About this file
This document is an amendment to a solicitation issued by the United States Army Contracting Command - Rock Island for building repairs at Rock Island Arsenal. The Army seeks a firm-fixed price proposal to repair the roof, windows, doors, concrete, and stucco of Building 139 within 120 working days of award. The estimated value is under $750,000. The scope of work includes replacement of the roofing system, windows, and exterior doors along with concrete and stucco repairs. The solicitation is set aside for small businesses and responses are due by July 26, 2023. A site visit will be held on July 6, 2023 to review the work location and contractors may submit questions until July 18. The amendment adds clarification questions and answers, notifies of an additional site visit, and establishes unit pricing line items for potential concrete and crack repair quantities over the initial estimates.

AMENDMENT 0001
The purpose for this Amendment is the following:
1. To answer the following Contractor questions Q1. Upon review of the bid documents further clarification is required relating to Note 6 on sheet A201. There is not a note 6 listed in the keynote block on this sheet. Note 6 appears to be related to the windows, however it does not indicate the task/scope related to the locations identified. Please identify the intent of the untitled keynote.
A1. See attached revised A201.
Q2: Please confirm blast resistant windows are not required.
A2: Blast resistant windows are not required.
Q3: If blast resistant windows are not required, do they still want structural calculations.
A3: Structural calculations are not required.
Q4: Will the dumpsters be standard abatement type dumpsters and not meet any UFC 4-010-01 requirements.
A4: Standard abatement dumpsters will be acceptable.
Q5: Can the new exterior applied muntins be the trapezoidal type normally used to replicate the type of muntins that are on the existing steel putty glazed windows?
A5: The Government will accept 13/16” trapezoidal muntins pinned to the frame. Window glazing should be a single pane for energy and weathering concerns.
Q6: Does a delivery schedule of end of November or early December (or later) work? Will they want the windows installed in the early winter or wait until end of winter?
A6: Windows should be installed as soon as they are available, but also within the manufacturer’s specifications for installation and installation products (caulk, etc.). The Government will issue a winter hold for the project if temperatures or conditions are expected to be outside the manufacturer’s specification for the winter.
Q7: Would the Government want to put a Bid Quantity Amount allowance in the specifications along with an additive/deductive unit cost. This could be a rough number square foot of concrete repair at 2” depth. Once contractor is selected, the contractor can identify the areas to be repaired affording the Government a credit if square footage does not equal Bid Qty or knowledge of more work if overages before work commences.
A7: Yes, CLIN 0002 has been established to provide a unit cost . Also please see revised paragraph 6 in the Executive Summary
Q8: Would the Government want to put a Bid Quantity Amount allowance in the specifications along with an additive/deductive unit cost. This could be a rough number linear foot of crack epoxy injection. Once contractor is selected, the contractor can identify the areas to be repaired affording the Government a credit if square footage does not equal Bid Qty or knowledge of more work if overages before work commences.
A8: Yes. CLIN 0003 has been established to provide a unit cost. Also please see revised paragraph 6 in the executive summary.
Q9: On the North Elevation there is a drainage flume at the base of the building. Is repair/replacement of deteriorated areas to be included in concrete repair?
A9: No. The drainage flume repair is not included in this project.
Q10: Sheet A-202, General Sheet Notes #2- Repair cracked, spalling, missing and otherwise damaged concrete and stucco veneer to like new condition. Is it the intent to remove all spider cracking areas of stucco? Or is it the intent that once building is repainted, the building will look new with a smooth continuous finish? Please advise.
A10: The intent is not to remove all spider cracking but for the building to look new with a smooth continuous finish.
2. To notify contractors that another site visit will be held on July 18, 2023 at 10:00 a.m. Please see
Executive Summary for instructions to gain access to the Rock Island Arsenal and please see Attachment 0009 for site visit location.
3. All other terms and condition remain unchanged.
The following have been modified:
EXECUTIVE SUMMARY
1. The United States Army Contracting Command – Rock Island (ACC-RI) requests a proposal on behalf of Rock Island Arsenal Garrison (USAG-RIA) consisting of furnishing labor, materials and equipment to repair and replace exterior features of Building 139 on RIA. All work is to be done in accordance with the Scope of Work (SOW) for project 2022-0292.
2. This period of performance for this project is 120 working days from the date of the Notice to Proceed.
This is NOT a calendar day contract. Working days will be tracked by the Contracting Officer Representative (COR). See Section 1.3 Base Bid of the Scope of Work as stated below –
1.3 BASE BID The Base Bid consists of providing all labor and materials as necessary to complete the installation of a new roofing system; replacement of windows; removal of infill exterior doors; the patch and repair of exterior concrete and stucco veneer; painting of the exterior of Building 139 as shown on attached Appendix B and in compliance with attached Appendix A. The Base Bid completion date shall be 120 working days after award of the contract. This project shall be a working day contract. The contractor is allowed 120 working days to complete the project. The definition of a working day is defined in the SUDAS Specifications 1080. Failure in completing the project in the allotted 120 working days will result in a deduction at the liquidated damages rate of $1,000.00 (one thousand dollars) per working day until the project is completed.
3. This requirement will be competed on SAM.gov as a 100% Small Business Set Aside.
4. The North American Industry Classification System (NAICS) code is 238160, Roofing Contractors. The Product Service Code is Z2QA, Repair or Alteration of Restoration of Real Propoerty (Public or Private).
