container

Q1. Page 76, L.3.1.a, Option 1 – If we utilize this option, is the government looking for just one WAWF document for the BLU-136/B bomb assembly and/or one for the CNU-417/E shipping and storage container?

A1. The Offeror needs to provide a WAWF document for both bomb body and storage container in order to avoid providing a proposal IAW Option 2. One WAWF document would be sufficient for Option 1 as long as it contains both the bomb body and storage container. However, an Offeror can use Option 1 for the BLU-136/B 2,000lb. High Fragmenting Bomb Assembly and Option 2 for the CNU-417/E Shipping and Storage Container and vice versa.

Q2. Page 84, Section L-19 – since page 3 (item 160 states that certified cost or pricing data is not required, what is the reason for including Section L-19?

A2. Although certified cost and pricing data is not required, the U.S. Government reserves the right to require certified cost or pricing data in accordance with FAR 52.215-20 Required for Certified Cost or Pricing Data and Data Other Than Certified Cost or Pricing Data.

Q3. Section L.4.4.2, page 82 – The Small Business Participation Plan is referred to as Attachment 0005. The document we received is named as Attachment 0006 and when this document is opened it is titled as Attachment 0006 as well. Is this an error?

A3. This should be Attachment 0005. The Attachment 0003 Instructions for Form DD1423 is already included as the last page of the CDRLs and has been removed.

Document has been updated to show Attachment 0005 and all other Attachments have been renumbered to match Section J. The Small Business Participation Plan was corrected from Attachment 0006 to Attachment 0005 on the document itself.

Q4. Minor technicality but we believe Section M2.1.3 on page 89 should be marked as Section M.2.1.2.2 as it pertains to Subfactor 2 and Subfactor 1 was marked as Section M.2.1.2.1?

A4. Yes, this is a typo and should be M.2.1.2.2 this is corrected.

Q5. Similar to item 4, we believe Section M.2.1.4 on page 90 should be marked as M.2.1.2.3?

A5. Correct this should be M.2.1.2.3 and has been corrected.

Q6. Since we plan to utilize Option 1 for in our Volume I Technical Ability, may we only include a single WAWF instead of the requested two documents?

A6. One WAWF document would be sufficient as long as it contains both the bomb body and container. The WAWF document needs to be dated within one year from the date of the RFP

Q7. We have found three locations in the solicitation where the revision level on the shipping container is specified as Revision K. We believe this is an error as:

We are currently fabricating shipping containers to Revision F and the TDP documents provided to us for this solicitation reference Revision F. Please confirm if this should be Revision F, not K.

A7. The solicitation reverence to Rev K is regarding TDP’s Data List DL8463244-10 and that the pallet drawing 8463244 per this DL is Rev F.

Q8. The solicitation requirements, L.4.1.1., “Option 1 will require the offeror to submit a WAWF acceptance document for previous production for one or both components…”, is not specific enough.

A8. Refer to L.4.1.1. “Option 1 will require the Offeror to submit a WAWF acceptance document for previous production for one or both components, consisting of one or both of the BLU-136/B 2,000lb. High Fragmenting Bomb Assembly and CNU-417/E Shipping and Storage Container. Any component for which a WAWF acceptance document is not submitted, the Offeror shall submit a response in accordance with Option 2 for that component. In order to utilize Option 1, the following criteria shall be met:”

L.4.1.1.a. further states, “The WAWF document must be for the BLU-136/B 2,000lb.

High Fragmenting Bomb Assembly (NSN: 1325-01-674-1609) and / or the CNU- 417/E Shipping and Storage Container (NSN: 8140-01-252-7060), as described in the following drawings: i. BLU-136/B 2,000lb. High Fragmenting Bomb Assembly Data List (DL) 20199360-10, Revision E ii.CNU-417/E Shipping and Storage Container DL 8463244-10, Revision K **If an Offeror cannot provide a WAWF document with the above revisions, Option 2 SHALL be utilized.”

Please refer to L.4.1.1.b. “Each WAWF document must be dated within one year from the date of issuance of this RFP.” This bullet shall help clarify the timeframe that the WAWF document must be from in order to meet the requirements.

Q9. Section A – Supplemental Information Item 7. FAT Statement, “FAT is required to be performed by the contractor”, however the solicitation does not specify or address contractors that will not have a lapse in production for a period in excess of 365 days or with change. This specificity is relevant to the schedule requirements of Section L.4.1.1.d and contract timing. As reference Section I – I-98.h, addresses waiving the requirements for first article approval test (FAT) where supplies identical or similar to those called for in the schedule have been previously furnished by the contractor and have been accepted by the government. Is FAT required for current qualified sources?

