About this file
This document is a set of Questions and Answers related to Solicitation W519TC-23-R-0107 for the Metal Parts and Components for the M8 Smoke Pot. The solicitation is being issued by the Army Contracting Command Rock Island (ACC-RI) as a 5-year Firm-Fixed Price Indefinite Delivery, Indefinite Quantity (IDIQ) contract under NAICS code 332999. It is a 100% Small Business Set-Aside with a size standard of 750 employees.
The Q&As address various technical and logistical details of the solicitation, including questions about corrosion treatment, drawings and parts lists, packaging, tolerances, and quality requirements. The solicitation provides details on how to access the restricted drawings, the proposal due date, and the Points of Contact. This document does not contain a Performance Work Statement or Statement of Objectives, but rather focuses on clarifying and responding to specific questions about the solicitation requirements.

Solicitation W519TC-23-R-0107 – M8 Smoke Pot IDIQ Questions & Answers
Q1) Several of the smoke pot metal parts require pre-treatment with a wash primer per TT-C-490. To our knowledge all of these formulations contain hexavalent chromium which is an environmental hazard. Would the government consider the use of an alternative Mil-Spec primer provided that the metal parts can meet the salt fog corrosion test requirements?
A1) Contractor should search TT-C-490 QPL or Qualified Products database for all wash primer options (this includes hex chrome and non-hex chrome options) and select an product the appropriate option. It appears that Sherwin -Williams and Hentzen manufacture acceptable products.
Q2) Per 4.4.6.12 of DTL EA- S- 1805C, the listed smoke pot components must meet the requirements of paragraph A.3.10 of TT- C- 490F w/AMENDMENT 4 when to salt fog testing for 48 hours. We have reviewed TT- C- 490F w/AMENDMENT 4 and did not find a paragraph A.3.10. Please clarify.
A2) I suggest the contractor re-look at TT-C-490F with Amendment 4, paragraph A.3.10 is found on page
33 in Appendix A of the specification.
Q3) Inner Cover - Drawing (36-2-227) lists both 36-2-227-10 and -20, (-10 is for M8 and -20 is for
M4A2). CLIN 0001 only states 36-2-227. Should both the 36-2-227-10 and -20 be provided or only -10 for the M8?
A3) The 36-2-227-10 should be the only inner cover assembly for the M8.
Q4) Drawing 36-2-227 does not include 36-2-312 (Adapter, Fuze) in the parts list. Is the Fuze Adapter needed but not included in the assembly?
A4) The fuze adapter is needed. The fuze adapter is not on the inner cover assembly parts list but is included within CLIN 0001.
Q5) Drawing 36-2-227 does not include AN316-12 (Nut, Jam, Hexagon) in parts list. Is the Nut, Jam, Hexagon needed but not included in the assembly?
A5) The nut jam hexagon is needed. The nut jam hexagon is not on the inner cover assembly parts list but is included within CLIN 0001.
Q6) Drawing includes Lacquer spray, lacquer gloss, and adhesive bonding. Req does not include these in the components list.
A6) They are required subcomponents of the inner cover assembly drawing.
Q7) Drawing 36-2-227 states Quantity: 2 for Lug, Handle, however Section B states Quantity: 1 for Lug, Handle. Which is correct?
A7) Quantity: 2 on drawing 36-2-227 is correct. We will update the typo in Section B.
Q8) Outer Cover. Drawing 36-2-128 lists 36-2-128-1 (Lid) in parts list, but it is not included in CLIN
0002. Is the Lid required?
A8) The “Lid” is the callout for the material required. Drawing 36-2-128 gives all required dimensions to manufacture the outer cover.
Q9) Drawing 36-2-218 does not list 36-2-127 (clamp) or 36-2-313 (clamp) in the part list. Are the clamps needed but not included in the assembly?
A9) The clamp is needed. The clamp is not on the outer cover assembly parts list but is included within
CLIN 0002. Only 1 clamp is needed per 1 outer cover assembly.
Q10) Container, -30. Drawing lists 36-2-226-1 (Bottom) in parts list. CLIN 0003 does not include 36-2-
226-1 in the components list. Is the Bottom required?
A10) The CLINs are only show the end item assemblies. The end item subcomponents and subcomponent assemblies are listed on the solicitation, but the lowest level subcomponents are not listed. The lowest level subcomponents are still required.
Q11) Drawing lists 36-2-226-3 (Sealing Material) in parts list. CLIN 0003 does not include 36-2-226-3 in the components list. Is the Sealing Material required? Drawing lists 36-2-226-4 (Body) in parts list.
CLIN 0003 does not include 36-2-226-4 in the components list. Is the Body required? Drawing lists
Lacquer spray and lacquer gloss in parts list. CLIN 0003 does not include these in the components list.
Is the Lacquer spray/gloss required? Drawing 36.2.226 does not include 36-1-316 (Plug, Closure) in parts list. Is the Plug, Closure needed but not in the assembly?
A11) The closure plug is needed and is a subcomponent of the container CLIN. The closure plug does not get assembled to the container until after the metal parts are purchased by the USG.
Q12) Is the Smoke Pot Metal Parts to be packaged in kit form? (i.e. one of every component in a common box). If not, can the government accept multiple shipments? (i.e. some components shipped from location A and some from location B, all arriving at approximately the same time).
A12) All metal parts have their own material numbers. They are not a kit and do not need to be shipped as a kit. They should be separate and on their own pallets.
Q13) Part #36-2-226-30 – Container. There are several 3 place dimensions, (+/-.010), on this drawing.
We would like to know if you would entertain the idea of an RFV to open up these tolerances. The dimensions we would be asking for a variation would not affect the Fit/Function of the component.
Reasoning: The manufacturability of this type container realistically does not allow for this tight of a tolerance.
A13) RFVs will not be considered, tolerances are required to be met in order to ensure usability at PBA.
Q14) PL36-100- Top Level Drawing. I believe we requested this Drawing. We do have a BOM with this
Drawing number on it. However, it would be beneficial to have the Final Assembly with callouts.
Perhaps when we receive this it will answer my questions below. Item 2 – Packing – We are not sure if we supply this, or it’s use. 36-4-20, Item 16 – Card, Instruction; This is on our list of Drawings to receive. Is this for reference only, or something we will supply? Item 24 – Tape, Pressure Sensitive, Waterproof, Cloth Backing; Is this for reference only, or something we will supply?
A14) This is the parts list for the M8 Smoke Pot, other than the call out for the clamp, no other information on this drawing should be needed.
Q15) Coating Process: We will quote as directed in the Solicitation, but we have an alternate option.
How do we present that to you?
A15) Please submit to Carly Frye at carly.c.frye.civ@army.mil, but very unlikely alternate options will be acceptable.
Q16) Quality Manager - I have the government specification that is included in the solicitation documents, but I was wanting to know if ANSI MH2-2018 specification for Material Handling
(Containers)- Steel Drums and Pails or any other Industry spec would also apply to the Smoke Pot?
A16) No. Requirements in the TDP cannot be substituted for commercial standards.