5. All Offerors MUST be registered in the System for Award Management (SAM) database in accordance with Federal Acquisition Regulations (FAR) 52.204-7 and Defense Federal Acquisition Regulation Supplement (DFARS) 252.204-7004 when submitting an offer, and shall continue to be registered until time of award, during performance, and through final payment of any contract resulting from this solicitation. Lack of registration in SAM will make an Offeror inelegible for award. Contractors may obtain information on registration and annual confirmation requirements via the SAM website at https://www.sam.gov/SAM/ or by calling 866-606-8220.
6. The Government will award a single Firm Fixed Price (FFP) type contract from this solicitation to the responsive, responsible Offeror with lowest price and an acceptable past performance rating as outlined in paragraph 7. This Request for Proposal (RFP) contains three contract line-item number, CLIN 0001 which represents one firm-fixed price base bid, CLIN 0002 which represents a unit cost for concrete repair, and CLIN 0003 which represents a unit cost for concrete/stucco crack repair by epoxy injection. The quantity associated with CLIN 0002 and CLIN 0003 is an estimate only and may fluctuate. Note that the unit price proposed for CLIN 0002 and CLIN 0003 will be applicable for the entire contract duration. Also note that the costs for CLIN 0002 and CLIN 0003 should not be included in the price proposed for CLIN 0001.
7. The contractor shall submit a total of three past performance references for similar projects that are within the last five years and may include subcontractor references.
a. Each reference shall include the information bulleted below:
Contracting agency/company and technical points of contact with their phone numbers, electronic-mail addresses, and titles.
Contract number and delivery/task order number, as applicable.
The original contract award date (for the base period of performance) and the completion (or estimated completion) date (shall reflect all option periods).
Contract value (value of each performance period shall be identified).
Scope of work.
b. If applicable, the submittal in this section shall also list any contract or purchase order under which either a cure notice or show cause letter was received, or any contract or purchase order that was terminated for cause by the Government within the past three years. The contractor must briefly explain the facts and circumstances in each such instance.
The Government will evaluate past performance as acceptable/unacceptable. The Government will contact all contract references provided and conduct research into Government Databases on past performance (PPIRs, CPARs, etc.) to determine past performance to be relevant and recent and to determine that past performance to be acceptable.
Relevant past performance efforts involve similar scope and magnitude of effort and complexities this RFP requires.
Recent past performance is within the past 5 years.
Past Performance Acceptable/Unacceptable Rating Method is as follows:
Adjectival Rating Description
Acceptable Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown. (See note above)
Unacceptable Based on the offeror’s performance record, the Government does not have a reasonable expectation that the offeror will be able to successfully perform the required effort.
In the case of an offeror without a record of recent/relevant past performance no meaningful confidence assessment rating can be reasonably assigned. The Offeror will be given an acceptable rating.
8. The Government anticipates price competition, therefore, certified cost or pricing data is not required to be submitted with the Offeror’s proposal. However, the Government reserves the right to request certified cost or pricing data in the event price competition does not exist.
9. A Notice to Proceed (NTP) will be issued at time of contract award and the awardee shall prepare and submit a practicable schedule and Quality Control Plan (QCP) to the Contracting Officer for approval within 15 days. The remaining pre-submittals are due within 30 days after issuance of the NTP, with commencement of physical work to begin 45 days after NTP. Per allowance provided within FAR clause 52.236-15, titled “Schedules for Construction Contracts (APR 1984)”, the Contracting Officer has authorized a revision to paragraph (a) of the clause. FAR clause 52.236-15 as revised is included in its entirety below.
52.236-15 SCHEDULES for CONSTRUCTION CONTRACTS (APR 1984)
(a) The Contractor shall, within 15 days after issuance of the notice to proceed, submit three copies of a practicable schedule to the Contracting Officer and Contracting Officer Representative for approval.
The schedule shall show the order in which the Contractor proposes to perform the work, and the dates on which the Contractor contemplates starting and completing the several salient features of the work (including acquiring materials, plant, and equipment). The schedule shall be in the form of a progress chart of suitable scale to indicate appropriately the percentage of work scheduled for completion by any given date during the period. If the Contractor fails to submit a schedule within the time prescribed, the Contracting Officer may withhold approval of progress payments until the Contractor submits the required schedule.
(b) The Contractor shall enter the actual progress on the chart as directed by the Contracting Officer, and upon doing so shall immediately deliver three copies of the annotated schedule to the Contracting Officer. If, in the opinion of the Contracting Officer, the Contractor falls behind the approved schedule, the Contractor shall take steps necessary to improve its progress, including those that may be required by the Contracting officer, without additional cost to the Government. In this circumstance, the Contracting Officer may require the Contractor to increase the number of shifts, overtime operations, days of work, and/or the amount of construction plant, and to submit for approval any supplementary schedule or schedules in chart form as the Contracting Officer deems necessary to demonstrate how the approved rate of progress will be regained.
(c) Failure of the Contractor to comply with the requirements of the Contracting Officer under this clause shall be grounds for a determination by the Contracting Officer that the Contractor is not prosecuting the work with sufficient diligence to ensure completion within the time specified within the contract.
Upon making this determination, the Contracting Officer may terminate the Contractor’s right to proceed with the work, or any separable part of it, in accordance with the default terms of this contract.
10. The Government reserves the right to reject any or all proposals and make no award if such action is in the best interest of the Government.
11. Notice to potential Offerors: In order to align with current requirements of Department of Defense Federal Acquisition Regulation Supplemental (DFARS) 201.304 and Army Federal Acquisition Regulation Supplemental (AFARS) 5101.304 there has been a change to the format of ACC-RI solicitations (and resultant contracts).