A9. Please refer to clause E-0005 – First Article Test (Contractor Testing) section (f) page 21 of the RFP. Ultimately the U.S. Government will determine if a FAT will be required or not. Generally speaking, FAT is usually required for the first order under a new contract.

Q10. Item 16. Certified Cost or Pricing Data In accordance with section A-16, the U.S Government anticipates price competition; therefore, certified cost or price data is not required to be submitted with the initial proposal. Federal Acquisition Regulation (FAR) 52.215-20 is not listed as a contract clause in Section I. L.4.3.7.

states the U.S. Government reserves the right to require submission of any data (i.e., certified cost or pricing data; other than certified cost or pricing data from the offeror that is necessary to determine the reasonableness of an offer (see FAR 15.403.). Please confirm that certified cost or pricing data is not required for a compliant initial proposal submission.

Q10. Since the U.S. Government anticipates price competition, then Certified Cost and Pricing Data is not required with the proposal submission. However, the U.S.

Government reserves the right to request Certified Cost or Pricing Data IAW FAR 52.215-20 if the Government does not receive adequate competition or is unable to determine prices fair and reasonable based on the price proposal.

Q11. Volume I: Technical Ability Factor Drawing Revision Reference: L.4.1.1.a.i Does the revision level apply to the drawing number in the Technical Data Package (TDP) or the Data List (DL)?

Reference section in question:

i. BLU-136/B 2,000lb. High Fragmenting Bomb Assembly Data List (DL) 20199360-10, Revision E

ii. CNU-417/E Shipping and Storage Container DL 8463244-10, Revision K

A11. The revision level applies to the Data List (DL) only, i.e., Revision E of DL 20199360-10 and Revision K of DL 8463244-10. The revision for a specific drawing (from component to assembly level) can be found in the DL.

Q12. Schedule Reference: L.4.1.1.d, M.2.1.1d The duration of the requested schedule in L.4.1.1.d. is not defined. What is the expected maximum schedule for option 1?

A12. Please refer to item number 7 of Section A. Which states, in part, “FAT shall be conducted 240 days after issuance of the Delivery Order. FATR shall be submitted no later than 270 days after issuance of the Delivery Order. Once submitted, the U.S.

Government has 30 days to provide disposition. FATR approval is required before production can commence.” And number 8 in Section A, which states, in part, “Deliveries shall commence within 365 days after FATR approval. All quantities awarded shall be delivered within 12 months from date of first delivery.”

Q13. The duration of the requested schedule in L.4.1.1.d is not defined. What is the expected maximum schedule for option 1? The First Article Test Report (FATR) is required to be submitted No Later Than (NLT) 270 days after issuance of the delivery order. Production cannot commence until FATR approval by The Government is provided (Section A – 7). Deliveries must be complete within 12 months from the date of first delivery (Section A – 8).

A13. IAW Section A-8, deliveries (for delivery order 1) shall commence within 365 days after FATR approval. All quantities awarded (under delivery order 1) shall be delivered within 12 months from date of first delivery. The supplier will have up to 2 years from the date of FATR approval to complete the first delivery order.

Q14. Section A-4, option 1 stated day 0 – 365 days after award and concurrently with the IDIQ (Section A-5).

A14. The 5-year IDIQ contract is the base contract that defines contractual requirements for the procurement of BLU-136 bomb body and CNU-417 pallet. Date of award through 365 days after award is the period of performance for Ordering Period 1.

Delivery orders are issued against the IDIQ contract with quantity and delivery schedule defined. Please see clause I-99 – 52.216-18 Ordering, page 37 of the RFP for details.

The minimum Guaranteed Quantity will be awarded under the first delivery order. The first delivery order will be issued concurrently with the IDIQ base contract.

Q15. The statement L.4.1.1.d. does not specify the schedule length expectation. Is it regarding the entire IDIQ that includes 5 order periods or specifically order period 1 only?

A15. The schedule shall be based on the MGQ only.

Q16. The statement L.4.1.1.d. does not state a quantity for evaluation purposes.

What is the quantity for evaluation? The offeror assumes 1,000 minimum for delivery order one (1) (Section A-5).

A16. The MGQ of 1,000 shall be used.
