About this file

This is Amendment 0002 to Solicitation W519TC-23-R-0080, issued by the Army Contracting Command – Rock Island on September 2, 2026. The amendment addresses three clarification questions regarding the supply contract for hand-held signal devices and related components. The contracting officer is Benjamin C. Riessen (CCRI/(520)693-0295).

The amendment clarifies that contractors will not need to perform the Statement of Work for phosphate coating on Government-Furnished Material (GFM) ammo cans. It establishes that the new specification MIL-DTL-32674 shall be used for handheld signal testing, superseding the previously referenced MIL-S-13261 and MIL-S-13257 specifications, which are now cancelled. Additionally, the amendment clarifies that the burn time requirement for M125A1, M158, and M159 signals is only assessed at ambient and cold temperatures, not during hot temperature ballistic function testing. The contract type is Fixed Price with EPA – Actual Costs for Supply Contracts and Priced Orders. The amendment does not extend the proposal receipt date, and all other terms and conditions of the original solicitation remain unchanged. First article approval testing must be conducted in accordance with MIL-DTL-32674, with test reports due to the contracting officer within a timeframe specified in Section B of the contract.

*** End of Narrative A0000 ***

The purpose of Solicitation W519TC-23-R-0080, Amendment 0002 is to answer the following questions:

Q1. Do we need to perform the SOW for Phosphate Coatings listed in page 15? This applies to the Ammo Can which will be GFM, and SSI will not have any direct contact with the can manufacturer.

A1. NO, CONTRACTORS WILL NOT NEED TO PERFORM THE SOW FOR PHOSPHATE COATING ON THE GFM AMMO CAN.

Q2. The TDPLs list MIL-DTL-32674 as the Handheld Signal specification replacing the previous specifications MIL-S-13261 and MIL-S-13257.

However, the solicitation itself never mentions the new spec MIL-DTL-32674 and only references that the contractor must test IAW with

MIL-S-13261 and MIL-S-13257. For conformance, should the MIL-DTL-32674 specification be used, or should the MIL-S-13261 AND MIL-S-13257 specifications be used?

TDPL: MIL-DTL-32674 A - 10/24/2020 GROUND ILLUMINATION HAND HELD SIGNAL SER *

MIL-S-13261 (REPLACED BY MIL-DTL-32674 )*

Solicitation: "The Contractor shall test in accordance with MIL-S-13261G with Amendment 7, Paragraph 4.3 (M125A1, M158, and M159

Clusters) and MILS-13257H with Amendment 7, Paragraph 4.3 (M126A1, M127A1, M195 Parachutes) as specified in this contract. At least 15

(FIFTEEN) calendar days before the beginning of first article tests, the Contractor shall notify the Contracting Officer, in writing, of the time and location of the testing so that the Government may witness the tests.

A2. THE GOVERNMENT SHALL UTILIZE THE NEW SPEC MIL-DTL-32674 IN THIS SOLICITATION. THE OLD MIL-S SPECS ARE BOTH CANCELLED AND SHALL NOT

BE USED FOR NEW PROCUREMENT ACTIONS.

Q3. In the new specification MIL-DTL-32674, section 3.3 "Functioning (all temperatures)" lists under part h. "Burning time of illuminant charge" that the M125A1, M158, and M159 signals shall burn 8.5 2 second. Further, section 3.3.1 "Hot Temperature (155 oF to 165 oF)" states that the signal shall function and comply with section 3.3 when stored at those temperatures (which would include the burning time requirement). However, Table V under section 4.4 "Functioning" does not list "Burning time of illuminant charge" under "All

Temperatures" or "Hot Temperature (155 oF to 165 oF)." Are the M125A1, M158, and M159 signals required to meet the 8.5 2 second burn time requirement in the Hot phase of ballistic function testing?

A3. REFERENCE APPENDIX A OF MIL-DTL-32674 (SEE TABLE A-IV): THE BURN TIME REQUIREMENT IS ONLY ASSESSED AT AMBIENT AND COLD TEMPERATURES.

The date for receipt of proposals is not extended as a result of this Amendment.

All other terms and conditions of Solicitation W519TC-23-R-0080 remain unchanged and applicable.
